Background

In 2010, a UNDP Unit was established (3 year’s project) at the Ministry of Education and Higher Education (MEHE) to support the realization of the objectives of the Education Sector Development Plan (ESDP).

The unit supports the Ministry through the Education Sector Development Secretariat (ESDS) and the Director General through the subsequent phases of preparation, implementation and monitoring of the reform plan. The project ensures a more efficient realization of the development plan and will ultimately accomplish the objective of delivering quality education to all 1,000,000 students in the educational system.

From 2010 to 2013, the UNDP team at MEHE continued providing technical assistance towards the implementation of the ESDP programs, and worked with MEHE stakeholders (administration, units, schools and staff) from one end and the programs respective donors namely the World Bank, USAID, the European Union, AFD and Projects related to Syrian Refugees from another end.

In January 2013, the project was granted a 2 years no cost extension, to ensure continuity and implement all planned and pending activities from the 2010-2013 period, followed by an additional no cost extension until February 2016.

Duties and Responsibilities

UNDP is recruiting an External Evaluation Consultant to undertake a professional evaluation of the project. The Consultant will be requested to assess the effectiveness, efficiency and added value of the project in terms of achieved outputs and results and contribution to outcome, including identification of lessons learned and good practice. More specifically, the Consultant will need to look at the planned versus achieved objectives and provide an independent review of the project. The Consultant will also suggest improvements, and adjustments to the implementation approach, and alternatives as required in the context of an improved project design and implementation framework. to be reflected subsequently in a new project document. The project evaluation should enable UNDP management and national counterparts at the MEHE to decide on a future course of action.

Required Skills and Experience

Education:

  • Graduate Degree (Masters or equivalent) in Public Administration, Business Administration, and Education, Management or related Social Science fields.

Experience:

  • At least seven (7) years of professional experience in Projects’ Monitoring and Evaluation preferably in governance and knowledge of the Lebanese public administration framework is an advantage.

Languages:

  • Proficiency in Arabic and English;
  • Knowledge of French is a plus.
