Background

The UN Millennium Campaign (UNMC) is helping to ensure citizens are directly involved in the design and accountability framework of an ambitious new set of internationally agreed development priorities with specific goals to be met by the year 2030 (“Post-2015 Agenda”).  One of these efforts is the MY World global citizen’s survey.  An active network of affiliates and partners have mobilized to help collect the voices of over seven million people to date. Another initiative to facilitate people’s engagement in the post 2015 consultations is the World We Want 2015 platform, which is jointly governed through the Policy Strategy Groups (PSG) by Civil Society Organizations and United Nations, has successfully facilitate a series of interactive online consultations and serve as a one stop shop window for the interphase between intergovernmental process and interested public.

The consultations are about to finish, as the intergovernmental negotiations evolve towards the agreement of the final agenda in the coming General Assembly in September 2015. In close consultations with partners, UNMC is now in the process of redefining both initiatives to be instrumental for the implementations of the new Global Goals, as people’s driven accountability tools.

Once member states ratify a set of goals both initiatives have to be ready to maintain engagement and to invite citizens to express views and track improvements as well as propose actions that would help achieve the goals in areas of importance to them.  

In close coordination with UNMC team, the MY World 2.0 Lead and the PSG co-chairs, Digital strategies specialist consultant will be responsible for providing the technological support and digital development to both platforms and ensure timely implementation of activities and process.

Duties and Responsibilities

Duties and Responsibilities:

  • Delivery of digital platforms management function (i.e. WWW and MY World 2.0);
  • Project Design / Implementation/ Management/ Reporting.

Delivery of digital platforms management function:

  • Ensure platforms are optimal for community engagement and mobilization campaigns;
  • Serve as principle technical coordinator for design, development, and production control vendors and resources to ensure clarity in roles and responsibilities, rapid and transparent anomaly resolution, and operation of a 24/7 monitoring and response framework;
  • Provide ramp-­up and design advisory support to platforms, ensuring that all use are set up for optimal technical and editorial outcomes;
  • Ensure high quality, secure connections for apps and platforms that need to link to the platforms for multi-­function business projects (e.g. external data visualization apps that interpret community interaction data stored in both platform);
  • Serve as technical specialist and lead demonstrator for partners, including country offices, to facilitate the use of the platforms;
  • Build and maintain rosters of certified Long Term Agreement vendors for all aspects of platform development and maintenance, ensuring availability of resources during periods of peak demand
  • Integration of user experience across digital platforms;
  • Validate user experience via third-­party and user-­led testing techniques to ensure “user first” design mandate is maintained throughout iterative development and improvement of systems;
  • Provide technical design support to the UNMC blogs and social media, supporting the team in optimal use of digital publishing tools and social media integrations for wide, measureable distribution;
  • Analyze the utilization statistics to uncover actionable intelligence about the dissemination and update of platforms’ mobilization activities;
  • Serve as technical coordinator for activities related to Nation Builder operations to ensure effective implementation of strategies tested;
  • Play lead technical design role for digital side campaign implementations, advising regional, country team, and national counterparts on the use of digital strategies and campaigns to better design and deliver demand-­driven services and policy-­making;
  • Monitor and take accountability for delivery of software customization projects as required;
  • Design and maintain the technical support configuration, including help desk scheduling and orientation.

Project Implementation/ Management/ Reporting:

  • Working under the direction of the MY World 2.0 Lead, ensure quality design and execution of product development roadmap for MY World 2.0;
  • In close consultations and supervision  with the WWW 2015 PSG co-chairs help define the new platform, ensuring it continues to consolidate information on solutions, good practices, implementation, monitoring and campaigning on Sustainable Development Goals at the global and country level;
  • Document key learnings from WWW, MY World 1.0, 1.5 and 2.0 experiments and structured trials;
  • Provide operational support and management to country-level trials and design tests for both platforms;
  • Provide frontline support to teams undertaking activities in pilot countries across mobile, online and offline channels as appropriate;
  • Provide regular updates to UN Millennium Campaign management on progress of trials of both platforms;
  • Maintain knowledge and information sharing systems across the various members of the MY World 2.0 working group and PSG members;
  • Maintain risk management tools and techniques to map project scenarios and deliver effective mitigation plans.

Specific Deliverables:

  • Submit project plan (Phase 1) – June– December – 1 work plan;
  • Lead in the development of the project plan for both platforms;
  • Establish weekly coordination meetings reporting on progress and updates on lessons learned coming from prototype and design tests;
  • Assemble (online) compendium of key lessons learned from both trials, as well as important exercises in citizen engagement undertaken by others;
  • Serve as the quality assurance lead for the WWW and MY World 2.0 web portal – regular progress milestones;
  • Measure and improve circulation of communications and training toolkits to relevant partners and UN country offices (in close collaborations with partnership lead);
  • Help coordinate with pro-bono creative agencies to deliver an advertising and social media campaign to support the next phase of MY World and World We Want;
  • Assist in producing launch events for both initiatives during the UN General Assembly;
  • Ensure optimal delivery and maintenance of digital platforms;
  • Maintain partnerships with key technology and data visualization partners, such as Microsoft, GeoPoll, U-report and biNu.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s or equivalent) in a digital-related discipline or similar.

Experience:

  • 5 years of professional work experience providing technical and programme support connecting development, project management, knowledge management and IT management;
  • Experience with digital platforms, is required;
  • Experience in global campaigning will be considered an asst.

Language:

  • Excellent written and oral communication skills in English;
  • Competency in other UN languages like Arabic, Chinese, French, Russian or Spanish will be in asset.
