Background

The Sustainable Development Goals Fund (SDG-F, www.sdgfund.org) is a development cooperation mechanism created in 2014 by UNDP, on behalf of the UN system, with an initial contribution of the Government of Spain, to support sustainable development activities through integrated and multidimensional joint programmes. It builds on the experience, knowledge, lessons learned and best practices of the previous MDG Achievement Fund (2007-2013), while expanding its activities towards sustainable development and a higher attention on public-private partnerships. Gender and women’s empowerment is a cross-cutting priority in all our areas of work. The SDG-F intends to act as a bridge in the transition from MDGs to SDGs, providing concrete experiences on “how” to achieve a sustainable and inclusive world post 2015.

The SDG-F Secretariat is the operational coordination unit for the Fund and services the SDG-F Steering Committee. The Secretariat sits in the Bureau for External Relations and Advocacy (BERA) of UNDP headquarters. The Secretariat is delegated by the Steering Committee to ensure policies and strategies decided by the Steering Committee are implemented and adhered to.

The Monitoring and Evaluation Consultant, working under the supervision of the SDG-F Director, and in close coordination with the SDG-F Secretariat team, will provide M&E services to the SDG-F Secretariat.

The work of the incumbent will contribute to the effective monitoring and evaluation of the SDG-F’s joint programmes and activities.

Duties and Responsibilities

Specific Duties 

Sound advisory support:

  • Assess the quality of proposed Joint Programme Monitoring and Evaluation Frameworks submitted to the Fund;
  • Provide advisory support to the Directorate on the M&E systems and strategies in place to capture impact of the fund in advancing the selected SDGs; and
  • Provide support to the Directorate on private sector partnerships.

Strategic guidance, technical support and coordination of monitoring and evaluation exercises at different levels:

  • Support and guide eligible countries in their monitoring and evaluation plans to ensure consistency;
  • Support to plan, coordinate, manage and execute SDG-F level Monitoring and Evaluation exercises including Annual and mid-term reviews and thematic evaluations (in coordination with the Directorate of the SDG-F);
  • Provide logistical and technical assistance to relevant M&E activities and processes;
  • Prepare and participate to field monitoring visits; and
  • Support to coordinate, design and implement partnerships with private sector.

Management of data, information and knowledge generated:

  • Extract lessons learnt, share knowledge and disseminate good practices, and formulate recommendations to improve overall programme planning, implementation and evaluation;
  • Collate, consolidate and prepare reports on the M&E and private sector activities processes as required by the SDG-F and the SDG-F Steering Committee;
  • Liaise with UNEG/UNDG to incorporate emerging best practices to UN policy on monitoring and evaluation;
  • Undertake research, data collection and maintenance of database on relevant tools and references on the harmonization of M&E instruments and technologies of the UN system and OECD/DAC global practice; and
  • Prepare relevant M&E and private sector materials for the Fund web-site.
  • Other tasks that might be required.

Expected deliverables (on call):

Examples of deliverables include but are not limited to the following:

  • Participation in monitoring and evaluation activites as required;
  • Advising and support to country offices and SDG-F Secretariat for M&E purposes as required;
  • Development of SDG-G’s monitoring and evaluation forms and guidelines;
  • Review of monitoring and evaluation reports provided by joint programmes;
  • Draft research pieces.

Deliverables and Timelines

Payments will be made on the satisfactory delivery of the products and the appropriate management of associated processes needed to achieve the above-mentioned tasks and objectives.

Travel

This consultancy will require periodic interaction with the SDG-F Secretariat. The candidate does not need to be based in New York but does need to be available for these interactions.

The cost of any travel (including DSA) will be borne by the SDG-F Secretariat upon previous approval. Ticket cost will be based on economy class. Boarding passes are required to be presented along with F10s after returning from each mission/trip.

Competencies

  • Superior written and oral communication skills, with the ability to convey complex development concepts and recommendations in a clear and persuasive manner that is tailored to a range of audiences.
  • Research background.

Required Skills and Experience

Education:

  • Master's degree in social policy, public policy, politics, economics, development studies or a related area.

Experience:

  • Minimum 5 years of relevant experience at the national and international level in international development issues;
  • Experience in programme/project formulation, monitoring and evaluation with international organizations, as well as private sector.
  • Field experience and private sector experience will be an asset;
  • Demonstrated experience working with UN Agencies and Member States;
  • Experience working in international environments or in international networks;
  • Knowledge in the international development agenda and in particular the Millennium and Paris Declarations.

Language:

  • Proficiency in English;
  • Spanish will be considered an asset.

  • Financial Proposal for the assignment stating your “all-inclusive (*)” daily fee to be included in the Statement of interest (cover letter) above;
  • Candidates short-listed for this position will be requested to submit a “Letter of Confirmation of Interest and Availability”.

All-inclusive” implies that all costs (excluding mission travel) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal.

Evaluation

The Secretariat will conduct a cumulative analysis in selecting the best candidate weighted on the basis of 60% for technical expertise and 40% for the financial proposal.

Individual consultants will be evaluated using the Cumulative Analysis methodology.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight: 60%;
  • Financial Criteria weight: 40%.

Only candidates obtaining a minimum of 70% (10.5 points) would be considered for the Financial Evaluation.

Technical Evaluation Criteria (Total 100% - Max. Point 15)

Technical Criteria:

  • Knowledge of and experience in monitoring and evaluation, 1/3 of technical score 5;
  • Understanding of the role of the private sector in development, 1/3 of technical score 5;
  • Understanding of key issues related to development. 1/3 of technical score 5.
