Background

UNDP Country Programme in Myanmar (2013-15) aims to promote poverty reduction and sustainable development that are rights-based, gender-sensitive, inclusive and equitable by strengthening institutional capacity of national and local governments and non-state actors.  UNDP’s programme in Myanmar focuses on three areas: local governance, disaster resilience and environmental governance and democratic governance. One of the components of the Disaster Resilience and Environmental Governance is “capacities to sustainably manage natural resources”.

Under the United Nations Framework Convention on Climate Change (UNFCCC), Reducing Emissions from Deforestation and Forest Degradation (REDD+[1]) is an expected international mechanism to reward developing countries for reducing their rates of deforestation and forest degradation, and for conserving, sustainably managing and enhancing forest carbon stocks. REDD+ is a mechanism proposed under UNFCCC to achieve significant reductions in anthropogenic emissions of greenhouse gases globally, thus contributing to international efforts to mitigate the impacts of climate change. The UN-REDD Programme was officially launched during the UN General Assembly in September 2008, with the commitment of the three participating Agencies (UNDP, UNEP and FAO) to “Delivering as One”.

With the support of the UN-REDD Programme, the Government of Myanmar developed Myanmar REDD+ Readiness Roadmap from July 2012 to August 2013, and prioritized the activities for implementation under the Myanmar REDD+ Readiness Roadmap. With funding support from Norway’s Government through the UN-REDD Programme, the prioritized activities of the Myanmar REDD+ Roadmap will be implemented from 2015. Forestry Department (FD) of the Ministry of Environmental Conservation and Forestry (MOECAF) is the Implementing Partner of the UN-REDD Programmatic support to Myanmar.

UNDP is looking for a Stakeholder Engagement Officer to achieve effective engagement with indigenous peoples and forest dependent communities including women to ensure that their views are accommodated in the emerging National REDD+ Strategy through the “UN REDD Programmatic Support to Implementation of Myanmar’s REDD+ Readiness Roadmap” under the Disaster Resilience and Environmental Governance.

Duties and Responsibilities

Under the overall guidance of Programme Executive Board (PEB), the direct supervision of UN-REDD Technical Specialist and in coordination with National Programme Coordinator and Communication Officer of UN-REDD team, the stakeholder engagement officer will have to carry out the following key functions.

  • Implement stakeholder engagement activities through the UN-REDD programmatic support in Myanmar;
  • Provide coordination support to UN-REDD team to ensure representation and participation of the institutional partners and stakeholders in the implementation of Myanmar REDD+ Roadmap; and
  • Promote national knowledge generation and sharing with a particular emphasis on  the linkages between stakeholder engagement and national REDD+ processes.

Implement stakeholder engagement activities through the UN-REDD programmatic support in Myanmar:

  • Involve in development of strategies that are gender balanced and will enable the full and effective participation of key stakeholders such as government institutions, forest-dependent communities, indigenous peoples (IP), private sector;
  • Maintain and update information that will facilitate effective stakeholder participation such as  stakeholder and network mapping and analysis;
  • Participate in the development and application of safeguards (to mitigate the potential negative impacts of REDD+ projects on the environment and community), as well as appropriate grievance mechanisms for complaints and concerns arising from the National REDD+ Programme; and
  • Coordinate with the National Programme Coordinator to ensure adequate fund and proper human resources are allocated to support the engagement process.

Provide coordination support to UN-REDD team to ensure representation and participation of the institutional partners and      stakeholders in the implementation of Myanmar REDD+ Roadmap:

  • Ensure the representation of key stakeholders such as Civil Society Organisations (CSO), Indigenous Peoples, forest dependent communities, private sector in the implementation of Myanmar REDD+ Roadmap; and
  • Regularly update the stakeholder engagement related issues to the UN-REDD team, CSO, Indigenous Peoples and stakeholders through effective stakeholder coordination.

Promote national knowledge generation and sharing with a particular emphasis on  the linkages between stakeholder engagement and national REDD+ processes:

  • Coordinate with the Communications Officer to ensure the availability and accessibility of information to enhance awareness and capacity among key stakeholders; and
  • Coordinate with the Communications Officer to synthesize lessons and encourage uptake of best practices and knowledge on stakeholder engagement.

Expected Impact of Results

It is anticipated that the work of the Stakeholder Engagement officer will have the following impacts:

  • A broad range of stakeholders relevant to REDD+ are actively engaged in the National REDD+ programme;
  • View of different stakeholder groups are clearly and transparently communicated to the National REDD+ Taskforce and other bodies involved in governance of REDD+ in Myanmar;
  • Procedures are established to ensure full and effective participation of key stakeholders, including respect for Free, Prior and Informed Consent in implementation of REDD+;
  • Stakeholder are empowered to ensure that their contributions to the National REDD+ programme are sustainable; and
  • Achieve effective engagement with women, indigenous peoples and other vulnerable groups so as to ensure that their views are accommodated in the emerging National REDD+ Strategy.

Required Skills and Experience

Education:

  • Master’s Degree in Development Studies, Social Science, Natural Resource Management, Communications, public relations or any development related field;
  • Bachelor’s degree will be accepted with at least 4 years and post qualification experience.

Experience:

  • For Bachelor’s degree, at least 4 years of experience and for Master’s Degree, at least 2 years of experience in participatory approaches and stakeholder engagement are required;
  • The proven record in working with multiple stake-holders across a wide range of disciplines will be considered as an advantage;
  • Experience in working with international development partners, both government and non-government stakeholders at all levels;
  • Proficiency in using the prevalent computer applications (word processing, presentations, email, etc.).

Language Requirements:

  • Good oral and written command of English and Myanmar language.
