Background

The normal Country Programme (2012-2015) was approved by the Executive Board for UNDP Myanmar in 2012 marking the closure of the Human Development Initiative (HDI) programme which had been implemented for more than two decades.  The phase out of HDI has resulted in a tremendous reduction of HDI staff, mainly under Service Contract with a total of almost a thousand staff, and the office went through a realignment process to come up with a new structure needed for the implementation of the new Country Programme. The implementation of the Country Programme Action Plan has been supported by the Operations team, including Human Resources, Administration and IT, Finance and Procurement.

 The recent training on procurement organized for both programme and operations staff has identified few areas where efficiency and effectiveness can be gained by organizing the services via Long-term Agreement. Based on the records of requested services, the following services were of low values but high demand: translators/interpreters/note-takers, hotel venues for workshops/trainings/meetings in Yangon and Nay Pyi Taw, printing works, stationeries. To streamline the work, the Country Office of the UNDP Myanmar has decided to establish LTAs for those repetitive requirements of goods and services by the assistance of an independent procurement consultant.

Duties and Responsibilities

The procurement consultant has to undertake the following works:

  • Sourcing and identification of potential suppliers for the LTAs;
  • Preparation of solicitation documents;
  • Soliciting offers;
  • Preparation and assistance in the evaluation of offers;
  • Preparation of evaluation reports;
  • Assistance in the submissions of cases to CAP/RACP if required;
  • Assistance in the negotiation with suppliers if required;
  • Preparation of draft LTAs and Notice of Award to the selected suppliers;
  • Preparation of final LTAs;
  • Preparation of Standards Operating Procedures for the systems of call-off orders against those LTAs and the LTAs management.

 The Consultant has to implement the above listed works in accordance with the UNDP Procurement Policies and Guidelines

Expected Outputs and Deliverables

  • Long list of suppliers for LTAs and preparation of solicitation documents including TORs/Specifications;
  • Advertisements of quotations/bids/proposals and Preparation of SOPs for the LTAs;
  • Evaluations and selections of offers;
  • Preparations of LTAs.

Required Skills and Experience

Education:

  • Bachelor Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related fields. (Procurement Certificate for Public Sectors is preferable.)

Experience:

  • Minimum 5 years of experience in public procurement. (Experience in UNDP procurement is an advantage);
  • Experience of establishing LTAs.
