Under the overall guidance of Deputy Country Director (Programme) and direct supervision of the Head of Governance Unit, the Project Manager – Rule of Law - will be responsible for the project implementation and achievement of project results.  The PM will head the Project and will provide leadership and guidance to the team, which will include a Chief Technical Specialist, national technical advisers and team leaders, project support staff and professional experts.

The Rule of Law project will provide support to the Justice and Security sectors in Khyber Pakhtunkhwa and FATA. It aims to promote an enabling environment which will deepen the ongoing efforts to secure peace and stabilization. Under this project, assistance will be provided for institutional development and capacity development to the Rule of Law institutions to ensure effective security services and speedy provision of justice services. The project will also work with the informal justice institutions so that dispute resolution is trusted, affordable, accessible, and viewed as fair by the local communities. In doing so, the Project will engage with key stakeholders in KP including the Judiciary, Police, Local Government, prosecution, bar associations, jirgas, CSOs and ongoing (justice) initiatives. The activities and outputs under the project will enhance confidence and trust of the local communities in the Rule of Law institutions and result in improved law enforcement, speedy justice, including that of informal justice system. The project will help create forums for dialogue and develop a strategy for harmonization between communities, formal and informal Rule of Law institutions.

The PM will have the overall responsibility for strategic positioning of UNDP, providing policy advice to the Country Office on Rule of Law related issues and for programme management. S/he will support donor coordination, resource mobilization efforts and represent UNDP in technical forums on Rule of Law. S/he will also be leading formulation, strategic direction and evaluation of activities within the project and act as key point of contact for major national and international stakeholders. The PM will ensure coordination and coherence throughout the implementation of the Project and supervise the Project staff.

While reporting directly to the Governance Chief, the PM will work very closely with the Country Office management providing technical advisory support on programme implementation.

Duties and Responsibilities

The PM will be responsible for project implementation and achievement of project results.  The PM  provide management of staff and results, leadership and guidance to project support staff and professional experts.  The incumbent will have the following specific responsibilities:

Strategic Advice and Leadership:

  • Provide substantive and strategic leadership of the project;
  • Ensure communication and sharing of knowledge with other regional rule of law programmes;
  • Provide advice to senior management on future scaling up of the Rule of Law project.

Project management and oversight:

  • Lead, plan, initiate, facilitate and manage project activities and measure performance and report on programme results and outcomes to the PRB;
  • Ensure the establishment and functioning of the project team. Manage the recruitment of team and local consultants, as well as identifying short-term international and local experts as necessary;
  • Coordinate and supervise the activities of the project staff, experts and consultants working as part of the technical assistance team;
  • Prepare project work plans, progress reports and terminal report;
  • Be responsible for the timely preparation and quality control of all substantive technical outputs, briefs and required documents, ensuring timely production and submission of outputs and reports by all members of the project team, contractors and project partners;
  • Organize PRB, donor coordination and project review meetings.Prepare background documents, briefs, issues papers, and progress reports for the PRB meetings and for donor reporting.Follow-up on the implementation of PRB decisions and recommendations;
  • Manage process for the selection of suppliers, contractors and partners.Supervise procurement of goods and services including preparation of equipment specifications, Terms of Reference (TORs) and Request for Proposals (RFPs) according to approved UNDP procedures;
  • Conduct field visits to supervise, coordinate and monitor field-level activities of the project;
  • Supervise outsourced research and dissemination of research findings.

Partnerships and Resource Mobilization:

  • Liaise with project partners, UNDP country office, donors and all other partners on all matters concerning the implementation of the project;
  • Lead on relationship building with key government counterparts to ensure full partnership on the project;
  • Lead on the relationship with donors to ensure ongoing resources for the project.

Expected Results:

  • PM must garner the confidence and trust of government officials and representatives to deliver professional and strategic level technical advice in the key areas of the UNDP Rule Of Law project for Pakistan;
  • PM will provide advice on international best practices on rule of law such as institutional development and capacity development to the Rule of Law institutions to ensure effective security services and speedy provision of justice services;
  • PM will provide management and leadership to the technical and strategic sides of the project to effectively meet the project objectives as well as run the project according to UNDP’s corporate guidelines.

Required Skills and Experience

Education:

  • Masters’ degree in political science, law, economics or other social science or related fields.

Experience:

  • A minimum of 10 years experience in governance, rule of law or related technical field, with demonstrated project management and strong communications skills;
  • Extensive field and programming experience;
  • Specific experience involving the facilitation of multi-stakeholder consensus, preferably in post-crisis situations;
  • Specific experience with designing and implementing conflict governance, rule of law interventions;
  • Demonstrable ability to work in a team environment, and to strengthen team cohesion through collective action and individual initiative;
  • Demonstrable ability to engage with sensitivity, strategic foresight, and political acumen in situations involving multiple - especially political - actors and stakeholders;
  • Previous experience in Pakistan or the Asian region will be an asset;
  • Basic computer skills (MS Word, Excel, PowerPoint ,etc).

Substantive and technical expertise in one or more of the following issues:

  • Extensive experience of providing policy advice (including report writing) at international level;
  • Extensive experience in project management in difficult environments;
  • Experience of UN inter-agency policy processes.

Language:

  • Full working knowledge of English, including excellent writing skills, is required.
