Background

UNDP Myanmar has developed a new programme for 2013-2015 with the aim to promoting local governance, growth and sustainable development with the emphasis on rights-based, gender sensitive, inclusive and equity. This goal will be pursued through three complementary pillars; Pillar I - Local Governance, Pillar II - Environmental Governance and Disaster Resilience, and Pillar 3- Democratic Governance.

Pillar II focuses on strengthening capacities at local, regional and national level to manage and utilize natural resources in a sustainable way, and to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risk of natural disasters.

One of the output areas of the Pillar II is focused to strengthen environmental governance in Myanmar. UNDP is supporting the Ministry of Environmental Conservation and Forestry (MOECAF) in developing “National Environmental Policy Framework, Strategy and Action Plan”, supporting the establishment of Inle Lake Management Mechanism, strengthening protected area system management and implementation of Myanmar REDD+ Readiness Roadmap.

Duties and Responsibilities

Under the overall guidance of the Team Leader of Environmental Governance and Disaster Resilience and supervision of the Programme Analyst (Climate Change Mitigation) and in close coordination with the Ministry of Environmental Conservation and Forestry (MoECAF), the national project coordinator  will have to support the projects under Environmental Governance Output Area of UNDP on a daily basis as summarized follows:

Summary of Key Functions:

  • Coordinate with the government agencies and related development organizations for effective delivery of the projects under environmental governance programme of UNDP;
  • Support the operations of the Pillar II Team in implementation of the environmental governance output area; and
  • Facilitate knowledge building and management. 

Coordinate with the government agencies and related development organizations for effective delivery of the projects under environmental         governance programme of UNDP:

  • Liaise with the relevant ministries, national and international research institutes, UN agencies, NGOs and CBOs and other relevant institutions in order to gather and disseminate information relevant to the projects;
  • Foster effective communication by conducting regular meetings, documenting meeting minutes, dissemination of information.

Support the operations of the Pillar II Team in implementing environmental governance programme:

  • Collect information and data relating to the projects;
  • Prepare, review, translate and edit the project related documents;
  • Provide technical support in drafting National Environmental Policy, Strategy Framework and  Action Plan;
  • organize conferences, seminars, workshops, training sessions and meetings; and
  • Secure all important administrative and logistical arrangements for the events are fully in place.

Facilitate knowledge building and management:

  • Facilitate technical consultations for the development of environmental policy, strategy framework and action plan, Inle Lake Management Mechanism and implementation of REDD+ Readiness Roadmap; and
  • Keep systematic compilation of reports, reference documents and knowledge products and ensure informing all the updated information to all relevant stakeholders.

Impact of Results

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the Country Programme Action Plan (CPAP) and programming of activities and creation of strategic partnerships.

Required Skills and Experience

Education:

  • Bachelor or Master’s Degree in social science, development studies, and natural resources management and other related fields.

Experience:

  • 2 years of experience with Bachelor degree,  or relevant experience with Master degree in the development field of work, natural resource management and environmental conservation;
  • Experience in working with government, UN agencies and International Organizations in capacity building, policy advocacy and coordination is an advantage;
  • Proficient in using the prevalent computer applications (word processing, presentations, email, etc.).

Language Requirements:

  • Excellent oral and written command of English and Myanmar languages.
