Background

Within the cohort of the UNDP Programme (2015-2018) , the programme will  provide technical expertise and support to the PAM. The programme aims at specifically achieving the following outputs:

  • Output 2: PAM has access to resources and methodologies that build capacity in evidence-based policy and programme development;
  • Output 3: Improving the tripartite participation in the International Labour Standards system and promoting the application of conventions;
  • Output 4: Labour Inspection System modernized and effective in line with the ILS (International Labour Standards) and OSH (Occupational Health and Safety) services improved and strengthened;
  • Output 5: Report on performance of PAM produced, disseminated and issued for evidence base planning.

PAM plans to improve the labour conditions and management system by analysing the demographic imbalance, making sound decision based on enhanced reporting mechanisms and upgrading its services quality for all economic and social actors. This programme aims to support PAM in its efforts to develop its internal capacity in reporting on its own performance, on labour movement and on its compliance with international labour standards.

Duties and Responsibilities

Under the direct supervision of the Project Manager, the Project Administrative/Finance Assistant will undertake the following tasks:

  • Liaising with UNDP CO on all financial and administrative issues, including procurement, recruitment, ensuring compliance with UNDP rules and regulations on financial and administrative procedures;
  • Working in close coordination with other UN agency coordinators,  ensure proper implementation in line with the workplan and complementarity with the work of other UN agencies;
  • Assisting in the logistic preparation and implementation of training sessions, workshops, meetings, and other activities pertaining to the project;
  • Assist in the drafting all required project reports (quarterly, annual, and other specific requested reports) and prepare documentations for the Project Board meeting;
  • Assist in Preparing and implementing the annual project budget, the recruitment and procurement plan;
  • Establishing and maintaining orderly filing and document retrieval systems;
  • Keeping and maintaining proper personnel files for all project staff (leaves, missions, travel, medical clearance, etc.), and following up on contracts of project staff (extensions, renewals, etc.);
  • Assisting in the office’s communication, receiving and screening incoming calls and visitors, handling faxing, scanning, and photocopying. Following up on correspondence and preparing brief responses when necessary;
  • Assisting in collecting and assembling briefing material, speeches, correspondence, documentation, to be used in official meetings and conferences;
  • Perform additional tasks as reasonably requested by the Project Manager;
  • Support to knowledge building and knowledge sharing.
  • Gathering of information for preparation of cost-recovery bills in Atlas for the procurement services provided by UNDP;
  • Perform additional tasks as reasonably requested by the Project Manager.

  • Familiarity with UNDP rules, regulations, and procedures is a plus;
  • Administrative /finance experience and good knowledge of public administration systems;

  • Excellent writing communication skills, with the ability to produce detailed and  analytical reports and studies.

Required Skills and Experience

Education

  • University degree in business administration or other relevant degree.

Experience

  • A minimum of 5 years of relevant experience, preferably with the public administration and International Organizations;
  • Excellent experience in the usage of computers software package and databases, in particular (Word, Excel, and Power point, etc.).

Language:

  • Fluent in Arabic and English.

Computer and other Skills:

  • Good knowledge of administrative rules and regulations;
  • Proven interpersonal and communication skills;
  • Excellent experience in the usage of computers and office software package (MS Word, Excel, etc.).
