Background

UNDP rolled out PeopleSoft ERP in January 2004 and went live in more than 160 offices spread over 140 countries.  UNDP has implemented over 23 PeopleSoft modules covering Finance, HR, CRM, and Portal applications and EPM.

The purpose of this procurement exercise is to contract a consultant for PeopleSoft Database Administration (DBA) who will be responsible for administration and management of PeopleSoft applications and Oracle database services for ATLAS (UNDP's PeopleSoft ERP). The Consultant will also be required to work with the Application Service Provider's (ASP) DBAs in performance tuning, optimization and troubleshooting of application and database related issues.

Note:

UNDP will contract one individual consultant for this assignment.  Other technically qualified applicants that are not contracted, at the UNDP discretion, will be placed in the roster of consultants, for a period of three years, to be used based on call basis for similar services.

Duties and Responsibilities

Under the supervision of the ICT Specialist, ERP Administration, the Consultant will be responsible for administration and management of PeopleSoft applications and Oracle database services for ATLAS (UNDP's PeopleSoft ERP). The Consultant will also be required to work with the Application Service Provider's (ASP) DBAs in performance tuning, optimization and troubleshooting of application and database related issues.

The key tasks and responsibilities include but are not limited to:

  • Evaluate and install PeopleSoft applications 9.X (Finance, HCM, Portal, CRM and EPM) and Oracle database upgrades and patches as necessary;
  • Install and configure Oracle and PeopleSoft People Tools clients on the developer machines;
  • 24X7 Support to the UNDP's ERP Applications/databases including the Training environments;
  • Resolving CRM Cases raised by UNDP and other partner agencies;
  • Liaises with Atlas hosting provider team in ensuring the effective implementation of performance tuning, optimization and troubleshooting database/application related issues to meet business and user requirements;
  • Keeps abreast of technology industry trends and developments, and to implement upgrades or enhancements to meet UNDP business' needs;
  • Partners with other OIST and other Atlas partner agencies to ensure the Oracle databases and PeopleSoft applications performance and availability on 24X 7 basis;
  • Provides technical support on database related matters to OIST and Partner Agencies technical staff and liaise with other DBAs on data migration between systems;
  • Maintains complete and detailed documentation for all PeopleSoft/Oracle database environment, change control procedures, sizing and performance tuning.

Competencies

  • Good understanding of the Oracle database versions of 11g and 12c, related DBA utilities and tools;
  • Strong working knowledge in configuring, installing and fine-tuning Oracle PeopleSoft Applications;
  • Strong working knowledge in creating indexes;
  • Ability to perform both Oracle Database and Sun Solaris operating system performance tuning and monitoring;
  • Strong working knowledge of PeopleSoft applications version 9.x and People Tools 8.5x;
  • Ability to take initiative and coordinate effectively with end users, vendors and Hosting Service Providers to resolve poor performance, non-availability of systems/application related issues;
  • Strong knowledge on formal software testing methodologies, and Software Analysis;
  • Maturity to understand the impact and sensitivity of client issues;
  • Ability to handle multiple deliverables independently;
  • Strong organizational skills and ability to adapt quickly in a changing environment;
  • Ability to handle projects independently and work well in a team environment;
  • Excellent time management skills;
  • Strong analytical and problem solving skills with oral and written communication skills.

Required Skills and Experience

Education:

  • Master’s degree in Computer Applications, Computer Science, or other related field.

Experience:

  • Minimum five years of experience in Database Administration, with at least three years as an Oracle database administration, design, implementation, maintenance and Tuning on Sun Solaris environment is required;
  • Minimum three years of PeopleSoft Administration experience in Finance, HCM, Portal, CRM and EPM on Oracle database in Sun Solaris environment is required;
  • Strong Unix system skills, DBA skills creating and maintaining databases, troubleshooting problems, script programming, and performance tuning; excellent analytical skills is desirable;
  • Prior working experience in install, configure and troubleshoot the PIA, Application Server, Process Scheduler, and Web Logic server in UNIX and NT environments is desirable;
  • Proven proficiency in access and production control methodologies and practices, hardware and software is an asset;
  • Prior experience in shell scripting on SUN Solaris operating system is desirable;
  • Experience in Oracle Database and User security management is an asset;
  • Experience in analyzing DB statistics, AWR reports, SQL execution plans and I/O performance tuning is an asset;
  • Experience in the implementation of Oracle Data Guard for Disaster Recovery is an asset;
  • Prior working experience of 24X7 rotation call to support production databases, as well as providing support to the on call DBAs is desirable.

Language:

  • Proficiency in written and spoken English is required.

Application Procedure

Shortlisted candidates (only) will be requested to submit a Financial Proposal:

  • The financial proposal should specify an all-inclusive daily fee based on a 7 hour working day (lunch time is not included) and 21.75 days per month.  Daily professional fee, travel expenses, etc., should be listed as separate line items.  All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed;
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;
  • The Financial Proposal is to be emailed to cpu.bids@undp.org as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation

Applicants are shortlisted based on Required Skills and Experience stated in the TOR. Having reviewed applications received, UNDP will invite the top four shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted.

Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical criteria weight including Interview Score (70%);
  • Financial criteria weight/Financial Proposal (30%).

Only candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Technical evaluation - Total 70% (700 points):

  • Years of relevant experience: Weight = 20%; Maximum Point: 200;
  • Knowledge in database and PeopleSoft Applications and System process, Strong knowledge of UNIX scripting, creation and maintenance of database systems and implementation of PeopleSoft across a wide variety of application architectures: Weight: 20%; Maximum Point: 200;
  • Communication and work management: Weight: 10%; Maximum Point: 100;
  • Interview: Weight: 20%; Maximum Point: 200.

Financial evaluation - Total 30% (300 points)

Payment Modalities:

  • Payment to the Individual Contractor will be made based on the number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
  • The work week will be based on 35 hours, i.e. on a 7 hour working day (lunch time is not included), with core hours being between 9h00 and 18h00 daily.
