Organizational Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women South Sudan is implementing a 2 year humanitarian assistance programme- “Responding to Emergency Needs of Displaced Women and Host communities Impacted by Conflict” co-funded by the Government of Japan. The project is a continuation and expansion of UN Women’s 8 month pilot-response project started in 2014, and focuses on filling critical gender gaps in the ongoing humanitarian response activities in South Sudan.

Over the two year period (April 2015- March 2017), the programme will enhance resilience and wellbeing among women and girls in 4 IDP settlements and their host communities through: improving access to livelihood opportunities; and preventing/ reducing GBV against women and girls in the target communities. In addition, it will strengthen the capacity of the Ministry of Gender and Humanitarian Affairs, and other international and national humanitarian actors, including the coordination system (especially the HCT and the Cluster system) to ensure that gender equality and women’s empowerment needs and rights are adequately and sustainably integrated into the ongoing and all future humanitarian response and recovery strategic plans and programmes

UN Women is working in partnership with NGOs, UN agencies, local and national government entities and community based organizations (CBOs) to implement the programme activities. In order to ensure effective and efficient delivery of programme results, UN Women is establishing two sub-offices in Nimule (Eastern Equatoria State) and Mingkaman (Lakes State) to support the implementation of activities in the field. Each of the sub-offices will be led by a Field Programme Manager.

The Field Programme Managers will be working under the supervision of the Deputy Country Representative UN Women South Sudan.  The overall objective of the assignment is to coordinate, supervise, monitor and report on implementation of the UN Women Humanitarian Assistance interventions targeting IDPs and host communities in Nimule and Mingkaman and other localities within the Eastern Equatoria and Lakes State respectively in South Sudan.

The Field Programme Managers will undertake the following tasks, duties and responsibilities:

  • Manage delivery of the day to day programme activities in areas of responsibility to ensure prompt and adequate delivery of results;
  • Oversee the programme delivery by the implementing NGO  partners,  ensuring effective use of resources and compliance with UN Women rules and procedures as well as with donor or fund requirements;
  • Conduct timely monitoring of activities and prepare accurate and comprehensive reports on operations and performance with regular and timely submission to UN Women Country Office Humanitarian Team Lead;
  • Coordinate with the implementing NGO partners and other UN Agencies in the geographic area of responsibility to ensure timely and effective achievement of project results, donor reporting, and other activities;
  • Assess project risks and develop mitigating measures to prevent or address them in a timely fashion;
  • Coordinate  with the various Units in the UN Women Country Office to ensure timely delivery of project resources to field locations in areas of responsibility;
  • Ensure that allocated resources are used efficiently and are in line with agreed plans, and any deviations are reported to the Country Office Humanitarian Team Lead;
  • Develop and sustain  collaborative relations  with local government authorities, international and local NGOs, UN agencies, civil societies, beneficiaries and other partners providing humanitarian assistance to IDPs and host communities in the geographic areas under responsibility;
  • Actively participate and contribute in the humanitarian cluster and sub-cluster meetings and other coordination fora in the geographic area of responsibility;
  • Support local capacity building through organizing training and knowledge sharing events targeting local government authorities, NGO partners and community members;
  • Ensure that UN Women security and safety standards are followed within the area of responsibility; and
  • Ensure visibility of the Donor(s) and UN Women in programme locations and among stakeholders including beneficiaries, local government authorities and communities.

Required Skills and Experience

Education:

  • Advanced degree (M.A/M.Sc) preferably in development studies, social sciences, economics, law, public or business administration and related subjects.

Experience: 

  • Minimum of 5 years of relevant professional experience in designing, managing and implementing programmes/projects  in conflict and/ post-conflict environment;
  • Ability to interact with both the organization and the general public, good interpersonal skills and organizational proficiency;
  • Professional experience in addressing gender equality issues and women’s empowerment

Language:

  • Fluency in English (written and spoken).
