Background

The Australian Department of Foreign Affairs and Trade (DFAT) and the United Nations Development Programme (UNDP) have signed an agreement for a US$ 5.4 million grant for micro enterprise and livelihoods recovery, in the aftermath of the devastating April 25 earthquake and subsequent aftershocks.

The Rapid Enterprise and Livelihoods Recovery Initiative (RELRP) under Micro Enterprise Development Programme (MEDEP) will help people recover their livelihoods. Through quick reactivation of local enterprises and establishment of new enterprises the project will also rebuild local economies.

The project, which will be implemented in cooperation with the Nepal Ministry of Industry, targets a total of 12,000 existing beneficiaries of two ongoing initiatives: Micro Enterprise Development Programme (MEDEP) and Micro Enterprise Development for Poverty Alleviation (MEDPA) Programme. In addition new micro entrepreneurs will also be supported. MEDEP and MED-PA focuses on the most marginalized populations in highly affected districts.

 

Duties and Responsibilities

The Project Support Assistant will assist Rapid Enterprise and Livelihoods Recovery Project (RELRP) Manager and Admin and Finance Officer, in procurement and logistic arrangement required for RELRP. S/he will work under the direct supervision of RELRP Manager. In particular s/he will:

  • Assist and coordinate the procurement functions required for RELRP;
  • Assist Admin Finance Officer in recording, documentation and logistics management and co-ordination for successful implementation of the programme;
  • Co-ordinate different units of UNDP to facilitate the RELRP functions and activities;
  • Assist RELRP Manager in coordination and communication with UNDP, DFAT, MoI and MEDEP for timely implementation of planned activities;
  • Liaison between field and RELRP for timely decision by RELRP management and effective implementation in the field level;
  • Assist RELRP Manager for documentation of RELRP activities;
  • Assist Admin and Finance Officer in preparing the roster of Micro-Enterprise Service Providers (MED-SPs) including NGO, Private Consulting Firms, Individuals to select among them as per need of the RELRP to implement programmes successfully;
  • Assist RELRP Manager and Admin and Finance Officer to prepare the list of appropriate technology service providers and co-ordinate with UNDP procurement unit to procure and deliver the equipment, machines, tools, etc. to the entrepreneurs;
  • She will be responsible to arrange field visits;
  • Collect feedbacks from field and share it with RELRP management for clarification and smooth operation of field activities;
  • Assist at central level to arrange meetings of the different committees and subcommittees and preparing minutes of these meetings;
  • Assist to prepare different office documents like sub-contracting documents for partner organisations;
  • Conduct frequent field visit and assist RELRP Manager for monitoring of partner organisations  (BDSPOs);
  • Perform any other duty assigned by project management.

Required Skills and Experience

Education:

  • Candidate must have completed intermediate level from recognized university.

Experience:

  • Candidate should have at least 5 years’ experience in the area of administration, logistics, programme support or any other relevant field.
  • Hands-on experience with UN or similar development programme or reputed private organization would be desirable. S/he should possess an excellent communication as well as exposure in programme management skills.
  • The candidate must have the reporting skills.

Computer skills:

  • S/he must have excellent skills in computers (Windows, Word, Excel, Powerpoint). Both English and Nepali typing skills would be desirable.

Language:

  • S/he must have excellent written and spoken command of English and Nepali.
