Background

Over the past decade, UNDP has been working substantively on climate issues supporting 140 countries across all regions with a total portfolio of U$1.34 billion in order to strengthen national and local capacities and to develop adaptation and mitigation solutions in order address challenges imposed by climate change and to transition countries toward low-emission and climate-resilient development pathways.

As part of its communications and advocacy plan for COP21, UNDP would like to produce a report which provides an overview of UNDP’s substantive support on climate change over the last decade. The report, to be widely dissiminated to member states and key partners during COP21, will showcase the scope and key achievements of the work on the ground in countries, emphasize the important role of UNDP in contributing to the UNFCCC processes and implementation of national commitments, and reiterate UNDP’s continued active role and support in the future.

Duties and Responsibilities

The consultant is expected to develop a narrative report with info graphics presenting the scope and results of UNDP’s work on climate change for the period 2008-2014.

The report will contain at least the following information:

  • i) An overview of climate change context and UNDP’s roles;
  • ii) UNDP’s total investment on climate change broken down by thematic areas and regions for the period 2008-2014;
  • iii) UNDP’s achievements for each region and thematic areas; iv) specific country results and achievements; and v) future direction of UNDP’s roles and support.

Key tasks to be undertaken by the consultant include:

  • Review and compile data and results information from UNDP’s climate change programmes and projects for the period 2008-2014 from various sources of information including but not limited to the following sources: UNDP ROAR/ATLAS/open database, key relevant publications, annual reports, donor reports, and briefing notes;
  • Liaise with relevant UNDP global programme coordinators and regional advisors to obtain specific information, results and country examples to feed into the report;
  • Develop info graphics diagrams in consultation with the design company;
  • Draft full narrative results/infographic report in line with an agreed content/outline;
  • Support the finalization of the report by working on the final proof-reading with the design company;
  • Develop a power-point presentation of the report;
  • Draft an introduction note to the report for release purpose.      

Expected Deliverables and Duration of Work

The expected total duration of the assignment is 40 working days over a contractual period starting 15 July to 31 October 2015.

The consultant is expected to produce the following deliverables within the proposed timeframe below:

Institutional Arrangement

The consultant will be under the overall supervision and guidance of the UNDP Global Team Leader on Climate Change. He or she will work and periodically report progress of work to UNDP’s Results Reporting, Advocacy and Partnerships Coordinator. The consultant will also interact with other members of UNDP’s Core Team for COP21. The consultant is expected to be home-based and thus required to communicate across different time zones with relevant UNDP colleagues based in New York, Geneva and all Regional Hubs. No travel is required for this assignment.

Required Skills and Experience

   Education:

  • Advanced university degree (at least Masters or equivalent) on Development Studies, Environmental Science, or other related areas.

Experience:

  • At least 5 years of development report writing and publications;
  • Proven experience in research, compilation and analysis of development data and information;
  • Working knowledge and experience on climate change and/or environment and energy;
  • Previous experience or working knowledge on UNDP’s work is an advantage.

Language:

  • Fluency in written and spoken English.

Schedule of Payments

Payments will be made against satisfactory completion of deliverables and upon certification by the direct supervisor.  The recommended payment schedule is as below:

Step 1:

  • At least two samples of related written work or publications through accessible web links (Do not attached the whole publications). For each sample, a brief explanation on how the candidate involved in the development and writing of the publication (i.e. research methodology, stakeholders involved, etc.) needs to be provided – this can be included and/or attached in the P11 or CV.
  • Brief description of why the individual considers him/herself as the most suitable candidate for the assignment. Indicate available start date.

Step 2:

Submission of Financial Proposal

The proposals should be sent via email with the following subject heading: “Financial Proposal – Report Writer" by the deadline of this vacancy.

In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, travel related expenses, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal.

Criteria for Selection of the Best Offer

The award of the contract will be made to the individual consultant whose proposal is determined as having the highest combined score of the technical and financial scores, calculated as follows:

Technical criteria weight (70%)

Financial criteria weight (30%)

Only candidates obtaining a minimum of 70 points out of 100 at the technical evaluation will be considered for the financial evaluation.

Technical Proposal (70%)

The breakdown of the evaluation of the technical proposal is as follows:

  • Advanced university degree (at least Master or equivalent) on Development Studies, Environmental Science, or other related areas/10 points;
  • At least 5 years of development report writing and publications including research, compilation and analysis of development data and information/25 points;
  • Quality of the submitted samples of work/30 points;
  • Working knowledge and experience on climate change and/or environment and energy/25 points;
  • Previous experience or working knowledge on UNDP’s work/10 points.

Total 100 points

Financial Proposal (30%)

The following formula will be used to evaluate financial proposal: p = y (µ/z) where:

p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal (30 points)

µ = price of the lowest priced proposal
z = price of the proposal being evaluated

The award of contract will be made to the individual consultant who receives the highest combined score out of the weighted technical and financial criteria as specified above.
