Background

The Energy-Efficiency lighting project aims has been in operation since April 2010 and is in its fifth year of implementation. The project is scheduled to complete all activities and finish its work in April 2017. More information about the project can be found at the following link:

The project aims to transform the Russian market towards efficient lighting technologies and the phase-out of inefficient lighting, thereby reducing national GHG emissions. The project focuses on phasing out outdated technologies for residential, office and street lighting, from a current share of close to 100% of the market to a market share of 30% or less.

To reach the goal and objective, the project seeks four outcomes:

  • Efficient lighting standards and policy frameworks are improved;
  • Supply chain for energy efficient lighting is strengthened;
  • Energy efficient lighting is increased in Moscow region residential and public buildings;
  • Energy-efficient street lighting is adopted in the Volga Federal District.

The International Consultant on "Methodological Support of Measurements to Promote Efficient Lighting in the Russian Federation" will assist the project team in providing advice on relevant international best practices on introduction of advanced methods of measurements and standards for LED lighting products. The International Consultant will provide expert support in testing the parameters of energy efficiency of lighting products in national testing laboratories. It is envisaged the International Consultant will have bi-weekly skype or telephone calls with the Project Manager and the Project Team.

In addition, the International Consultant will, upon request, support the project management on ad-hoc technical issues that require international input and project management issues, participate in a project management committee meeting and present information and recommendations at further meetings in Moscow.

Objective of assignment

The objective of this assignment is to provide profound consulting assistance  on international best practices related to the establishment of a robust national system of lighting products testing. This will include an overview of international best practices on advanced methods of measurements and standards for lighting products as well as proposals for their transfer and harmonization in the Russian Federation.

Duties and Responsibilities

The International Consultant will deal with the following tasks:

  • Analysis of existing methodologies to estimate the lifetime of LED lighting products, selection of the most suitable ones and consultations on their adoption/registration in the Russian Federation;
  • Analysis of existing international standards of measurements of illumination produced by LED lighting products. Development of recommendations to adjust national standards to measure illumination produced by LED lighting products;
  • Analysis of existing/applied in the Russian Federation criteria and methods of quality and energy efficiency assessment of lighting products;
  • Expert evaluation of draft Technical Regulations of the Customs Union on energy efficiency of energy consuming devices (sections on lighting products);
  • Expert opinion on testing lighting products participating in the competition "Eurasian Light Award of the Common Economic Area 2015";
  • Assistance in organization of events dedicated to the International Year of Light within the frames of  the international forum ENES 2015 (Moscow);
  • Presentation of work findings at the international forum ENES 2015;
  • Overview of international best practices of lighting products subsidizing;
  • Consulting support during modernization of national photometric laboratories;
  • Participation in training of the specialists of photometric laboratories.

In addition, the international consultant should be responsible for the following activities:

  • Support to the Project Manager upon request on technical and program development issues throughout the implementation period of this project;
  • Consultations with all the main stakeholders on the issues of lighting products testing (during two missions);
  • PowerPoint presentation of all the key outputs of the present ToR implementation, during each of the missions to the Russian Federation;
  • Presentation of key findings of the work including the draft final report at suitable international workshop/seminar/event with key stakeholders in Moscow (as part of mission 2).

Key outputs and tentative timeframe

The International Consultant is expected to produce the following documents during the assignment:

  • Intermediate Report - at least two weeks before travelling to the Russian Federation for mission 1;
  • Final report including addressing all comments to the Intermediate Report - within 2 weeks of completion of mission 2.

The breakdown for the time required to complete each output (comprising a total of 40 working days) is as follows:

  • Development of Detailed Workplan and Initial Discussions  - 2;
  • Intermediate Report  - 9;
  • Mission #1 to Moscow  - 5;
  • Mission #2 to Moscow  - 5;
  • Final report  - 10;
  • Travel days over the course of the Assignment  - 4;
  • Presentations and Participation in  training - 5;
  • Total Number of Working Days  - 40.

All reports shall be prepared and delivered in concise and grammatically correct English and presented in electronic form in MS Word format. It will be the responsibility of the project to have the reports translated into Russian.

The International Consultant is expected to work 40 days within the following tentative timeframe:

  • Signing the contract - before 26th June 2015;
  • Intermediate Report - August 2015;
  • First mission to Russia - September 2015;
  • Second mission to Russia - middle of November 2015 (ENES Forum);
  • Final Report - beginning of December 2015.

Responsibility for expenses and their reimbursement

The International Consultant will be responsible for all personal administrative and travel expenses associated with the assignment which includes all printing, stationary, telephone and electronic communications, and report copies included in this assignment.

The remuneration of work performed will be conducted as follows:

  • First payment: 20% of the total contract amount upon submission of a detailed work plan and after Initial Discussions;
  • Second payment: 40% of the total contract amount following submission and acceptance of the intermediate report and following the first mission to Russia;
  • Final payment: 40% of the total contract amount following the second mission to Russia and upon submission and approval of the Final Report.

Required Skills and Experience

Education:

  • Master degree in engineering, environmental science or equivalent experience.

Experience:

  • At least 10 years of professional experience in the field of energy efficient lighting, of which at least 5 years of professional experience with advanced methods of testing of lighting products, preferably in the European Union or in other country with advanced systems of light products testing in place;
  • Familiarity with energy efficient lighting policies and regulations;
  • Knowledge of international best practices on introduction of advanced methods of measurements and standards for LED lighting products;
  • Work experience in Russian speaking countries including Russia and/or former CIS countries on product energy efficiency related projects and on transferring the EU energy efficiency standards and regulations to non-EU countries is a plus;
  • Experience of working with international organizations, including UNDP is preferred.

Language:

  • Excellent English writing and communication skills;
  • Russian language skills are preferred but not required.

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • a) Responsive/compliant/acceptable; and
  • b) having received the highest score out of a pre-determined set of weighted technical (P11/CV and cover letter desk reviews and interviews) and financial criteria specific to the solicitation.

Candidates who pass the technical scoring threshold (70% of maximum for technical evaluation or 49/70 points) will be asked to undergo an interview.

Technical Criteria – 58.3% of total evaluation – max. 70 points:

  • Master degree in engineering, environmental science or equivalent experience (10 points);
  • At least 10 years of professional experience in the field of energy efficient lighting, of which at least 5 years of professional experience with advanced methods of testing of lighting products, preferably in the European Union or in other country with advanced systems of light products testing in place (20 points);
  • Work experience in Russian speaking countries including Russia and/or former CIS countries on product energy efficiency related projects and on transferring the EU energy efficiency standards and regulations to non-EU countries is a plus (15 points);
  • Experience in working with international organizations, including UNDP, is preferred but not required (15 points);
  • Excellent English writing and communication skills (5 points);
  • Russian language skills are preferred but not required (5 points).

Interview Criteria – 25 percent of total evaluation – max 30 points.

Financial Criteria – 16.7 percent of total evaluation – max 20 points.

The candidate with the highest score from technical criteria + interview + financial criteria will be selected with the maximum score possible being 120 points as follows:

  • Technical Scoring - 70;
  • Interview Scoring  - 30;
  • Financial Criteria - 20;
  • Total  - 120.

UN DSA for Moscow is US$464 per day but the international consultant can bid lower amount.                                   

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of service, etc.). All envisaged international travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
