Background

The Low Carbon Development Strategy (LCDS) of Guyana sets out the vision through which economic development and climate change mitigation will be enabled in the course of the generation of payments for standing forest and eco-system services. The Guyana REDD+ Investment Fund (GRIF) has been established to channel results-based payments for avoided deforestation towards the implementation of the LCDS.  Some of the resources mobilized through the LCDS are in part directed to more inclusive models of pro-poor growth, targeting those most affected by poverty. Critical to the realization of goals set out in the LCDS is recognition of the important role that indigenous communities play in protecting and sustainably managing the forests.

The GRIF works to align national economic development with climate resilience and low-deforestation, low carbon growth by investing in low-carbon strategies identified in Guyana’s Low Carbon Development Strategy. It channels funding and offers economic incentives to a wide range of actors to enhance national government policy frameworks and economic incentives for combating climate change.

Two projects financed under the GRIF- the Amerindian Development Fund (ADF) and the Amerindian Land Titling Project (ALT) are currently being implemented by the Ministry of Amerindian Affairs (MoAA) with support from the UNDP.

The Amerindian Development Fund (ADF) has been established to provide support for the socio-economic development and environmental enhancement of Amerindian communities and villages, through the implementation of Community Development Plans (CDPs). The proposed projects cover agricultural production and processing, village infrastructure, tourism, manufacturing, village business enterprise, and transportation, among others. The ADF project which has a three (3) year duration (21 October, 2014- 21 October, 2016) has thus far been involved in supporting and preparing Amerindian communities to receive the grant and has participated in Inception and Scoping Meetings as well as initial Business and Leadership development training.

The Amerindian Land Titling Project has the objective of facilitating the Amerindian Land Titling process as a way of protecting indigenous land rights and opening windows of opportunity for Amerindians, especially those who depend on forest resources as a means of livelihood. The ALT project which has a three (3) year duration (21 October, 2013- 21 October, 2016) seeks to enable Amerindians to secure their lands and natural resources with a view towards sustainable, social and economic development. It is expected that titling of communities will strengthen land tenure security and the expansion of the asset base of Amerindians, enabling improved long term planning for their future development. It is also expected to enhance the opportunities for villages to ‘opt-in’ to the REDD+ and the LCDS, should they wish to do so. Thus far the project has been involved in the demarcation process to address land tenure of several communities, and has also implemented several stakeholder workshops and sessions on Free Prior and Informed Consent (FPIC) and Dispute Resolution (DR).

The capacity assessment conducted for the MoAA recommended the implementation of a capacity development plan that concentrates on expanding knowledge management and communications systems and institutionalizing mechanisms for retention and transfer of training and reference material. Output two of the Capacity Development Plan focuses on developing strengthened knowledge management and enhanced MoAA MIS.

These two projects being implemented would benefit from effective knowledge management, as a recognized key driver of new knowledge and new ideas as well as products, services and solutions. These projects therefore are required to develop and apply knowledge management strategies to better and effectively achieve their objectives with the attendant result of dramatically improved quality of products and services delivered through the creation of databases, research and other development activities. The resultant increased value would better/ improve the work of the projects as informed by better knowledge management.  Better knowledge management would help improve both projects being implemented by delivering better designed implementation support – and thereby provide key performance indicators in support of development effectiveness targets.

To improve impact of these projects through knowledge-sharing and learning, the Government of Guyana, represented by the Ministry of Amerindian Affairs (MoAA) is therefore seeking assistance through the UNDP to conduct a capacity development session that would enable the preparation of a knowledge management strategy and tools which would be developed during the projects and would support their implementation.

The UNDP Country Office (CO) in Guyana is therefore seeking a qualified National Consultant to serve as an Information and Knowledge Management Specialist to conduct capacity development activities with the MoAA under the implementation of the Capacity Development Plan for the MoAA with a focus on the GRIF projects (Amerindian Land Titling and Amerindian Development Fund) projects.

Duties and Responsibilities

Objectives of the assignment

Purpose of the Consultancy:  To develop the capacity of the MoAA to deliver and implement an effective information and knowledge management strategy, package and plan which provides easily accessible, relevant and comprehensive information in the context of the Amerindian land titling (ALT) project as well as the Amerindian Development Fund (ADF) project.

This assignment’s objective is therefore the development of knowledge management skills and competencies for the Ministry of Amerindian Affairs (MoAA), particularly the Project Management Units (PMUs) of the ADF and ALT Projects.


Scope of work

Under the overall guidance of the Programme Specialist, the consultant will be required to:

  • Assess existing public awareness documentation, the communication plans and activities for the ALT & ADF projects;
  • Examine and determine the communication and knowledge dissemination requirements that must be met to support MoAA’s core functions in ensuring that stakeholders are adequately and appropriately informed about the ADF & ALT;
  • Propose approaches for fulfilling MoAA’s communication and knowledge dissemination requirements in relation to the ADF & ALT;
  • Propose and prepare various types of information products and technologies that can be used by MoAA in this effort;
  • Prepare a budget for resources to support the various types of information products to be produced;
  • Develop an Information/Knowledge Management Awareness Package for MoAA, including ADF and ALT;
  • In conjunction with the UNDP, plan and deliver a two day Information and Knowledge Management capacity development session for the MoAA, including the ADF and ALT, that focuses on developing knowledge management plans and outputs as well as ensuring that both PMUs and MoAA staff at all levels are familiar with knowledge-sharing and learning processes and tools, and with the appropriate communication skills.

The assignment is aimed at engaging a consultant/specialist to work in close coordination with UNDP and MOAA to carry out the following tasks.

The consultant will:

  • Assess and understand the type/ kinds of data and information generated by the GRIF projects, in view of the need for effective, relevant, comprehensive and accessible information as part of effective knowledge management;
  • Prepare / develop/ design a knowledge management plan for the MoAA relating to the outputs of the two GRIF projects;
  • Outline the roles, responsibilities, competencies and desirable impacts/ incentives to perform the knowledge management processes and practices;
  • Identify what resources would be needed to implement the Knowledge Management Plan, including the production of sample knowledge management tools to show how they might be applied for both GRIF projects as well as user manuals/ handouts as well as prepare guidelines and help/ FAQ documents;
  • Provide training material and conduct sessions on utilization of knowledge management tools as well as research methods, data identification, collection, analysis, presentation, and dissemination.

Duration of assignment

The time input of the Consultant for this assignment is 30 days including the workshop, research and meetings, commencing from signature of contract until 21 August 2015;
Implementation Location: In Guyana and home-based, as relevant to various tasks and with schedule to be agreed by supervisor.

Final product / deliverables
The following products are to be delivered:

  • Information and Knowledge Management capacity development session for PMUs of ADF and ALT as well as MoAA staff (~12 persons);
  • Report of two (2) day information and knowledge management capacity development session;
  • Training material related to the knowledge management capacity development session;
  • Knowledge Management Strategy and Plan for Implementation for the MoAA and the GRIF projects;
  • Information and Knowledge Management Awareness Package.

Financial proposal:

  • The Contract will be based on lump sum payment;
  • Consultant must send a financial proposal based on the breakdown of the all-inclusive amount.

The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TORs, including professional fee, travel costs, DSA and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be a fixed output-based price regardless of extension of the herein specified duration.

Competencies

Functional Competencies:

  • Excellent  facilitation  skills, experience in preparation of training material and delivery of training on Information and Knowledge Management;
  • Highly developed communication skills as well as proven writing and editing skills, with a strong command of English and an ability to convey complex ideas in a clear, direct, and stimulating style;
  • Demonstrated client orientation;
  • Sensitivity to working in a multicultural environment;
  • Ability to problem solve;
  • Ability to work capably under stress and to manage multiple tasks within tight deadlines.

Required Skills and Experience

Education:

  • Advanced university degree (Masters or equivalent), preferably in communications, journalism, marketing, public relations or other related qualification in the field of social sciences;
  • Bachelor’s Degree preferably in communications, journalism, marketing, public relations or other related qualification in the field of social sciences from a recognized university with relevant professional training and certification.

Experience:

  • Minimum of 5 years of relevant experience in communication or a related field such as in journalism, communications, public relations, including minimum two years working experience at the international level;
  • Experience working in cross-functional teams, including proven interpersonal,  and  team building skills;  excellent  facilitation 
  • Proven experience in branding, overseeing document and report production, print and electronic publishing;
  • Experience working with international organizations, developing country governments, donor agencies, and/or NGOs and other civil society groups engaged in diverse sectors of international development;
  • Intermediate to advanced MS Office skills and ability to use multiple media during facilitation, presentations and for publications
  • Exposure to sustainability or development issues is an asset.
