National Consultant in Rights and Regulatory Frameworks of Non-communicable Diseases and Health Equity within Strategic UN programming documents in Belarus Period of services: June 2015   – December 2015;  60 working days, home based.

Duties and Responsibilities

Under the Supervision of the HHD Programme Manager, UNDP Belarus, in close coordination with the International Consultant on NCDs and Health Equity, the HHD Programme and Legal Specialists at UNDP Istanbul IRH, the consultant is expected to carry out the following activities:

Task One (25 working days): collecting documents and supporting the development of a checklist and assessment tool of the multisectoral legal, regulatory and policy framework for NCDs to be used during joint UN multisectoral assessments of national NCD responses in Belarus. The work will include:

  • Provide all information about Belarus as the first country in the region that has already conducted a joint UN multisectoral assessment;
  • Collect and systemize all legislation, secondary laws, policies and practices that are related to national NCD responses in Belarus, for all stakeholders. Where possible provide English language versions of the document. Develop and draft, in English, a summary report outlining the system of national NCD responses with references to the relevant documents;
  • Provide country specific perspective and input to the design of an assessment tool in a way that it produces easily action points as recommendations for the multisectoral assessment report of the joint UN country assessments;
  • Provide country specific perspective, input and comments to  the design of a checklist identifying the relevant regulatory framework.

Task Two (20 working days): support review of programming opportunities for the regional UNDP HIV, Health and Development (HHD) team in relation to the implementation of the ICESCR in Belarus and the drafting of report with recommendations. This work will include:

  • Supporting the mapping exercise for Belarus, carried out by the International NCD and Health Equity Consultant, by examining and summarizing the pace of progress of the country towards implementation of Article 12 of the ICESCR, as well as the list of Issues (LOI) to be addressed in the next reporting cycle.

Task Three (15 working days): Supporting further implementation of key recommendations from the Joint UN Interagency Assessment on NCDs conducted in Belarus. This work will include:

  • Review of the current situation with implementation of key recommendations of the Joint UN Interagency Assessment on NCDs including identification of bottlenecks for progress;
  • Ongoing input to coordination and UNDP’s  engagement in implementation of the key recommendations within the framework of the UNCT (including organizing meetings with relevant national partners and stakeholders, sharing relevant information etc.);
  • Communicate closely with national partners including from the Ministry of Health, other relevant State and NGOs representatives;
  • Develop an end of year report outlining main achievements, obstacles and lessons learnt.

Competencies

Functional Competencies:

  • Very good understanding of the legal and practical aspects of HIV and co-infections in Belarus;
  • Familiarity with national healthcare systems and legal and practical issues surrounding non-communicable diseases;
  • Familiarity with the social determinants of health and health inequities;
  • Familiarity with the UN system and the development of UN specific programming documents, policies and strategies;
  • Excellent organizational skills, ability to work independently, strict adherence to completing assigned tasks in a timely manner;

Required Skills and Experience

Education:

  • An advanced degree (masters or higher) in law, international law or human rights, public health, international relations, or other relevant field.

Experience:

  • Two or more years of national (or national and regional) experience in the field of the right to health, NCDs and analysis/program work in the field of NCDs and SEEDs;
  • Two or more years of experience in research and technical advisory work in the field of health law;
  • Two or more years of experience working with the UN system specifically in the field of the health (addressing the social, economic and environmental determinants of health, NCDs, HIV and other health-related developmental issues) is an advantage;
  • Experience in drafting reports and preparing assessment tools is an advantage.

Language:

  • Fluency and ability to communicate and write complex research in English and Russian;
  • Knowledge of Belarusian is a plus.
