Background

The import of data/statics in development cannot be overemphasized.  In acknowledging this fact, the UN Secretary General inaugurated the Independent Expert Advisory Group (IEAG) in 2013 to propose ways to improve data for achieving and monitoring sustainable development. The report of the IEAG submitted in 2014 titled: A World that Counts highlights two big global challenges for the current state of data which include the challenge of invisibility (gaps in what we know from data, and when we find out) and the challenge of inequality (gaps between those with and without information, and what they need to know to make their own decisions. The IEAG recommended the “fostering and promotion of innovation to fill data gaps, the mobilization of resources to overcome inequalities between developed and developing countries and between data-poor and data-rich people and leadership and coordination to enable the data revolution to play its full role in the realization of sustainable development.

Duties and Responsibilities

UNDP seeks to engage two individual consultants to review the implementation of the SHaSA in the 9 pilot countries name namely Kenya, Cape Verde, Cameroun, Cote d Ivoire and Malawi with support from UNDP and the four self-starters - Mali, Uganda, Burundi and Tunisia.

The consultants will undertake:

  • study on the level of implementation of the 5 pilot countries supported by UNDP as well as the 4 other countries which piloted the instruments using their own resources, identifying outstanding activities to be implemented to fully complete the pilot, achievements recorded and challenges encountered in the process;
  • Review relevant background materials that establish the Strategy for the Harmonization of Statistics in Africa and the Specialized Technical Group 1 on GPS Statistics;
  • Examine reports of the 5 UNDP supported and 4 self-starter pilot countries to determine level of implementation of the pilot, successes achieved and additional work if any; to complete the project;
  • Review available SHaSA GPS datasets available from pilot countries;
  • Identify strategies, activities and resources required for the pilots to be fully implemented including timelines;
  • Draft a comprehensive report on the status of the pilot projects with recommendations for scaling up and uptake by National Statistics Organizations.

Competencies

Functional Competencies:

  • Extensive knowledge in democratic governance programming, monitoring and evaluation;
  • Demonstrated knowledge of legal and judicial regulatory/institutional frameworks for protection of human rights, popular participation and transparency and accountability;
  • Deep knowledge and understanding of the working of National Statistical Offices.

Required Skills and Experience

Education:

  • Advanced University Degree in Law, Justice, Governance , political science, or related discipline;
  • Ph. D. will have an added advantage.

Experience:

  • 15 years senior level experience in the field of law, political science, democratic governance and democratic institutions capacity development;
  • Working experience with UN agencies/bi-lateral agencies including experience in evaluating multi-donor initiatives;

Language:

  • Fluent in English;
  • Working knowledge of French is an added advantage.
