Background

Natural resources are not only the basis of livelihoods for the vast majority of the population in Guinea-Bissau but also constitute the key elements in food security. Despite such importance of the resources, formal agreements on concessions of natural resources are negotiated by the national government in a rather hasty manner; the existing accords do not reflect the true value of the resources and the benefits are of short-term nature. As a consequence, the accords do not bring benefits to the population at large, but pose threats to their daily lives.

The UNDP project, “Strengthening the Capacity and Civil and Political Engagement in Natural Resources Management,” aims to improve this situation by enhancing the capacity and engagement in the area of natural resources management, based on the premise that policies, laws, and scientific studies and equipment are worth much less if a decision-making structure does not allow effective use of these tools or if the decision-makers and the citizens are unaware of the power and the utility that these tools provide. Several workshops will be organized to meet the needs of various stakeholders: government technicians, national and regional political decision makers, and local communities in the regions. These Terms of Reference concern a lecturer of four workshops: three intended for political decision makers at the national level (hereafter called “politician workshops”), and another for government technicians from the Secretariat of the Environment and the Committee of Environmental Impact Assessment (hereafter called “technician workshop”).

The decision makers will be informed of the general aspects of sustainable management of natural resources, with an emphasis on forest, mineral, water (especially groundwater) and marine resources (especially fish). They will be introduced to the basics of environmental science; existing environmental laws, policies and codes; importance of good governance in management of renewable and nonrenewable resources and how to practice good governance; social responsibilities of different stakeholders in natural resources management; and the relationship between sustainable development and the environment.

National politicians of three categories will participate in three different workshops, repsectively, to be held in Bissau:

  • ten members of the President’s Office (Primatura), 4 hours per day for 2 days;
  • thirty members of the Parliament (Assembleia Nacional Popular), 5 hours for one day, preferably during the parliamentary session of 18 May – 13 June 2015;
  • ten members of the Specialized Committee of the Parliament for Agriculture, Natural Resources and the Environment (Comissão Especializada da ANP para a Agricultura, Resursos Naturais, e Ambiente) and other specialized committees of the parliament, 8 hours per day for 2 days.

The content of the trainings should be along the lines of the Draft Syllabus for the Technician Workshop (Annex I), but shortened and adjusted to the length of each workshop and level of knowledge. A list of films on the subject that could be incorporated in the workshops are given in Annex II.

The government technicians will deepen their knowledge through the workshop in the following areas: environmental sciences; current environmental issues; environmental conventions, policies, laws and codes; sociological and anthropological aspects in natural resources management; environmental impact assessment; green economy; the impacts of macroeconomic policy, international trade, and foreign investment on natural resources management; and, environmental governance.

Fifteen government technicians will participate in a technical workshop that lasts 8 hours per day for 7 days. Its draft syllabus is provided in the Annex I. A list of films on the subject that could be incorporated in the workshops are given in Annex II.

Three preparatory meetings among the Lecturer, the participants, and UNDP is to be held before the workshop: two for the politician workshops (all except for the Office of the President) and another for the technician workshop.

Duties and Responsibilities

The Lecturer of Workshop will be responsible for the following tasks:

  • Developing a syllabus for each workshop (total four) in consultation with UNDP and participants for the technician workshop, as specified below;
  • Obtaining approval of the syllabus from the Programme Officer at the UNDP Country Office, Guinea-Bissau;
  • Lecturing along the agreed syllabuses during the workshops in Portuguese or Creole;
  • Adjusting the content of the lectures during the workshop to the needs of the participants;
  • Writing an assessment report of the workshops, as specified below; and
  • Developing an informal textbook based on the workshop material for future use by the technicians, as specified below.

Syllabus:

  • A proposed syllabus for each of the politician workshops must be based on the draft syllabus for technician workshop, but its content adjusted for the purpose. They must be submitted at the time of the application, and revised according to the discussion during a preparatory meeting with the participants and UNDP;
  • A proposed syllabus for the technician workshop must be based on the draft (Annex I), submitted at the time of the application, and revised according to the discussion during a preparatory meeting with the participants and UNDP;
  • Each of the proposed syllabus for the politician workshop must indicate:
  • Precise topics and subtopics to be lectured;
  • Number of hours devoted to each topic;
  • Key words for each topic;
  • Real world examples (or case studies) for each topic;
  • Pedagogical method/material that allows the participants to experience the importance of cooperation, collaboration and compromise;
  • Pairing of a film listed in Annex II with one or more topics in the syllabus (all films are available at the UNDP Country Office, Guinea-Bissau. Please note that the REDD+ programme was recently launched in Guinea-Bissau);
  • Suggestion of films not on the list but augments the learning of the material in the syllabus, if any; and
  • Method of communicating the film content to the lusophone participants in case subtitles (Portuguese, Spanish or French) do not exist.

The proposed syllabus for the technician workshop must indicate:

  • Reorganization (including addition, elimination, integration and division) of topics, if necessary;
  • Number of hours devoted to each numbered topic;
  • Key words for each topic;
  • Real world examples (or case studies) for each numbered topic;
  • Pedagogical tools/aids (quiz, group discussion, role play, etc.) to be used for each numbered topic;
  • Pedagogical method that allows the participants to experience the importance of cooperation, collaboration and compromise;
  • Pairing of films listed in Annex II with topics in the syllabus as much as possible (all films are available at the UNDP Country Office, Guinea-Bissau);
  • Suggestion of films not on the list but augments the learning of the material in the syllabus, if any; and,
  • Method of communicating the film content to the lusophone participants in case subtitles (Portuguese, Spanish or French) do not exist.

Assessment Report:

An assessment report in Portuguese, French or English, comprising of the following, but not limited to:

  • Brief description of the four workshops;
  • Analysis of the learning achieved by participants----strengths and weaknesses; and
  • Recommendation for further developing their knowledge and skills;
  • The draft report must be submitted to the Programme Officer at the UNDP Country Office, Guinea-Bissau within one week after the last day of the second workshop; and
  • The final report must be submitted to the Programme Officer at the UNDP Country Office, Guinea-Bissau within one week after the receipt of comments from the Programme Officer.

Textbook:

The text must be in Portuguese, French or English, comprising of the following, but not limited to:

  • Cover page;
  • Table of contents;
  • Text that contains the information imparted to the participants during the technician workshop, including figures;
  • Bibliography; and
  • Index;
  • The draft textbook must be submitted to the Programme Officer at the UNDP Country Office, Guinea-Bissau within one week after the last day of the workshop; and
  • The final textbook must be submitted to the Programme Officer at the UNDP Country Office, Guinea-Bissau within one week after the receipt of comments from the Programme Officer.

Education:

  • Advanced degree(s) in the field of ecology, environmental science, rural development, or any other relevant discipline.

Experience

  • At least 5 years of experience in application of environmental science in a wide spectrum of areas;
  • Experience in environmental impact assessment;
  • Experience in lecturing environmental science;
  • Knowledge of environment and development issues in Guinea-Bissau or the wider region;
  • Working experience in Guinea-Bissau or in the wider region; and
  • Experience in working and collaborating with governments in developing countries, and preferably with the UN and other international agencies.

Language:

  • Excellent knowledge of Portuguese or Creole (both writing and communication skills in case of Portuguese);
  • Working knowledge of French and/or English is required in case the candidate possesses excellent knowledge of Portuguese; Excellent knowledge of French and/or English is required in all other cases.
