Background

As the UN system's development programme and a GEF Implementing Agency since 1991, UNDP supports countries in addressing development, climate, and ecosystem sustainability in an integrated manner. 

In its role as a GEF Implementing Agency, UNDP-GEF offers countries highly specialized technical services for eligibly assessment, programme/project formulation, due diligence, mobilization of required co-financing, project implementation oversight, results management and evaluation, performance-based payments and knowledge management. UNDP-GEF’s Green, Low-emission, Climate-resilient Development Strategies team works to support countries to attract and direct public and private investment towards catalyzing and supporting sustainable economic growth through initiatives focused on integrated Climate Change Strategies, Advancing Cross-sectoral Climate Resilient Livelihoods and Strengthening Climate Information and Early Warning Systems for Climate Resilient Development.

Recently, the UNDP-GEF launched the Multi Country Project to Strengthen Climate Information for Resilient Development and Adaptation to Climate Change in Africa (CIRDA). The project has the objective of supporting 11 countries in Africa (Benin, Burkina Faso, Gambia, Liberia, Sierra Leone, Sao Tome and Principe, Ethiopia, Uganda, Tanzania, Malawi and Zambia) to enhance national climate services in their efforts to collect, analyze and disseminate climate information as a key tool in long term planning and adaptation. The CIRDA Project is providing support by providing technical assistance and capacity building, as well as, by fostering knowledge sharing between experts, regional organizations, and the countries themselves.

In this context, UNDP-GEF is looking to recruit the services of an individual who will support the project in the drafting of analytical documents and technical communication materials for outreach and training purposes. In addition, the individual will communicate with UNDP country offices to keep them updated and briefed on the project´s activities, as well as, with the Project Team. Familiarity with the missions and objectives of UNDP and GEF will be important, as will experience with government and donor agencies.

The Project Analyst Consultant will provide assistance on technical outreach material, as well as, support in coordinating activities such as regional training workshops, communications with the 11 partner countries and Met offices. The work will also include support in the development and organization of materials for training and knowledge dissemination. His/her assistance will also be expected on coordinating side events at key international meetings.  S/he will do this under the supervision of the CIRDA Project Manager.

The Project Analyst Consultant will work closely with UNDP-GEF colleagues in the country offices and other CIRDA staff, and will be required to work in close synchronicity with the UNDP-GEF Regional Technical Advisor (based in Addis Ababa) overseeing the project. 

Duties and Responsibilities

The Project Analyst Consultant will work under direct supervision of the CIRDA Project Manager and in collaboration with the CIRDA Team, the UNDP-GEF Regional Technical Advisor (based on Addis Ababa) overseeing the projects, the UNDP Country Office in each country and the national Implementation Partner (IP), as identified in each project document. 

The project analyst consultant will undertake the following duties: 

  • Assist with the preparation and conducting workshops and meetings;
  • Prepare technical materials such as supporting documents to support training and outreach events, PowerPoint presentations, etc.;
  • Support with the preparation of work documents of project events;
  • Provide continued support to the coordination work developed by the UNDP-GEF Regional Technical Advisor;
  • Support in the development of technical and knowledge products;
  • Support in the preparation of the analytical documents derived from project events, meetings and project implementation;
  • Support Monitoring and Evaluation work and subsequent econometric and data analysis;
  • Support in collecting data for econometric analysis;
  • Prepare  econometric analysis for knowledge dissemination products; 
  • Assure coordination among the CIRDA Project and the national CI/EWS projects on objectives, activities and milestones.

Outputs:

  • Preparation of technical materials communicating to stakeholders the objectives of the project and short term goals as well as ongoing activities;
  • Outreach material (information notes, presentations) for relevant project events and international meetings;  
  • Support in the preparation of presentations and material for Programme Board Meetings communicating the Programmes Work Plan, achievements, and short and long term objectives;
  • Analytical support to the Monitoring & Evaluation reports to the LDCF/GEF;
  • Mission reports on Programme workshops/training sessions;
  • Documentation of team meetings and meetings with stakeholders. 

Information on Working Arrangements:

  • Estimated level of effort is as follows: 140 days including travel days the first year; 100 days including travel days the second year.  Maximum working days over the 2-year period would be 240;
  • The initial contract would be for one year with an option for renewal the second year dependent on demand for services and satisfactory performance evaluation; 
  • Consultant will be home based with frequent mission travel to Addis Ababa, Ethiopia and other partner countries required;
  • Consultant’s presence required at UNDP premises is intermittent;
  • Consultant will be required to work in tandem with the UNDP Regional Technical Advisor, based in Addis Ababa, overseeing the projects. Irrespective of his/her location, the consultant is expected to be available for skype/phone meetings and be in reliable email contact during certain regular Eastern Africa Time business hours (Addis Ababa, Ethiopia), which will be agreed upon with the Regional Technical Advisor upon commencement of assignment;
  • Irrespective of his/her location, the consultant will be required to be available for weekly virtual meetings on Tuesdays, 9:30AM Eastern Daylight time (New York, USA); 
  • The Consultant will be given access to relevant information (through web-based portal) necessary for execution of the tasks under this assignment;
  • The Consultant will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to a reliable internet connection;
  • Payments will be made upon submission of a detailed time sheet and certification of payment form and acceptance and confirmation by the CIRDA Project Manager on days worked and outputs delivered.

Travel:

  • International travel will be required to Addis Ababa (Ethiopia) and pilot countries to collect information, as well as, to prepare and attend relevant training workshops and coordination meetings; 
  • Any necessary mission travel must be approved in advance and in writing by the Supervisor;
  • The Advanced and Basic Security in the Field II courses must be successfully completed prior to commencement of travel;
  • Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director
  • Consultants are required to comply with the UN security directives set forth under https://dss.un.org/dssweb/;  
  • The consultant will be responsible for making his/her own mission travel arrangements in line with UNDP travel policies;
  • Consultants are responsible for obtaining any visas needed in connection with travel with the necessary support from UNDP;
  • All related travel expenses will be supported by the project travel fund and will be reimbursed as per UNDP rules and regulations upon submission of an F-10 claim form and supporting documents.  Costs for round trip economy fare tickets, terminal expenses, and daily living allowances should not be included in financial proposal.

Required Skills and Experience

Education:

  • Bachelor’s Degree in economics, finance, international relations, public administration, development, or other closely related field (max 10 pts);
  • Master’s degree in economics, finance, international relations, development or closely related field would be an advantage (max  5 pts).

Experience:

  • At least 2 years’ experience in planning and conducting workshops or high profile events; (max 10 pts);
  • At least 1 year experience in  the development of briefs, knowledge or communication material; (max 5pts);
  • At least 1 year international or developing country experience, Africa preferable; (max 5pts);
  • Previous professional experience with UNDP, UNDP-GEF or international organizations and familiarity with their goals and actions; (max 5 pts);
  • Proven knowledge of environmental or adaptation policy/issues; (max 10 pts);
  • Knowledge of information management is an asset; (max 5 pts);
  • Experience in data collection and data analyses is an advantage; (10pts);
  • Familiarity with MS Excel, Access, PowerPoint; (max 5 pts);
  • Familiarity with STATA is an advantage. (max 5 points).

Language Requirements:

  • Excellent oral and written communication skills in English language; (max 10 pts);
  • Working knowledge of French language an advantage; (max 5pts);
  • Proficiency in other UN languages or Portuguese is an asset. (max 5 pts).

Evaluation method:

  • Only those applications which are responsive and compliant will be evaluated;
  • Offers will be evaluated according to the Combined Scoring method – where the qualifications will be weighted at 70% and the financial offer will be weighted at 30% ;
  • The technical criteria (education, experience, languages [max 95 points] and interview [max 45 points]) will be based on a maximum 140 points. Only the top 3 candidates scoring 66.5 points or higher from the review of the education, experience and languages will be considered for the interview;
  • Applicants obtaining 70% of the combined total technical points (education, experience, languages and interview) will be considered for financial evaluation;
  • Financial score (max 100 points) shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal of those technically qualified;
  • The financial proposal shall specify an all-inclusive daily fee.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal must additionally include a breakdown of this daily fee (including number of anticipated working days and all foreseeable expenses to carry out the assignment);
  • Applicant receiving the Highest Combined Score and has accepted UNDP’s General Terms and Conditions will be awarded the contract.
