UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programs and services needed to implement these standards.

Violence against women and girls (VAWG), especially domestic violence, continues to be a widespread social problem in Bosnia and Herzegovina (BiH), and a serious violation of fundamental human rights. This type of violence is still seen and tolerated as a “socially acceptable behaviour” and is justified by traditional and patriarchal conceptions of the role and status of women in the BiH society. Research data available in 2013 in the field of domestic violence indicate that almost half of the women in BiH older than 15 have been subjected at least once in their lifetime to some kind of violence and that women are exposed to a high risk of violence, first in her immediate, intimate environment of relationships with her partner and family, and then in the broader community. Bosnia and Herzegovina is amongst the first countries that ratified the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence (Istanbul Convention) that entered into force in August 2014. By ratifying it, the state assumes its obligation to fully address violence against women in all its forms and to take measures to prevent it, protect its victims and prosecute the perpetrators. Failure to do so would make it the responsibility of the state. UN Women has supported the ratification and will support the implementation of the Istanbul Convention.

The purpose of this consultancy, in partnership with the BiH Gender Mechanisms -Gender Center of Republika Srpska (RS) and the Agency for Gender Equality- is to relate the Istanbul Convention requirements to the current data collection system on gender based violence against women. The expert will carry out assessment on how the data collection is currently working and issue practical recommendations on how to improve it in order to be aligned with the Istanbul Convention. The consultancy will have two main areas of work:

  • In Republika Srpska, the Gender Center will work in close cooperation with the Institute for Statistics of RS to develop a reliable system of collecting data on gender based violence that will be in accordance with the Istanbul Convention standards. The Institute for Statistics of Republika Srpska is in charge of collecting all statistical data in the entity and of publishing a biannual bulletin called Men and Women in Republika Srpska, where one chapter is dedicated to violence and crime. The selected expert will work in close cooperation with both institutions to assess the current process of data collection and capacities in Republika Srpska and issue relevant and applicable recommendations to develop a data collection system aligned with international standards in the field of GBV;
  • In addition, the selected expert will assist the BiH Agency for Gender Equality in developing a guideline/procedures on how to compile the needed data to report on the implementation of the Istanbul Convention in BiH. The expert will have to analyse how to collect the relevant data i.e. what tools and methodology should be used. He/She will built on the Baseline Study on VAWG developed in 2014.

Duties and Responsibilities

Development objective

The overall goal of the UN Women BiH Program in this area is to reduce violence against women and girls by preventing, addressing and combating its presence and prevalence in the society.

Immediate objective

This assignment will contribute to support the development and implementation of an efficient accountability data collection system, in line with international commitments.  Institutional mechanisms will be strengthened to address the existing gaps in data collection. 

Outputs

The consultant is expected to technically assist the Gender Centre of RS and the Agency for Gender Equality in their efforts to improve the data collection system on gender-based violence.


Activities and timeframe

The consultant will be expected to complete the following tasks within the indicative timeframe:

The consultancy will last 22 days over the period September – November, 2015.

Reporting

The consultant will be responsible for the following deliverables:

  • Methodology, assessment and practical recommendations to improve the data collection system on gender-based violence in Republika Srpska, in alignment with the Istanbul Convention standards;
  • Assessment and guidelines for the Agency for Gender Equality on how to collect data to report on the implementation of the Istanbul Convention in BiH;
  • Final Consultancy Report in English and B/H/S.

Required Skills and Experience

Academic Qualifications:

  • Advanced university degree in a relevant field such as statistics, economy, politics, international development, gender studies or similar field, supported by relevant experience;
  • A Master’s degree would be considered an advantage.

Experience:

  • At least 5 years of demonstrated work experience working with data collection systems. Experience with gender based violence data will be considered an advantage; 
  • Demonstrated experience in working with UN and EU standards of statistics;
  • Previous experience working/consulting for international projects/programmes/organisations.

Language:

  • Fluency in English and B/H/S, excellent spoken and written skills.

Evaluation of offers

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and;
  • Having received the highest score out of below defined technical, interview and financial criteria.

Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for an interview. Top 3 candidates (with highest number of points in the technical evaluation) will be interviewed. The maximum number of points assigned to the financial proposal will be allocated to the lowest price proposal among those candidates who have reached at least 5 points in the interview. All other price proposals receive points in inverse proportion.

Criteria:
Technical Evaluation – documents based (40%), out of which:

Financial Evaluation (20%):

  • Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 20
  • S - Score received on financial evaluation;
  • Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
  • F - Financial offer under the consideration.
