Background

Along with public administration and judicial reform, the fight against organized crime and strengthening the protection of fundamental rights, the fight against corruption is one of key EU priorities Albania needs to make progress in order to be able to move towards the opening of accession negotiations. Fighting corruption is also critical from a national perspective as its existence hampers the most fundamental rights of citizens and bears extreme economic and social costs.

The Government of Albania is strongly committed to establish an anti-corruption mindset in all sectors. The Government programmatic stance on combating corruption calls for undertaking the necessary legislative initiatives and strengthen the observance of the law along with the improvement of the accountability of public officials and transparency of the public administration on one hand and the encouragement of measures and the society to report corruption.

The 2014-2017 Anti-Corruption Strategy and Action Plan articulates in detail such commitments and proposes the undertaking of numerous measures, responses to corruptive behavior and legislative amendments with a view to increasing the transparency and improving the overall governance. A major chapter of the strategy is that on the preventing approach to corruption, which invites the public to help in the identification of various problems of governance, including corruption and calls for a responsive and trustworthy system of handling this collaboration for an effective fight against any forms of corruption.

UNDP has provided assistance to this endeavor, in the framework of its Democratic Governance framework, in supporting the setup of an online system for collection, analysis, monitoring and tracking records of corruption cases from all institutions in Albania. In addition, as the Government launched in last February 2015 the anticorruption online portal inviting citizens to actively join efforts in the fight against corruption and denounce it, UNDP has supported the functionality of the operational room for the portal. The portal is fully functional and the public response has been extremely high.

In order to cope with the unexpected work volume generated by the portal and ensure a closer and proper monitoring of cases reported, UNDP, upon request from the National Anti-Corruption Coordinator, is preparing to provide temporary assistance in engaging a number of skilled portal operators.

Duties and Responsibilities

The Portal Operator will work under the supervision of the National Anti-Corruption Coordinator in carrying out the following non-exhaustive tasks:

  • Get acquainted with daily operations, routines and all features of the on-line anti-corruption portal software and interface.
  • Enter data/register cases into the online portal database
  • Forward notifications to the relevant respective institutions (relevant line ministry, central administrative body, prefecture).
  • Ensure the smooth operation between the reports received in the portal, the tracking system by the responsible persons in each institution as well as the monitoring processes undertaken by the operation room.
  • Interact on daily basis with the responsible persons in relevant institutions about the status of the cases and make sure that citizens are contacted and provided information on the reports they submitted;
  • Directly contact the reporting citizens if and when needed;
  • Contribute in preparation of monthly/quarterly/yearly reports including updated statistics and aggregated data and info-graphs
  • Provide assistance to the Office of the National Coordinator based on ad-hoc requirements and based on the data generated from the system.

Deliverables:

The Portal Operator will produce short narrative reports on monthly basis on activities undertaken, providing statistics and general information on the activities/operations carried out during the concerned time period.

Required Skills and Experience

Education:

  • Bachelor’s degree in public administration, law, economics, social sciences preferred.

Experience:

  • At least 5 years of work experience in public administration would be an advantage;

Language Requirements:

  • Knowledge of English language with drafting and writing skills would be an advantage.

Evaluation of applicants:

The evaluation of the applicants will be based on the combined technical and financial scores, in accordance with the following criteria and weights:

Technical Criteria - 70% of total evaluation – max points: 70

Compliant educational background (max 30 points)

Professional experience in the required area (max 40 points)

Financial Criteria - 30% of total evaluation – max points: 30
