Background

Partners for Prevention (P4P) is a UN regional joint programme for the prevention of violence against women and girls (VAWG) in Asia and the Pacific. P4P Phase 1 was implemented from September 2008 to December 2013. Achievements of the first phase include the UN Multi-country Study on Men and Violence in Asia and the Pacific (MCS on Men and Violence), which provides seminal data on men’s perpetration of different forms of violence against women, and identifies key entry points and changes needed to prevent this violence.  Other achievements include the results of two sub regional NGO learning consortia focused on transforming masculinities.  These learning consortia consolidated the knowledge, tools and skills needed to undertake more transformative work on gender norms and masculinities associated with violence and inequality; and on the solidarity and cooperation among various stakeholders that is needed to realize such transformations. The communications advocacy and strategy of Phase I ensured the learning generated was strategically communicated to selected target groups, for example through social media-based campaigns engaging young people in prevention.  P4P Phase 1 also consolidated learning on harnessing volunteerism for prevention.

 P4P Phase 2 (P4P 2) will carry forward the successes and learning of Phase 1 by implementing, rigorously monitoring and evaluating, and documenting learning from selected sites where P4P research has been undertaken and strong partnerships established. The interventions, to be implemented in Bangladesh, Cambodia, China, Indonesia, PNG and Viet Nam, will be carefully designed based on the site specific recommendations of the UN MSC on Men and Violence combined with local knowledge and global evidence of what is working to prevent violence against women and girls.

 The implementation of the selected interventions will be integrated from the start with strategies for institutional capacity development, policy advocacy and knowledge dissemination at the national and regional levels.  The programme will enhance the capacity of regional and local partners to implement well-designed, multi-component and evidence-based prevention interventions in the future.  P4P 2 will support rigorous monitoring, evaluation and lessons learned documentation of the interventions to ensure that new knowledge – on what is working and what challenges remain – is consolidated and used for policy and priority enhancements.   The new knowledge and evidence from the programme will be used for advocacy at the national, regional and global levels through a knowledge uptake and advocacy strategy that will be refined and implemented with the partners from the selected sites including government, civil society and UN counterparts.  The advocacy goal is to influence local, national and regional decision-makers to prioritize evidence-based prevention along with response as part of enhanced policy frameworks for addressing VAWG.   For more information, please see: http://www.partners4prevention.org/

Duties and Responsibilities

Objective of the Assignement:

The objectives of this consultancy are to:

  • Support the  implementation of evidence- and theory-based VAWG prevention interventions
  • Support the development and implementation of high quality monitoring and evaluation frameworks
  • Support the implementation of the P4P 2 capacity development plan through implementing capacity building activities

Scope of Work:

The consultant will

  • Support the design and implementation  of evidence- and theory-based VAWG
  • prevention interventions
  • Develop, refine and support implementation of M&E frameworks with national partners
  • Support the design and implementation of baseline studies of VAWG prevention interventions in at least 2 countries.
  • Support the implementation of the P4P capacity development plan of regional and national partners.
  • Prepare reports on progress achieved on activities related to intervention design and M&E

Expected Outputs and Deliverables:

The  consultant is required to achieve the following deliverables, as specifically outlined in the timeframe below:

  • VAWG prevention interventions designed and/or implementation supported in at least 2-3 countries;
  • Final P4P 2 M&E plan developed;
  • M&E frameworks and tools developed forP4P 2 pilot interventions in at least 2 countries, including qualitative and/or qualitative tools developed for baselines and monitoring tools developed to support implementation of MEFs;
  • Capacity development activities completed in at least 2 countries;
  • Monthly reports on support provided to countries, progress of intervention design and support to capacity building activities;
  • Mission reports.

Provision of  Monitoring and Progress Controls:

The consultant will be managed by and report to Partners for Prevention Manager.

Provisional Delivery plan is as below:

Milestone 1 : Technical support provided to design and/or implement evidence-based prevention interventions

Deliverables: Site visits conducted or remote support provided to intervention pilot sites to support evidence-based programme design and implementation in at least 2-3 countries

Activites:

  • Conduct site visits to P4P 2 countries as required
  • Support 2-3 UN country offices to design and implement prevention interventions by assisting the development of the Theory of Change and logical framework for the pilots, informed by UN Multi-country Study on Men and Violence quantitative and qualitative data and global evidence of promising or effective prevention work.

Milestone 2 : P4P 2 monitoring and evaluation plan being implemented

Deliverables:

  • Final P4P 2 M&E plan developed
  • Qualitative and/or qualitative tools developed for baselines
  • Monitoring tools developed to support implementation of MEFs
  • Travel conducted to UN country offices as required to provide technical assistance on M&E including design and quality assurance of baseline data collection

Activites:

  • Develop a comprehensive M&E plan for regional and national levels
  • Technically backstop  monitoring and evaluation activities around P4P 2 interventions at national and regional levels (including supporting the development of monitoring tools)
  • Support the development,refining and implementation of M&E frameworks and baselines (quantitative and/or qualitative) with national partners  or  work with national research institutes/individuals for 2-3 selected VAWG prevention interventions implemented at the national level

Milestone 3: P4P 2  capacity development plan implementation supported

Deliverables: Capacity development activities completed in at least 2 countries

Activites: Design and implement activities to enhance capacities to inform of site-specific prevention programming, including monitoring and evaluation

Milestone 4: Support to P4P 2 reporting provided

Deliverables:

  • Monthly reports to verify technical support provided
  • Support to P4P 2 results monitoring reports when required

Activites:

Document results in intervention design and implementation, and M&E following guidance of the Programme Manager in collaboration with the programme team and project donors.

Institutional Arrangement

The selected consultant will work under the direct supervision of the P4P Manager and in close cooperation with the P4P Programme Officer, P4P Technical Advisory Group, and individuals situated at the national level in specific countries where P4P works, including UN Volunteers.  The consultant will also work with a diverse set of government, academic and civil society organizations in the region.

Review Time Required:

  • Review/approval time prior to authorizing payments will be one week.

Duration of the Work:

  • 7 months with 84 days estimated work.

Required Skills and Experience

Education:

  • Minimum Master’s degree in gender and development or a related field such as sociology, social work, public health, international development with substantial experience in gender and violence prevention.

Experience:

  • Minimum of 5 years of relevant experience in research and monitoring and evaluation, particularly in the field of public health, gender and/or violence prevention;
  • Experience developing and managing M&E plans;
  • Proven experience with a wide range of monitoring and evaluation methods and approaches, particularly for the prevention of violence against women and girls;
  • Proven experience with gender equality and violence against women programming;
  • Proven experience analyzing complex M&E data and demonstrated competence in producing analytical knowledge products, journal publications and reports;
  • Experience  developing training tools and/or conducting training on M & E is an asset;
  • Knowledge of the Asia-Pacific context and prior experience in working in the region are considered  assets;
  • Experience with the UN is a plus.

Language:

  • Excellent written, verbal, presentation and communications skills in English with the ability to explain complex analysis and data in a clear and simple manner to non-native English speakers.

Duty Station:

Home based with travel  to 4-5 countries: Thailand, Bangladesh, Cambodia,   China, Indonesia, PNG and/or Viet Nam as required (estimated 10-20 days each).

UNDP will arrange air ticket to the assigned countries or the Individual Contractor may need to arrange air ticket by his/her own and the air ticket cost shall be reimbursed at actual, but not exceed the price quoted by UNDP’s travel Agent.

The consultant is being asked to quote for trips to each country with a maximum of 20 days travel per country.  The consultant will only travel to a maximum of 4-5 countries and travel expenses will be paid based upon the costs that the consultant quotes for travel to that country.

Type of Contract : Individual Contract on Long Term Agreement basis

Price Proposal and Schedule of Payments

Contracts is based on daily fee

 A daily fee will be paid and must “all in inclusive”. The financial proposal will specify an “all inclusive” daily fee, (including life insurance, medical insurance, local communications and others if any), daily living allowance (including, food, accommodation   terminal expenses  and others if any), and visa fees in separate line items.  Payment will be made based on the number of days worked after monthly timesheet submitted, and upon completion of the deliverables, duly approved by the P4P Manager.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1 : Education - Max 15 points;
  • Criteria 2 : Minimum of 5 years of relevant experience in research and monitoring and evaluation, particularly in the field of public health, gender and/or violence prevention - Max 15 points;
  • Criteria 3 :  Proven experience with a wide range of monitoring and evaluation methods and approaches, particularly for the prevention of violence against women and girls - Max 10 points;
  • Criteria 4:  Proven experience with gender equality and violence against women programming - Max 15 points;
  • Criteria 5: Proven experience analyzing complex M&E data and demonstrated competence in producing analytical knowledge product, journal publications and reports - Max 15 points.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Shortlisted candidates shall be called for an interview which will be used to confirm and/or adjust the technical scores awarded based on documentation submitted.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Brief description of why the individual considers him/herself as the most suitable for the assignment
  • Financial Proposal that indicates the all-inclusive fixed total contract price supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Incomplete proposals may not be considered.
