Background

The United Nations Development Programme (UNDP) Myanmar has embarked on a new Country Programme Action Plan (CPAP, 2013-105) in partnership with the Government of Myanmar, and under the United Nations Assistance Framework (UNSF, 2012-2015).

The CPAP comprises 3 pillars, namely:

Pillar 1 – Local Governance;
Pillar 2 – Climate Change, Environment, Energy and Disaster Risk Reduction; and
Pillar 3 – Democratic Governance and Development Effectiveness.

The Local Governance pillar comprises 5 outputs, namely:

Output 1 – strengthened institutional capacity of local government;
Output 2 – strengthened institutional capacity of civil society organizations;
Output 3 – strengthened capacity of local media institutions;
Output 4 – strengthened institutional capacity of micro-finance service-providers; and
Output 5 – improved livelihoods and social cohesion.

Output 5 supports livelihood recovery and livelihood development for social cohesion activities in 7 states of the country, and also supports capacity-development for social cohesion and peacebuilding, at national, regional and local levels.

Against this background, the improved livelihoods and social cohesion programme is seeking the services of an International Consultant to coordinate a number of ongoing and pipeline initiatives under the programme.

Duties and Responsibilities

The Livelihoods Coordinator will carry out the following activities:

Coordinate day-to-day implementation of ongoing livelihood-interventions, namely, a) livelihood support activities including enterprise-development and construction activities in Rakhine and Kachin states and b) technology innovations for rural communities initiative in Mon, Kayin and Shan states. Coordination functions include technical oversight, ensuring timely deliverables of implementing partners against work-plans; coordinating with UNDP operations and area-based staff; and monitoring and reporting implementation progress and results;
Provide technical inputs and feedback to livelihoods-related concept notes and programme documents, specifically to the 2 UNDP area-based programme formulation exercises ongoing;
Support the technical drafting of livelihoods development components of concept notes and programme documents, specifically to the 2 UNDP area-based programme formulation exercises ongoing;
Provide technical inputs and feedback to livelihood-related products, specifically, assessments, methodologies and knowledge-products;
Represent UNDP in policy meetings in the areas of livelihood development and poverty alleviation;
Provide technical advice to UNDP on contributing to policy actions on livelihood development and poverty alleviation.

Ability to advocate and provide technical advice on the relevant sector/theme;
Self-motivated, ability to work with minimum supervision;

Required Skills and Experience

Education

Advanced university degree (or equivalent) preferably in development studies or any other related field.

Experience

Minimum of 7 years of relevant experience in development in a governmental, UN, multilateral or civil society organization in a multi-cultural setting and/or post-conflict setting;
Prior experience with UNDP in Livelihoods programming;
Specialist expertise in the area of livelihood recovery, preferably with recent experience in early recovery from conflict;
Prior experience with development programming in Myanmar;
Demonstrated effectiveness in policy advisory services to Government counterparts;
5 or more years of programme implementation responsibilities.

Language:

Strong oral and written English.
