Background

Under the guidance and supervision of the Project Manager, a project’s PR Expert determined project’s framework results. S/he works in close collaboration with the UNDP projects staff, mass media, partners, key stakeholders, community and is responsible for provisioning of informational outreach campaign support, development and updating Internet based information outreach, preparation and development of information and distribution materials, media plan preparation and provision of administrative and organizational support in Projects implementation related to PR issues. S/he raises public awareness about the UNDP   “Supporting Kazakhstan’s Transition to a Green Economy Model” project. Raising public awareness is very important for implementation of project.

Duties and Responsibilities

Summary of key functions:

• Provision of informational outreach campaign support aimed at raising awareness and supporting principles of sustainable biodiversity conservation;
• Development and updating Internet based information outreach;
• Ensuring of PR strategy implementation;
• Preparation and development of information and distribution  materials;
• Provision of administrative and organizational support in Project issues related to PR development;
• Collection, processing and analysis of materials for the information outreach of projects’ activities on all components;
• Other duties as required

The assignment of the PR Expert (hereinafter referred to as “Expert”) includes:

  • Implementation of the Strategy aimed at raising public awareness on threats to «Green Economy»  activities under the project
  • Communication and close collaboration with EU, donor and key partner in project implementation 
  • Preparation of the text and design of necessary materials to implement project communication.
  • Preparation of the materials for awareness raising activities (press-conference, meetings with mass media, outreach campaignes, trainings, discussions, presentations, articles, movies, news item, etc).
  • Development and preparation of necessary materials to communicate about activities and events; organization of the publication through publishing companies.
  • Distribution of information, articles, data through project website as well as different social networks and websites with relevant information exchange  .
  • Working with all types of mass media and publication of supporting materials such as press releases, posters, newsletters, brochures, etc. to promote future events.
  • Provision of information summaries, prospects in Kazakh, Russian and English languages for appropriate global and regional web platforms and news blocks.
  • Organization of flash-mobs and mass media participation in various project events.
  • Preparation of thesis and welcoming words for key speakers at the conferences, workshops and other events arranged by the project.
  • Media plan preparation in accordance to the annual work plans of the project
  • Raising public awareness on project activities at the local and national levels through the existing information channels.

Impact of results
The key results have an impact on realization of awareness and knowledge management strategy amongst target groups, and organization and execution of the required information and analytical campaigns, PR-campaigns, etc. High quality and timely provision of information outreach of project’s activities, administration and update of information about the project and “green economy” conservation issues on partners’ web-site, development and issue of information materials about the project and its activities in mass media, participation in preparation and publishing of printed materials with regard to project’s activities in accordance with the working plan.

RESPONSIBILITIES:

  • coordinate and submit reports to Project Manager;
  • work in close collaboration with Project staff
  • provide timely and quality performance of the requirements as per ToR;
  • provide absolute fulfillment of the requirements stated in the Service Contract;

Required Skills and Experience

Education: University degree (Master’s Degree would be considered as an advantage) in the field of journalism, PR and social sciences;

Work Experience:

• At least 5 years of  relevant work experience in the area of journalism, PR and communications in government, public or commercial structures;
• Experience in arranging and conducting of outreach campaigns, PR-events and working with target groups;
• Experience in preparing print outputs, press releases, learning materials, articles, interviews and holding conferences, workshops and trainings;
• Excellent computer skills, including MS Office applications (Word, Power Point, Outlook Express), Internet explorer as well as other software required for the work delivery, including excellent skills within web-sites development (knowledge of infography is an asset);
• Ability to work effectively in a team, excellent communication skills.
 

Language requirements: Proficiency in Russian and English languages. Knowledge of Kazakh is an advantage.
