Background

The United Nations Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the programmes and activities of the United Nations System.

UNDSS Office in Ankara is inviting suitably qualified Turkish nationals to apply for the position of Local Security Assistant (LSA), under supervision of the Security Advisor.

The LSA is responsible for assisting the UNDSS Security Adviser (SA) and Deputy Security Advisor (DSA) in all matters relating to the Safety and Security of the United Nations and its staff in Turkey. The LSA is the national advisor of the SA in the country and must have current knowledge and understanding of all relevant safety and security issues of interest to the UN and its staff in the region.

Qualifications/experience required:

  1. Secondary education. University Degree and/or completion of military or police Officer training school is desirable.
  2. Minimum of 5 years of safety and security employment.
  3. Prior international, UN, I/NGO, diplomatic or commercial security experience is desirable.
  4. Fluency in English and Turkish, including excellent drafting skills in both languages is mandatory.
  5. Solid computer skills MS Word, Excel, Access and Power Point, digital mapping and GIS system.
  6. Knowledge of the UN system in general and UNDSS is an asset.
  7. Knowledge of host country safety codes.
  8. Physically fit.
  9. Possess a valid driver’s license.
  10. Ability to travel.
  11. Turkish citizens only.

Under the overall guidance and supervision of the Security Advisor and direct supervision of the Deputy Security Adviser, the Local Security Assistant assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in Turkey. The incumbent may perform duties of a sensitive and confidential nature, assisting UNDSS Turkey management and staff in problem solving, humanitarian operations project planning, and administration and execution of stated goals and objectives. 

Duties and Responsibilities

Summary of key functions:

 

  • Assists SA/DSA in collecting, updating and communicating information regarding the security situation in the country.
  • Assists in maintaining the Turkey Security Plan, including updating staff lists.
  • Supports the SA/DSA with Minimum Operational Security Standards (MOSS) for the duty station.
  • Assists in reporting security incidents affecting UN personnel, offices and assets.
  • Organizes and delivers training courses on security awareness and preparedness.
  • Assists in ensuring Minimum Operating Residential Security Standards (MORSS) and office safety, and security preparedness.
  • Provides general administrative assistance to the SA/DSA including financial issues, assets and property and liaison with UNDP.
  • Performs other safety and security-related tasks assigned by the SA/DSA.

 

1.  Assists the SA/DSA in collecting, updating and communicating information regarding the security situation in the country:

 

  • Liaises and coordinates, as appropriate with the host government security organizations and/or personnel including national and local provincial authorities, military and police officers as well as non-governmental organizations and other non-State actors in the area of operation.
  • Maintains a statistical database of all security incidents in the country and analytical charts.
  • Helps to assess the security situation at the duty station and ensures appropriate gathering and verification of security information that may be required for analysis of the situation by the SA/DSA.
  • Communicates information on security to the heads of United Nations agencies and provides host country security advice to UNDSS in the absence of the SA/DSA as required.
  • Coordinates SMS internet broadcasts.
  • Provide technical and administrative assistance at SMT/ASMT meetings.

 

 

2.  Assists in maintaining the Turkey Security Plan, including updating staff lists:

 

  • Helps in the preparation and review of the UN Security Plan Supports actions during the implementation of the Security Plan, as required.
  • Assists in preparing country Security Risk Assessment (SRA), Premises Security Surveys, Standard Operating Procedures (SOP).

 

 

3.  Assists SA/DSA in monitoring compliance with Minimum Operational Security Standards (MOSS) established for the duty station. Also assists with the compilation of data required for the MOSS Self-Assessment Programme.

 

 

4.  Assists in reporting security incidents affecting UN staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Reporting System, the Security Assessments and the Country Briefing Notes.

 

 

 

5.  Provides support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation briefing to newly assigned staff members. Assist in preparation and delivery of other security briefings, as required.

 

 

6.  Provides general administrative assistance to the SA/DSA

 

  • Maintains routine and confidential correspondence files/documents.
  • Assists in administrative functions, UNDSS Turkey budget and assets management (ATLAS).
  • Maintains a database on contact details in relation to host country security authorities.
  • Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings.

 

 

 

 

 

 

 

7.  Performs other security-related tasks assigned by the SA/DSA

 

  • Conducts security evaluations and provides advice on security measures for the residences (Minimum Operating Residential Security Standards - MORSS) of UN staff, as well as on latest trends and threats to staff safety and security.
  •  Maintains warden system records and keeps updated of information related to UN offices and residences Administers a pass and ID system,
  •  Drafts DSS Desk Mandatory returns.
  • Provides SA his/her work plan of the assigned tasks and follow-up action plan showing the status of each task.
  • Ensures that all the above mentioned activities are archived on the UNDSS filing system.

 

The key results have an impact on the accurate and timely implementation of the overall UN security programme at the country level.

Required Skills and Experience

 

Education:

 

Secondary education. University Degree desirable, but it is not a requirement.

 

 

Experience:

 

5 years experience in safety and security related, preferably in the military,, police or commercial l context or related field of work. Prior experience with the UN system or an international NGO is desirable.

 

 

Language Requirements:

Fluency in English, and Turkish, including excellent drafting skills.

 

 

 

Other Skills and Requirements:

 

  • Knowledge of HF and UHF radio operation.
  • Experience in diplomatic security, protection and intelligence considered an asset.
  • Knowledge of host country safety codes.
  • Highly developed computer skills including MS Word, Excel, Access, PowerPoint, digital mapping and GIS.
  • Knowledge of ATLAS or other ERP system desirable.
  • Possession of a valid driver’s license.
  • Ability to travel.
  • Physically fit.
