Background

Crisis Context

The most widespread Ebola virus disease (EVD) epidemic is currently ongoing in the three West African countries of Liberia, Sierra Leone and Guinea. According to the World Health Organization (WHO), more than 25,000 people have been infected in the current Ebola outbreak. Ebola is a serious infectious illness, which can prove fatal.

In fighting the Ebola, it is a priority to ensure that Ebola Response Workers (ERW) are compensated for the immense effort, at both financial and human cost, in confronting the disease. The UN Payment Programme for Ebola Response Workers (PPERW) was designed to ensure that all workers receive payments due to them for performing their essential duties. These payments include salary, incentive and hazard pay in the immediate response, and are likely to be broadened to bereavement, early recovery and recovery, including for livelihoods, social protection, and the development of social safety nets.

To promote co-ordination and partnership between UNDP, government ministries and the implementing partners of the project, UNDP, as the lead UN Agency responsible for the PPERW, wishes to secure the services of a Coordination and Partnership Officer to manage this role.

From PPERW (Stop Ebola) to Recovery transition

Given the anticipated magnitude of the emergency response and recovery needs in the medium term, with a focus on the impact on the economy and livelihoods, UNDP intends to work with key partners such as the World Bank, the African Development Bank, OCHA, UNMEER, the National Coordination Cell, the Ministry of Health and the Ministry of Finance to set up and support a social safety net scheme to serve not only as a prerequisite for social stability, but also to prepare for livelihoods enhancement and economic recovery.

This include to strengthen the national payment systems available and to reinforce capacity in terms of establishing mechanisms for 100% nation-wide coverage of payment systems, including both formal banking mechanisms and other mechanisms such as mobile money and micro credit organizations.

In this framework, the Coordination and Partnership Officer will assist the UNDP Guinea Country Office to develop and implement the PPERW programme and insure transition and resource mobilization to the Recovery Programme through consensus and partnership building with government ministries and implementing partners.

Recovery Programme will be built on three programmatic pillars: health, livelihood and governance/peace building.

Duties and Responsibilities

The Coordination and Partnership Officer will work within UNDP and report to the PPERW Programme Manager. This responsibility is focused on developing and implementing the PPERW programme through consensus and partnership building with government ministries and implementing partners. Meanwhile, the Coordination and Partnership Officer will ensure the partnership building and efficient coordination for Early Recovery Programme. Specifically, the Coordination and Partnership Officer will perform the following functions:

Project coordination:

  •  Ensure coordination between implementing partners of the PPERW project;
  •  Project coordination activities with external partners;
  •  Provision of administrative support to the PPERW Programme Manager in terms of coordination and partnership building and resource mobilization;
  • Relationship management with the National Coordination Cell, relevant Ministries and other stakeholders;
  • Assist transition from PPERWs response to the Recovery Programme.

Partnership building and resource mobilization:

  • dentify opportunities for partnership building and resource mobilization with UN agencies and other potential partners in Guinea for the Recovery Programme;
  • Building on and managing relationships with current and potential partners;
  • Drafting concept notes and reports to prepare and facilitate partnership building and resource mobilization.

Coordination support to the National Coordination Cell and National counter part:

  •  Coordinate activities between UNDP and the National Coordination Cell;
  • Support and assist in capacity building of the National Coordination Cell according to identified needs;
  • Assist the multi-sectorial coordination for post Ebola Recovery within Ministries in the following domains of health, economy, social affairs.

Assisting the co-chair of the Finance Committee:

  •  Preparing and circulating agendas and preparatory information for meetings in the Finance Committee;
  •  Drafting and circulating minutes of meetings in the Finance Committee;
  •  Follow-up on initiatives agreed upon in the Finance Committee.

Key Deliverables:

  • Development of partnerships with government institutions, bi-lateral and multi-lateral donors, private sector, civil society to mobilize resources for the PPERW and early Recovery Programme;
  • Establish new partnerships and enhance existing partnerships between UNDP/PPERW and other stakeholders, in order to strengthen the responsiveness, effectiveness and efficiency of the programme deliverables;
  • Coordination of the PPERW Work Plan and Reports, establishment of effective mechanisms for monitoring project-based action items discussed at Coordination Council level meetings.

Impact of Results

The results of the work of the Coordination and Partnership Officer will impact the Guinea Country Office in the following ways:

  •  Increased coordination success which will contribute to positioning UNDP as a key development partner in the country;
  • Strengthened partnerships between UNDP and national partners as well as international development partners;
  • Assisted UNDP for Recovery Programme.

Required Skills and Experience

Education:

  • Master’s degree or an equivalent in Economics, Social Sciences, International Law, Political Sciences or related field.

Experience:                                                                                              

  • At least 2 years of relevant work experience at the national or international level;
  • Knowledge of the UN System is required;
  • Experience and skills in humanitarian emergency context is highly desirable;
  • Experience in Africa is required;
  • Experience in Guinea and knowledge of Guinean Government is an asset;
  • Professional experience in Ebola crisis is an asset;
  • Being able to effectively network with UN partners, donors and other international organizations, seizing opportunities to build strategic alliances relevant to UNDP/PPERW’s strategic objectives;
  • Knowledge in gender mainstreaming is an asset.

Language:

  • Fluency in French is required;
  • Fluency English is an asset.
