Background

Under the leadership of the Government and in collaboration with partners, the collective contribution of the United Nations Country Team (UNCT) to realizing national development goals through development cooperation in the Philippines for the period 2012 to 2018 is represented by the United Nations Development Assistance Framework (UNDAF). The Joint Implementation Plan (JIP) spells out the arrangements for joint implementation, with results matrices at the output level, a joint monitoring and evaluation mechanism and tools and a joint management arrangement for harmonized oversight and alignment with country mechanisms.

Following a substantive UNDAF National Steering Committee (NSC) meeting in June 2014, a series of workshops/retreats have been held with NEDA, concerned government agencies and UNCT to reflect on the NSC agreements and directives on focus, alignment and metrics in light of significant changes in context/circumstances since 2011 including the updated Philippine Development Plan. Technical briefings and workshop with UNDAF partners has been held to share the preliminary proposed sharpening in the UNDAF through a revised JIP narrative as well as key strategic priorities in updated results matrices.

Management mechanisms and monitoring and evaluation systems have so far been based on Agency specific guidelines and rules.  The challenge lies in developing and institutionalizing tools which will help in measuring results of the development impact of the UNDAF and strengthening relevant capacity on joint planning, programming, monitoring and reporting.

The main vehicles to drive coherence are:

  • Enhancing effectiveness through the UNDAF, ensuring coherence in delivery;
  • Increasing programmatic synergies, including monitoring of results among the UN Agencies through the Programme, Monitoring and Evaluation Group.

Under the direct supervision of the UN Resident Coordinator (UNRC) and guidance from the Chairs of the UNDAF Programme Group and M&E Group, the Monitoring and Evaluation Officer reinforces the capacity of the UN Country Team (UNCT) to:

  • Use the Common Country Assessment process (CCA) in a flexible and effective manner;
  • Ensure quality, focused and strategic implementation of the UN Development Assistance Framework for the Philippines (UNDAF) 2012-2018;
  • Support national strategies setting, the achievement of the Millennium Development Goals, the emerging post-2015 agenda and other international development commitments;
  • Support the development and implementation of collaborative and joint programmes;
  • Support improvements in system-wide coherence in results through all phases of the UNDAF cycle;
  • Enhance aid effectiveness by providing strategic and operational guidance to implement the One UN results-based management strategy and promote results-based joint programming;
  • Support the results-oriented focus of UN Reform through the design, management and institutionalization of an adequate system to measure system-wide reform development as well as process results; and
  • Establish electronic and web-based systems for agencies to access UN systems and processes in relation to UNDAF results - thereby enhancing development effectiveness.

The UN M&E Officer will lead and guide the M&E Group and work in close collaboration with UNCT members, programme, communications and operations teams of the Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful and transparent coordination of UNDAF activities.

Duties and Responsibilities

Ensures effective support to UNCT in the implementation, monitoring, reporting and evaluation of UNDAF focusing on achievement of the following results:

  • UNDAF results-based planning management mechanism (tools and systems) developed, improved, tested and utilized, based on a finalized (a) UNDAF/JIP Results Matrix, (b) UNDAF Monitoring and Evaluation Framework and Plan; (c) UNDAF Planning and Programming Guide; and (d) an internal UN Management Results Framework; in consultation with UN Agencies, Government, civil society, multilateral and bilateral institutions;
  • Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events, and channeled into decision-making processes;
  • Create a linkage with national M&E system (particularly but not exclusively, of NEDA);
  • Lead and guide the UN M&E Group to be the actively functional group leading the UNDAF M&E down to the sub-outcome level, harmonized/systematic presentation of results at NSC within the context of PDP;
  • Regular monitoring with and reporting of UNDAF progress (semestral and annual) to internal and external clients;
  • Provision of secretariat support to the UNDAF National Steering Committee and the Monitoring and Evaluation Group, ensuring timely conduct of meetings and full participation of UN Agencies, Government, civil society, multilateral and bilateral institutions and coordination of overall UNDAF implementation;
  • Responsibility for promotion of evaluation standards, quality assurance/control and capacity development within the UNCT;
  • Managing the support of the UNCT for operationalizing a viable and cost-effective results M&E platform (e.g. DevInfo) in coordination with relevant national counterparts.

Prepare monitoring and reporting reports, draft inputs for the RC Annual Report, and the UNDG Country Report Results:

  • Submission to UNRC/UNCT of a yearly planning, monitoring, reporting and evaluation work plan and budget;
  • Participate in relevant UNDAF management planning coordination structures including the UNCT, UNDAF National Steering Committee, Programme Management Committees, Programme and M&E Group, UN Country Communications Group and Operations Management Team, as relevant;
  • Assist the RC in the timely preparation and dissemination of results-oriented reports, as well as briefing documents and other publications relating to the UNDAF implementation/DAO initiative in the country;
  • Provide technical and coordination support with regards to the provision of data to relevant government agencies to ensure that the UNCT meets the official development assistance reporting requirements; and
  • Provide assistance in measuring external perceptions of stakeholders through dialogues and surveys.

Ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to development effectiveness and results-based management;
  • Identification and synthesis of best practices and lessons learnt directly linked to UNDAF outcomes;
  • Identification of national policies and institutions that require strengthening to ensure effective UNDAF implementation and provision of advice in close consultation with UNCT;
  • Development of an operational knowledge management system for UNDAF to communicate, share and utilize strategic information (maximizing, to the extent possible, the DevInfo platform);
  • Provide sound contributions to UN and national knowledge networks and communities of practice; and
  • Organization of trainings and other learning sessions for UN staff on results-based management/managing for development results and relevant coordination issues.
  • Participation in evaluation community remaining abreast of latest dev;lopment and professional norms, standards, tools and methodologies.

Undertake any additional tasks as assigned by the supervisor.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Economics, Social Sciences, International Relations, Political Sciences or related field;
  • A first level university degree (Bachelor’s degree or equivalent) combined with qualifying relevant professional experience (at least7 years) may be accepted in lieu of the advanced university degree

Experience:

  • At least five years progressive experience at the national or international level in development issues; progressively responsible experience in development planning, monitoring, reporting and evaluation with background and interest in the analysis of socio-economic issues and related policy matters;
  • At least five year experience in and solid command of Results-Based Management (RBM)/ Management for Development Results;
  • Experience in office software packages and handling of web-based management systems;
  • Knowledge about the UN and RC systems and UN reform would be an advantage;
  • Strong analytical ability; ability to write concisely and accurately.

Language:

  • Fluency in the English and national language.
