Background

The Australian Department of Foreign Affairs and Trade (DFAT) and the United Nations Development Programme (UNDP) have signed an agreement for a US$ 5.4 million grant for micro enterprise and livelihoods recovery, in the aftermath of the devastating April 25 earthquake and subsequent aftershocks.

The Rapid Enterprise and Livelihoods Recovery Initiative (RELRP) under Micro Enterprise Development Programme (MEDEP) will help people recover their livelihoods. Through quick reactivation of local enterprises and establishment of new enterprises the project will also rebuild local economies.

The project, which will be implemented in cooperation with the Nepal Ministry of Industry, targets a total of 12,000 existing beneficiaries of two ongoing initiatives: Micro Enterprise Development Programme (MEDEP) and Micro Enterprise Development for Poverty Alleviation (MEDPA) Programme. In addition new micro entrepreneurs will also be supported. MEDEP and MED-PA focuses on the most marginalized populations in highly affected districts.

Duties and Responsibilities

The RELRP Project Manager will be responsible for the overall implementation of the Early Recovery Response Rapid Enterprise and Livelihoods Recovery Project (RELRP) and ultimately responsible for the revival of existing micro-entrepreneurs whose business/enterprises became affected fully/partially due to Nepal Earthquake 2015 and the number of micro-entrepreneurs created in the earthquake affected districts. S/He will be responsible for the whole project implementation under the close supervision of National Project Manager (NPM) of Micro Enterprise Development Programme (MEDEP). The RELRP Manager will work in close coordination with Chief Technical Advisor, Area Programme Support Manager (APSMs) of Area Programme Support Office (APSOs) and National Programme Support Office (NPSO) teams in MEDEP.

The RELRP Project Manager will:

  • Set up RELRP unit ensuring staffing, office equipment and necessary facilities for smooth functioning of the unit office;
  • Be responsible to mobilize RELRP staffs in close coordination with respective APSOs;
  • Manage the team members to work in conducive environment with APSOs, NPSO Intervention Managers and all stakeholders;
  • Support to selection of Business Development Service Provider (BDSP) for programme implementation and ensure efficient delivery of services to intended beneficiaries;
  • Prepare a detail programme work-plan, schedule and budget for the RELRP and update on monthly/quarterly basis;
  • Ensure full compliance of operation with NIM/DIM guidelines, financial systems with records, personnel, procurement and inventory;
  • Ensure project delivery against planned activities and achievements of results at all levels;
  • Ensure proper monitoring of project activities at different level to achieve expected results;
  • Ensure the timely mobilization and efficient utilization of programme personnel, subcontracts, training, equipment and necessary inputs;
  • Provide adequate support and facilitation for program implementation at the district level;
  • Prepare monthly, quarterly, annual and periodic progress reports in close consultation with APSOs and submit to NPSO;
  • Provide regular updated facts and figures in table, graphs, and charts as per needed;
  • Ensure that RELRP reaches out to the earthquake affected micro-entrepreneurs that are designed and targeted to address the beneficiaries’ enterprise recovery needs with GESI disaggregation;
  • Ensure proper coordination with DDRC, DEDC, MOI, UNDP, DFAT and other relevant stakeholders;
  • Ensure that MEDEP activities are planned and implemented in a gender sensitive and socially inclusive manner and that all implementing partners are sensitized and trained in gender and social inclusion;
  • Coordinate with post-earth quake rehabilitation, recovery and livelihood program implemented by other agencies for optimum use of resources and synergy;
  • Co-ordinate with donors to generate and mobilize resources as per UNDP and Government of Nepal aid principles;
  • Carry out other assignment as required by the project and NPM;

Required Skills and Experience

Education:
 

  • The candidate should have Masters’ University degree in any field relevant to disaster management, business management, social development, and economics from recognised University. PhD degree in the relevant field is preferred.

Experience:

  • The candidate should have at least 8 years’ experience for Masters degree holder and 5 years’ experience for PhD holder, in different aspects of micro-enterprise development, livelihoods and/or natural disaster recovery response and preparedness including marketing;
  • S/he should possess good programme management experiences and proven ability to coordinate complex matrix of development programme with more focus on disaster recovery programme;
  • S/he should have knowledge of monitoring and evaluation methods, data collection, analysis, interpretation and report writing skills;
  • S/he should have a good understanding of policies, priorities, strategic directions relevant to the Government of Nepal and UNDP program in Nepal;
  • S/he experience working with recognized I/NGOs and donor agencies especially in the field of disaster recovery through enterprise development;
  • Previous experience in early recovery and disaster management will be an added advantage.

Computer Skills:

  • S/he should have knowledge of operating Microsoft windows packages such as Word, Excel, PowerPoint, email, internet and some packages of database management with typing skills in Nepali and English languages.

Language Proficiency:

  • Good command of both Nepali and English languages and excellent report writing skills.
