Background

Under the overall leadership and guidance of the United Nations Country Team (UNCT), the Operations Management Team (OMT) endeavours to facilitate the implementation of Delivering as One (DaO) by harmonizing operational policies of UN bodies, agencies, funds and programmes in Ethiopia. Moreover, OMT proposes and implements inter-agency initiatives to ensure quality of support services, while utilizing resources effectively.

The OMT has therefore undertaken to establish a Local Consultants Roster which will include local technical experts/ consultants and Support Services that the group envisages, will promote the Delivering as one initiative and will moreover, create efficiencies in the selection and deployment of local consultants and support staff across UN agencies.

The services of Consultants and Support Service Staff are normally accessed in line with and through standard recruitment and Procurement practices of UN sister agencies. While there are a few agencies applying other recruitment tools, UNDP applies Procurement standards for itself as well as for several UN Agencies for which it lends administrative support. The Rosters seeks to support the range of modalities.

Temporary Support Service staff would consist of a range to Drivers, Clerks, Admin Assistants, Plumbers, Carpenters, and Electricians.

Duties and Responsibilities

The detailed responsibilities of the Roster Development Expert are as follows:

  • The Roster Development Expert will develop guidelines for operationalization of Local Consultants and Support Service Staff Rosters;
  • The Roster Development Expert will identify all roster standards and selection criteria to the Local Consultants and Support Service Staff Rosters in order for all UN Agencies to select candidates according to their needs and requirements. The roster standards and selection criteria may consist with Language Skills, Education level, Work experience, Technical expertise/ Methodological knowledge (e.g. project management, mentoring, writing/ presentation skills, administrative skills), Computer literacy, Physical and mental fitness, Availability, Flexibility, Mobility availability, Consultancy/ Service duration preference and Social skills (team work competencies, competence to work in hostile environments, representative competencies, etc.);
  • The Roster Development Expert will work with the Resident Coordinator’s Office (RCO), OMT Working Groups on HR and CP, and Human Resource Units and Procurement Units of all UN Agencies in order collect Local Consultants Roster as well as CVs/ Resumes of Local Consultants and Support Service Staff who had performed satisfactorily, designing the rosters, accordingly.
  • The Roster Development Expert will select accessible, available, strong and capable consultants and Support Service Staff for both the Local Consultants and Support Service Staff Rosters; s/he will develop and customize both rosters according to UN Agencies’ needs, while ensuring all efficient accessibility by the users;
  • The Roster Development Expert will establish files and databases of Local Consultants and Support Service Staff.
  • The Roster Development Expert will develop user manuals on how to access both rosters, sharing the relevant links with the RCO, the OMT HR, CP and ICT Working Groups Chairpersons and UNDP ICT Unit;
  • The Roster Development Expert will also conduct training sessions as necessary, with OMT HR, CP and ICT Working Groups members, UNDP ICT Unit and HR personnel  of all UN agencies on the  use  of the Rosters;
  • The Roster Development Expert will ensure to provide category  of Local Consultants and Support Service Staff based on their diverse functional and occupational skills to include Political affairs and democratization; Human rights; Rule of law; Humanitarian affairs; Public administration; Election administration; Press and public information; Media development; Mission support, such as budget finance, administration, communications; human resources and training, information technology; medical support, security, logistics, supply, procurement, etc. in the Local Consultants Roster and and Support Service Staff Roster;
  • Both rosters should be uploaded into the Information and Knowledge Management (IKM) System/ platform. The Information and Knowledge Management (IKM) platform is available on http://et.one.un.org/ikm. The Roster Development Expert is responsible for communicating with the UNDP ICT Unit and OMT ICT Unit to ensure that the rosters are compatible with http://et.one.un.org/ikm server and security specifications. Accordingly, the Roster Development Expert will ensure that it is completely functional, accessible and secure before uploading into the IKM System/ platform;
  • The Roster Development Expert will ensure the accessibility of the rosters, at all times;
  • The Roster Development Expert will ensure the contents of the Rosters are available at all times;
  • The Roster Development Expert will provide adequate training to the RCO, ICT WG and UNDP ICT Unit on how to edit and maintain the Local Consultants and Support Service Staff Rosters including uploading new candidates to the Rosters and removing candidates from the Rosters, etc.;
  • The Roster Development Expert will analyze local consultancy rates that the OMT HR Working Group had collected, will facilitate harmonization of these rates and peg them to the consultancy rosters as far as possible;
  • The Roster Development Expert will attend and present his/her work at relevant OMT and OMT Working Group meetings and events, as required;
  • The Roster Development Expert will support with resolving of technical error of IKM system/ platform and customization needs of OMT, OMT Working Groups, HR Units, Procurement Units and ICT Units of UN Agencies as requested.

Required Skills and Experience

Education:

  • University Master Degree in International Relations, Project Management, Human Resources, Computer Science, Knowledge Management or related field.

Experience:

  • 8 years of Experience in the establishment and maintenance of office systems, information science, knowledge management, system analyses and design or related.
  • Proven experience in production of viable knowledge management platforms and if possible, strategies. If experience involves working with multiple agencies, it is desirable;
  • Knowledge and experience of use of IT systems in IKM;
  • Experience in rostering (desirable);
  • Understanding of the United Nations System (desirable).

Language:

  • Fluency in English, both oral and written, and national language of the duty station;
  • Capacity to communicate fluently with different stakeholders and UN staffs members.

Computer skills:

  • Microsoft project, database management system, content management systems, web server expertise, web and multi-layer security practices.
