UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. UNDP has been working on democratic governance issues in Indonesia for many years, and has contributed significantly to consolidating democracy through provision of policy advice and technical assistance, and by promoting and brokering dialogue and engaging in knowledge networking. In the justice sector, UNDP has been involved in providing support to ensuring access to justice and is currently implementing a Strengthening Access to Justice in Indonesia (SAJI) project which was developed based on experiences and lessons learned from two previous projects: Aceh Justice Programme (AJP) and the Legal Empowerment and Assistance for the Disadvantaged (LEAD) Project.  

With funding support from the European Union, and in partnership with the Government of Indonesia, UNDP is initiating a project aimed at supporting the Supreme Court (Mahkamah Agung/MA) to strengthen the rule of law and enhance public trust in the judicial system by increasing the transparency, integrity and accountability of the judiciary and the quality of justice services provided to the people. The EU-UNDP Support to Justice Sector Reform in Indonesia (SUSTAIN) will support the Supreme Court in the implementation of its Blueprint for Judicial Reform 2010-2035 through the achievement of four results: (1) enhanced internal and external oversight mechanisms of the judiciary; (2) enhanced knowledge and skills of judges & court staff and strengthened capacity of the Supreme Court Training Centre; (3) enhanced Human Resource and Organisation Management via integrated Human Resources and performance management databases, an effective implementation of advanced Human Resources policies, and a strengthened Judicial Reform Team Office; and (4) enhanced Case Management System and procedures of the judiciary to improve transparency, quality of case data and decisions and timeliness of case handling.

Enhancing the “public trust in the judicial system” requires improving the poor image currently conveyed by justice system actors of their integrity, governance and accountability. The justice system stakeholders and in particular the judiciary have made significant efforts towards increasing their accountability as mandated by their reform blueprints (Cetak Biru) of 2003 and 2010. However, these efforts are little heralded and the public perception of the judiciary is that of an opaque institution not much inclined to supervision –be it internal or external— and not prone to accountability. The compliance records of the wealth reports formally approved by the Counter Corruption Commission (Komisi Pemberantasan Korupsi/KPK) would nevertheless tend to demonstrate the opposite. However, these are unknown to the public and this good performance and evidence of transparency is largely ignored.

Restoring a good image of the judiciary in the minds of the public is a challenge that will take time but also will require dedicated efforts by competent professionals who will endeavour to bring the focus of court users –in particular the media and civil society counterparts— on the positive tangible changes that the ongoing reform of the judiciary are bringing about.

Under the supervision of SUSTAIN Deputy Project Manager (DPM) and with the guidance and approval of the Head of the Department of Public Relations of the Mahkamah Agung, the Communication Analyst provides inputs to the design, management and implementation of a Supreme Court Public Relations policy inclusive of media outreach strategy and regular updates on the MA reform initiatives and on their impact on improvement of judicial services for the people.

The “culture of transparency” evidenced with the generalization of Case Tracking System (Sistem Informasi Penelusuran Perkara/SIPP) for case management (to which SUSTAIN contributes) will thus be complemented with a reinforced “culture of accountability” as promoted by the leadership of the Mahkamah Agung. This will be publicized by the Department of Public Relations of the Supreme Court with the proactive support of SUSTAIN Communication Analyst.

In parallel with the showcasing of reform within the country judiciary, the Communication Analyst will assure the visibility and impact of SUSTAIN Project activities in its four results areas: oversight mechanism, trainings-capacity building and institutional strengthening of the MA Training Center, human resources management & policies and case management.

The Communication Analyst will regularly work with the leadership and staffs of the Public Relations Bureau of the Supreme Court. She/he will also need to interact closely with SUSTAIN Sector Coordinators and Operations team as well as the Mahkamah Agung Judicial Reform Team Office (JRTO) and all relevant Supreme Court officials.

 

 

Duties and Responsibilities

 

1.    Ensures planning and design of internal and external strategies for communications outreach focusing on achievement of the following results:

  • Preparation and conduct of communications needs assessment for the Public Relation Bureau of the Supreme Court and for SUSTAIN Project implementation;
  • Drafting/editing communications and outreach strategy based on corporate communications strategy and consultation with donor and technical assistance recipient;
  • Develop strategy to integrate advocacy and communications strategies into all aspects of SUSTAIN Project during activity formulations;


2.    Ensure implementation of SUSTAIN Project’s strategy and plan focusing on the achievement of the following results:

  • Improvement of judicial system perception by court users and civil society representatives through the development, jointly with the relevant bureaus and officials of the Supreme Court, of a public relation strategy aiming at improving the image of the judiciary and the courts;
  • Establishment of a network of contacts with media and civil society organizations (CSOs) to facilitate dissemination of information on Supreme Court ongoing reform initiatives;
  • Implementation of SUSTAIN Project’s publications strategy and plan, based on corporate publications policy and donor requirements;
  • Coordination and management of SUSTAIN Project publication activities such as content management, norms for publishing, design , etc.;
  • Contact with printers and other suppliers to ensure production and ensure publications dissemination.


3.    Provision of technical assistance and guidance if required to the Mahkamah Agung website team,  Project based knowledge management system and supervision of the design and maintenance of SUSTAIN Project’s website, intranet, focusing on the achievement of the following results:

  • Establishment of close contact and coordination with the Supreme Court website team, assessment of their potential needs for support and provision of such;
  • Supervision of the design and maintenance of the project’s website based on corporate requirements in cooperation with Country Office’s ICT staff;
  • Preparation of the content for the website to ensure consistency of the materials;
  • In coordination with Country Office Knowledge Management  develop knowledge management strategy and ensuring awareness among the project staff on the KM strategy
  • Act as facilitator role in the project to capture best practices, capitalize on lesson and learns and respond to network queries , create a knowledge map systematically and actively promote knowledge sharing as well as learning culture in the project office .


4.    Supports the business development focusing on achievement of the following results:

  • Launches and campaigns
  • Promotion and maintenance of public information campaign on activities/outputs of ongoing reforms of the judiciary as supported by SUSTAIN project activities;
  • Packaging and submission of project initiatives for donor review in collaboration with project’s staff and supervisor.

 

Outreach

  • Maintenance of increased coverage and understanding of the ongoing judicial reform progress in the Supreme Court and its subsidiary courts through regular media contacts and provision of newsworthy information to court users, judicial system stakeholders, public at large and, where possible, donors;
  • Organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.;
  • Ensured access for journalists to subject matter experts;
  • Contributing to the extent needed and possible, to the drafting of regular newsletter by Supreme Court JRTO;
  • Drafting/producing of regular information updates/newsletter on SUSTAIN activities, plans and results;
  • Contribution to the preparation of SUSTAIN regular reports to UNDP management and donor.

Required Skills and Experience

Recruitment Qualifications
Education:*    

Bachelor or Master degree in Communications or other relevant fields of study would be desirable, but it is not a requirement.

Experience:*    

  • Minimum 3 years of professional experience at national or international level in public relations, communications or advocacy for candidates with Master Degree and 7years for candidates with Bachelor Degree;
  • Experience in managing media and campaign;
  • Strong knowledge and experience in Public Relations and Communications management are essential
  • Substantive knowledge as well as practical experience in knowledge management concepts and tools would be preferable.
  • Demonstrated experience of monitoring and producing high quality report will be essential. Ability to link the specific references to actual impact of judicial reform initiatives supported by SUSTAIN would be preferable.
  • Experience in successfully  establishing  and management community of practice in development areas is preferable
  • Experience in handling of web based management systems would be highly desirable;
  • Prior experience in Technical Assistance project with Mahkamah Agung or other stakeholders of the justice system would be an asset.
  • Excellent analytical skill and advance computer skills required.

Language Requirements:    

  • Fluency in written and spoken English is an absolute necessity;
  • Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:

  • Familiar with Indonesia judicial reform agenda and current political situation would be an advantage;
  • Good inter-personal and team building skills;
  • Full time availability for project management support duties is essential;
