Background

The Resident Coordinator System encompasses all organizations of the UN System dealing with operational activities for development, regardless of their formal presence in the country. As the designated Representative of the UN Secretary-General and team leader of the UN Country Team (UNCT), the UN Resident Coordinator (UNRC), in consultation with the UNCT, assumes overall responsibility for and coordination of the developmental activities of the UN carried out at country level. This is done in conformity with the objectives and priorities of the Host Government and in accordance with the mandates and objectives of the various UN organizations. The UNCT is composed of representatives of the UN funds and programmes, specialised agencies and non-resident UN agencies.

Established in 2006, UN CSAC is composed of 79 civil society organizations (CSOs) representing different sectors across the country. It is a participatory mechanism to actively engage CSOs in revising and reviewing the relevance and effectiveness of the UN development agenda for the country. Aside from being a consultative body to the UN Country Team, UNCSA is a partner in advocating for peace, justice, democracy, human rights, gender equality, sustainable environment and a better quality of life for the Filipino people especially the disadvantaged sectors in society.

The UN-CSA convenes every two years, with members required to attend at least one of two successive assemblies to maintain their membership.   It is also during this time that the election of the UN Civil Society Advisory Committee members, a 15 core members of UNCSA, will be done.

Functions of CSAC/CSA:

  • Provide policy and programme guidance and feedback to the UNCT in the implementation of the UN Development Assistance Framework (UNDAF) in the Philippines;
  • Recommend measures to strengthen UN relations and engagement with civil society organizations operating in the Philippines; and
  • Engage the UNCT in a regular dialogue to discuss current issues that may impact on civil society operations, UNDAF implementation and UN’s development effectiveness.

The UN CSAC Coordinator will work closely with the UN Country Team through the UN Resident Coordinator’s Office and the UN CSAC through PRRM. As such, he/she will, on the average, hold office three times a week at the RCO office and two times a week at the UN CSAC/PRRM office. Under the over-all guidance of the UN Resident Coordinator, he/she will report jointly to the UN-CSAC Co-convenors (i.e. UNDP on behalf of the UNCT, and PRRM on behalf of the UN-CSAC).

Duties and Responsibilities

Assist in strengthening engagement and partnership between the UNCSAC/ UNCSA and the UN Country Team

Identify opportunities for joint UN-CSO collaboration based on the following potential joint areas:

  • MDGs, Post-2015/SDGs;
  • Inputs to the new Philippine Development Plan and long-term development planning;
  • UNDAF as programming processes, support to agency programming;
  • Outcome Groups as think tank especially on policy advocacy;
  • Joint programming and joint programme;

Undertake related research and provide substantive inputs to reports, consultation design with partners on key areas enumerated above.

General support to the UNCT and UN CSAC:

  • Serve as the CSO focal point to the UNCT by facilitating UN CSAC/CSA participation and inputs in UNCT initiatives, when needed;
  • Strengthen inter-agency coordination on CSO matters, working with relevant UNCT focal points;
  • Provide Secretariat and coordination work for joint UN and CSAC activities such as the monthly UN CSAC meetings, the UN-CSA General Assembly, UNDAF consultation activities and others as relevant, ensuring full participation of UN agencies, CSA and other relevant partners;
  • Contribute to strengthening the organizational aspect of UN CSAC, its membership, terms of reference, localization, etc.;
  • Provide assistance to UN CSAC in the operational and financial aspects of project implementation in adherence to UN finance and procurement policies and standards;
  • Document UN CSAC operations and activities and report back to the UNCT on its progress, ensuring RC/UNCT is abreast of all developments particularly those issues/concerns needing RC/UNCT action.

Support for the UN CSAC Work Plan:

  • Liaise with UN agencies and UN CSA to ensure that the UN CSAC work plan is communicated to the agencies and ensure close linkages and coordination with relevant activities/programmes to maximize impact;
  • Contribute to the refinement of the UN CSAC work plan and the preparation of concept notes/proposals for relevant activities;
  • Participate in the planning, coordination and implementation of the UN CSAC work plan;
  • Ensure UN CSAC’s timely submission of reports;
  • Coordinate documentation of overall results achieved in the implementation of the UN CSAC work plan including contribution to achievement of UNDAF outcomes, the MDGs and subsequently the SDGs/Post-2015 agenda.

Ensures effective advocacy of UN CSAC activities:

  • Strategically advocate and promote UN CSAC partnership within the UN System;
  • Advocate for the implementation of the aid effectiveness principles, the UN reform and UN delivering as one.

Facilitation of knowledge building and management:

  • Identification and synthesis of best practices and lessons learned;
  • Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Economics, Social Sciences, International Relations, Political Sciences or related field;
  • A first level university degree (Bachelor’s degree or equivalent) combined with qualifying relevant professional experience (at least 7 years) may be accepted in lieu of the advanced university degree.

Experience:

  • At least five years relevant experience in project coordination in the field of development work;
  • Ability to apply in-depth sound technical knowledge and skills in development work;
  • Excellent coordination, research and communications skills both in local language and English;
  • Experience in engaging and mobilizing key constituencies at the national and local level (e.g. civil society and community-based organizations, youth, parliamentarians and legislators, media, private sector and local authorities);
  • Knowledge about the UN system, MDGs, Post-2015/SDGs and UN reform would be an advantage.

Language:

  • Fluency in the English and national language.

Travel:

  • Willingness to travel within the country.
