Background

UNHCR Office in Rabat is composed of 5 units: Administration/Finance, Programme, Protection, Refugee Status Determination, and External Relations.

The NUNV will work within the Protection Unit. The unit is presently composed of 5 staffs, including a Protection Officer, an Assistant Protection Officer, A Protection Associate, an Associate Community Services Officer (IUNV), and a Community Services Assistant. He/she will work under the supervision of the Community Services Associate.

The NUNV will be working in close collaboration with UNHCR implementing and operational partners, as well as with other UN Agencies on thematic issues such as SGBV, Education, etc.

 

Duties and Responsibilities

Under the direct supervision of the Associate Community Services Officer, the national UN Volunteer will undertake the following tasks:

  • Provide technical support on Sexual and Gender Based Violence, including in particular:
  • In close liaison with the IPs, keep track of incidents reports, monitor referrals of the SGBV survivors to appropriate actors by UNHCR /IPs for further management of the case;
  • Assist in conducting an assessment on SGBV risk factors among persons of concern, flag potential risks or challenges emerging from data analysis and make recommendations to address them;
  • Assists in developing ways in which community involvement can be increased and community groups strengthened;
  • Liaise closely with IPs/OPs to ensure that for each individual case there is a compliance to the SOP’s related to safety of the survivor, adequate health and medical, psycho social care and judicial and legal support;
  • Strengthening data collection mechanisms, in close liaison with the IPs/OPs and UNHCR’s Protection staff;
  • Contribute to effective information management on SGBV survivors through the provision of disaggregated data on populations of concern and their problems;
  • Strengthen mechanisms related to mapping trends, tracking and analyzing data related to individual SGBV survivors;
  • Strengthen existing reporting formats to ensure that they match the SGBV strategy requirements;
  • Capacity building of IPs staff and outreach workers in responding to SGBV survivors and their further management;
  • Ensure reporting on SGBV activities and indicators.
  • Participate in community services activities aimed at supporting implementing partners provide services to refugees and other persons of concern to UNHCR, especially for persons with specific needs.
  • Work with persons of concern and contribute to defining appropriate interventions that address specific needs of persons of concern according to UNHCR policies, in coordination with partners.
  • Ensure specific needs are duly recorded in the existing database system and reports are drafted.
  • Undertake other duties as required.

Competencies

Furthermore, UN Volunteers are required to:

Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Output:

The NUNV will report on agreed objectives on a regular basis. It is expected that he/she will provide quality technical support in particular on SGBV issues, build the capacities of implementing partners and provide regular reporting.

 

Required Skills and Experience

  • University degree in social studies, social affairs, community development or any other related field
  • At least 2 years of related work experience
  • Knowledge/Expertise on SGBV (Sexual and Gender Based Violence)
  • Excellent knowledge of French and Arabic
  • Strong drafting and analytical skills
  • Excellent organization, communication and advanced computer skills
  • Knowledge of another official UN language(s)

Living Conditions:

Morocco is a middle-income country; nevertheless in 2012, it was 130th on the scale of the Human Development Index. To improve this situation, the country has for a decade, launched an ambitious development program, the Initiative for Human Development, in which the United Nations actively participate. Furnished or unfurnished rooms are available from $ 500 per month. The national currency is the dirham. The climate is mild in Rabat with very hot summers and short, rainy winters. Public transport, including a train system, is cheap and connects the major centers of the country. There are plenty of taxis in major cities. These cities have a variety of diversions as cinemas, restaurants and shopping.

Conditions of Service

A 1 year contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of 9.000 MAD is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
