Background

Aware of the importance of structural transformation and competitiveness for economic growth and the role played by institutions in guiding the process, the Government of The Gambia is keen to begin work towards the update of its Industrial Policy 1996 by undertaking the pre-requisite analytical work to serve as a reference document and Industrial Policy guide.

This activity is clearly aligned to the aspirations of the Vision 2020 which commits the Government of The Gambia to industrial development as one of the main catalysts for economic transformation, diversification and sustained growth. The long-term aspiration is to increase the industrial sector contribution to the GDP from 11 per cent to between 25-30 per cent by 2020.

Towards determining the competitiveness of the Gambian economy, identification of economic activities with high growth potential, and determination of new markets as entailed in the Industrial Competitiveness Report is deemed as a crucial starting point and it is in this regard that this Ministry seeks the expert services of a consultant to undertake this task. The proposed formulation of the competiveness report shall be based on the tested UNIDO methodology and approach where key stakeholders are engaged in the process from inception through a capacity building process.

The stakeholders to be involved are government agencies and private sector representative who have a direct bearing on industrial development: Ministry of Finance and Economic Affairs (MOFEA), Gambia Bureau of Statistics (GBoS), University of the Gambia (UTG), Association of Gambian Manufacturers (AGM) and other relevant partners.

Duties and Responsibilities

Objective

The main objective of this consultancy is to conduct a training for identified participants that will contribute towards the development of the Gambia Industrial Competitiveness Report 2015. The finalized Industrial Competitiveness Report 2015 will represent the analytical work that precedes the development of the Industrial Policy of The Gambia.

Scope of work:

  • Develop training manual based on the tested UNIDO methodology;
  • Gather trade and industrial information for Gambia from national institutions (GBoS GPA and Customs);
  • Carry out a training course over a period of two weeks;
  • Finalize the training with a course evaluation;
  • Develop and share the draft table of content of the GICR 2015;
  • Develop ToR’s for national consultants;
  • Contribute to sections of the GICR 2015;
  • Undertake revision on trainees contributions on respective selected topics;
  • Undertake revision on national consultants contributions on assigned topics;
  • Consolidate the first draft of the report;
  • Incorporate advisory board comments and produce the final draft of the report;
  • Present draft to a national validation;
  • Finalize GICR 2015;
  • Prepare presentation to launch the GICR 2015;
  • Launch GICR 2015.

Deliverables:

  • Training course manual with clear outline of methodology consistent with UNIDO methodology;
  • A draft table of content of the GICR 2015;
  • First draft of the GICR 2015;
  • Validated final draft of the GICR 2015;
  • Presentation of GICR 2015.

Required Skills and Experience

Education:

  • Minimum of a Bachelor’s Degree in Economics or Industrial Development related discipline;
  • Must be certified by the UNIDO as a qualified expert able to conduct such a training.

Experience:

  • Minimum 5 years’ experience in conducting training of UNIDO Methodology;
  • Experience in formulation of Industrial Competitiveness Reports.

Language:

  • Excellent communication skills in the English language is required.
