Background

The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UN Volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity, as well as the values that sustain it: free will, commitment, engagement and solidarity.

UNV is headquartered in Bonn, Germany and has approximately 150 staff positions – with the majority in Bonn and some positions with different UN peacekeeping and political missions, and in other Headquarters locations (e.g. New York and Tokyo).

Organizational Setting

The UNV Office in New York (ONY) is part of the Partnerships and Communications Division (PCD) of UNV and is the focal point for strengthening UNV’s relationship with UNDP/HQ and for partnership building with New York-based UN Agencies and the Permanent Missions to the UN (special focus on the Second and Third Committee of the General Assembly) to integrate volunteerism in the peace and development agenda of the United Nations. Further, ONY represents UNV in key New York-based forums, discussions and inter-agency taskforces and identifies opportunities for partnerships with member states, global civil society organizations –including volunteer-involving organizations- as well as with private sector, philanthropic foundations and academia in North America.

Main Objectives

The main objective of the consultancy is to support innovative partnerships as well as volunteer and resource mobilization and the UNV partnerships building exercise.

Duties and Responsibilities

Scope of work

The consultant will:

Support innovative partnerships

  • Strengthen the partnerships function of ONY in support of volunteer mobilization;
  • Support UNV’s work with UN entities based in New York through strengthened communication and collaboration with UNV colleagues at Headquarters, regional and country levels;
  • Support the expansion of programmatic collaboration with UN entities based in New York, and contribute to the volunteer mobilization objectives for 2015;
  • Identify potential for mobilizing financial resources in cooperation with the Partnerships Section;
  • Ensure coordination between ONY and UNV HQ on specific mobilization and programming issues;
  • Support UNV’s engagement with corporate volunteering initiatives;
  • Engage with the Post-2015 partnerships and identify potential synergies with US-based philanthropic foundations, private sector and academic institutions.

Support Volunteer mobilization:

  • Prepare one (1) partnerships agenda of UNV Executive Coordinator visit to New York in September 2015;
  • Organize at three (3) substantive meetings/events to outreache to the United Nations clients based in NY to promote mobilization of volunteers (i.e. UNDP, UNICEF, UNFPA, UN-Habitat Secretariat of HABITAT III, DFS/DPKO, or PBSO);
  • Provide at least two (2) outreach strategies targeted to, at least, two different development partners with a focus on the promotion of Fully Funded Volunteers.

Support Resource mobilization:

  • Produce one (1) strategic document defining the resource mobilization plan with philanthropic foundations for the new generation of UNV global projects on Basic Social Services; Community Resilience for Environment and DRR; Peacebuilding and Youth;
  • Prepare a one (1) report on activities with private philanthropic foundation or a private sector development partner;
  • Prepare one (1) report on activities performed leading to the formalization of at least one new partnership with one development partner to provide financial support to UNV.

Support UNV partnerships building:

  • Prepare five (5) partner intelligence notes focused on establishing university volunteer schemes with new partners;
  • Organize two (2) substantive meetings with foundations or private sector potential partners in North America;
  • Deliver one (1) final report on effective participation of UNV private sector partners in the Private Sector Forum;
  • Prepare one (1) report on activities performed leading to develop a formal collaboration between UNV and at least one US-based nonprofit institution or foundation.

Duties and responsibilities

Under the overall supervision of the Chief of the UNV Office in New York, the consultant will carry out the tasks described, with an emphasis on supporting UNV partnerships building and resource mobilization. The liaison and partnerships consultant will focus on volunteer mobilization, private sector resource mobilization strategy and the delivery of effective stakeholder engagement.

The consultancy work is expected to be completed within six months from the date of contract signature.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in Public Administration, International Relations, Social Development or a related field .

Experience:

  • At least 3-4 years of relevant work experience in international development;
  • Substantive knowledge of positioning volunteerism in intergovernmental processes and external partnerships;
  • Expertise in post 2015 development process and implications for partnerships;
  • Strong diplomatic skills and extensive contacts within the development landscape at the UN in New York;
  • Knowledge of external partnerships trends and potentialities in light of the new Sustainable Development Agenda;
  • Direct experience working with UN organizations on advocacy relating to volunteerism;
  • Strong research skills; strategic partnerships orientation and good analytical and drafting abilities;
  • Excellent understanding of, and commitment to, volunteerism and familiarity with civil society organizations at both international and national level;
  • Knowledge of volunteering issues and their link to sustainable development;
  • Sound knowledge of the United Nations system in particular at UN HQ in New York.

Language:

  • Excellent writing, editing and oral communication skills in English required;
  • Fluency in another UN official language is an asset.

Criteria for Selection of the best offer:

The selection of the best offer will be based on the combined scoring method – where the qualifications and methodology will be weighted – 70% and combined with the price offer, which will be weighted 30%.

Key selection criteria are:

  • Proven expertise in post 2015 development process and implications for partnerships - 15% ;
  • Substantive knowledge of positioning volunteerism - 20%;
  • Knowledge of external partnerships trends - 20%;
  • Direct experience working with UN organizations on advocacy and knowledge of the UN system in particular at UN HQ in New York  - 15%.

The technical proposal shall describe the methodology and the approach how to fulfill the required deliverables as well as outline the major components of its implementation.

The financial proposal shall consist of all-inclusive lump sum for the entire duration of the contract period. The sum shall include the consultancy fee, cost of travel  and per diems to and from the duty station. The financial proposal shall contain a breakdown of these costs and indicate the number of off-days the consultant wants to take during the contract period (if any).

The lump sum/contract price is fixed regardless of subsequent changes in the cost components. See Annex 1.
