Background

Under the general supervision of the UNDSS Security Advisor and direct supervision of UNDSS Local Security Associates, the incumbent operates the satellite, VHF and HF radio communications, landline, mobile phones and Internet facilities to transmit and receive communications and maintains records pertaining to said communication ensuring high quality and accuracy of work.

The position is funded from locally cost-shared security budget and not from UNDSS.

Duties and Responsibilities

  • Makes sure the continuity of service of UN Emergency Communication Center 24/7  in her/his duty:
  • Makes sure that UN Emergency Communication Center 24/7is restricted area except staff of the UNDSS and not allow other personnel access to the UN Emergency Communication Center 24/7;
  • Monitors and controls the frequencies as described in SOI;

Conducts regular and random Radio checks (by VHF, HF, etc.);

  • According to Radio Check  list, maintains a record of such checks;
  • With UN Agencies and Non-UN system multilateral international organizations, and sub-offices throughout the country with regard to the current Security Situation in each region or district. After each Radio checks logbook is filled out by the incumbent;
  • With neighboring UNDSS Offices/UN Radio Rooms and reports to LSA and SA.
  • Assists UNDSS Office  in updating all emergency contact information and provide necessary emergency info to all UN staff during the emergency situations as required;
  • Is responsible for the integrity and safe custody of the confidential UN International and  National  Personnel information;
  • Immediately reports any emergencies or distress calls that occurred during her/his duty to LSA and SA, if required keep informed COMCEN, UNDSS HQ;
  • Ensures that the users follow the UN radio communication standards;
  • Operates all communications equipment including VHF and HF radios, landline and satellite telephones, facsimile and computers;
  • Provides first response in the event of an incident, liaising with and coordinating all necessary assistance from appropriate authorities - UN physician, fire, police, , ambulance, call-center of  MES etc.;
  • Attentively monitors web-site of Ministry of Emergency Situations and contacts MES call center for promptly respond to information on natural disasters and  immediately disseminate  warnings to UN personnel;
  • Monitors local press and internet media sources for relevant security incidents and issues media summaries containing news which may affecting the UN & Humanitarian community; immediately informs SA, FSCO and LSA to the South on receiving information orally or through internet which influences security situation in Kyrgyzstan;
  • Drafts initial security and incident reports;
  • Keeps track of the vehicles and staff outside their duty station, maintain and record them in the Movement Control electronic log;
  • Maintains chronological files for all incoming and outgoing phone, email and radio messages, ensure timely delivery of messages;
  • Under guidance of LSAs maintains communication links with UN Agencies, ASMT  and disseminates security notes, alerts, warnings, advisories, etc. to them on behalf of the Designated Official, or UNDSS Security Advisor;
  • Monitors the movement of all equipment and accessories in and out of the Communication Center. Ensures that the equipment under his/her control is in a good working condition at all times, notifying breakdowns immediately to the technicians. Maintains the inventory cards;
  • Briefs radio-holders  on the use and care of assigned communications equipment;
  • Updates Disposition List which contains data on international staff members, including international visitors, experts and consultants and contacts them every day at the evening time;
  • Issues ID cards for UN personnel and eligible dependents taking their photos and filling all the necessary records;
  • Performs all other related duties as requested by the UNDSS Security Advisor and UNDSS Local Security Associates;
  • Radio Operator reports to UNDSS Telecom Specialist on aspects of professional activities regarding execution of technical procedures.

Required Skills and Experience

Education:

  • Secondary education;
  • Trainings in Information System and/or Computer Science is desirable.

Experience:

  • 2 years of administrative or clerical or interpreting experience, preferably in international organizations;
  • Basic knowledge of radio communications and modern communications equipment would be an asset;
  • Ability to work effectively under stressful conditions;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Language:

  • Very good skills in English, Russian and communication skills in Kyrgyz;
  • Strong command of written English and Russian.
