Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women is also increasing its engagement in humanitarian response through interagency collaboration. In response to the Syrian humanitarian response in Jordan UN Women works at multiple levels to respond to the specific needs of Syrian women refugees and communities for livelihood support, building on their own initiatives and skills as well as addressing vulnerabilities as identified by themselves in their women centers.

Within Za’atari refugee camp UN Women implements a multi-sectorial protection and support project through the management of women and girls ‘safe spaces’, ‘Oasis’s.   The overall goal of the project is to empower vulnerable Syrian women refugees through increased access to self-reliance opportunities and meaningful engagement in community life to put in place the foundational cornerstones for increased self-reliance and durable solutions for the ‘day after’ in Syria.

The project builds upon  the success of the pilot phase and will pursue the following specific objectives to expand the program:

  • a) Create and sustain access to self-reliance opportunities for Syrian women refugees through cash for work activities;
  • b) Build a conducive environment for increasing Syrian women refugees’ active participation in decision making processes in the camp including meaningful engagement in community mobilizations efforts;
  • c) Increase awareness on women rights and responsibilities for an inclusive, equitable and peaceful society through training, enhancement of life skills and other social cohesion approaches; this includes addressing prevention and response to gender based violence though awareness raising, trainings, and referrals to service providers of psychosocial, health, and legal services as appropriate. The implementing team is led by a Senior Area Coordinator, who is assisted in the field by a team of project assistants.

To assess progress and identify good practice and areas for strengthening, UN Women is seeking a consultant to support the monitoring of UN Women’s programs in Za’atari camp. The consultant will undertake a self-perception review with program participants to assess impact and effectiveness. The monitoring will feed into UN Women’s program implementation to ensure improved and quality programming for Syrian refugees.

Duties and Responsibilities

Objectives of the Assignment:

Under the overall guidance and supervision of the Recovery Specialist, the consultant will conduct a self-perception monitoring review to achieve the following:

  • Collate feedback and perceptions from UN Women program participants;
  • Identify priorities and provide recommendations to improve UN Women’s programming in Za’atari camp;
  • Identify and highlight changes of refugee women’s perceptions to themselves since they joined and/or benefited from services provided at the oasis.

Deliverables/ Outputs:

  • A proposed methodology and action plan for conducting the monitoring exercise;
  • An analytical report on the findings;
  • A data base of studied cases.

Required Skills and Experience

Education:

  • B.A in Women studies, international relation, political science, international development, or a related social science subjects.

Experience:

  • 3 years relevant experience in research and in Jordan;
  • Proven experience in statistical analysis and research within social science context;
  • Proven experience in writing reports;
  • Experience engaging with refugees.

Languages:

  • Fluent written and spoken Arabic and English.

The  duration of the assignment will be two months and duty station will be Amman, Jordan with travel to Mafraq Za’atari camp field operation. The consultant is expected to carry out his/her functions from the UN Women premises. Office space and equipment will be provided by UN Women.

The consultant will be remunerated a lump-sum divided in to two installments. The consultant will receive 30% of the payment upon delivering the methodology and action plan for conducting the monitoring review. The second payment will cover the remaining amount (equal to 70%) upon the completion and hand over of the final review report and database of cases.

The selected applicant will be requested to submit a “Statement of Good Health” from a recognized physician prior to commencement of work, certifying that the individual is in good physical and mental health and is capable of undertaking the related consultancy and if required to travel is fit to travel and has had the required inoculations for the country or countries to which the individual is to travel. The individual shall take full responsibility for the accuracy of that statement.
