Background

The Ministry of Social Development (MoSD) is one of the service-based ministries in Bahrain, given the nature of its mandate and its direct connection with wide spectrum of beneficiaries, and the Bahraini society at large. The United Nations Development Programme (UNDP) Bahrain Country Office, as a strong partner to MoSD, has been engaged technically in supporting the Ministry in its efforts on several development fronts related to its mandate and mission.  UNDP and MoSD have signed a project document to support the implementation of social strategies; namely: National Childhood Strategy, National Strategy for Persons with Disabilities, and the National Strategy for Elderly.  

Currently, MoSD, in collaboration with UNDP, is spearheading the implementation of the mentioned strategies in consultation with all different key stakeholders, governmental and non-governmental, on the national level.  MoSD is also in the initial stage of establishing a “Research and Analysis” until with the mandated to conduct research and produce analytical studies and to enhance the quality of social services provided by the Ministry.

Project activities will strengthen the capacity of all relevant stakeholders to implement the mentioned strategies, and support fulfilling parts of the mandates of the National Committees on the three areas.  Activities will focus on improving coordination among stakeholders, establishing of effective and sustainable institutional arrangements for the implementation of strategies, promoting results and evidence based service delivery and establishing effective policy making, planning and practice.

The Government work plan 2015-2018 is to be taken in full consideration while implementing the activities of the Strategies, which include, but not limited to mapping of the different organizational arrangements of the implementing process and introducing some best international practices in serving areas of childhood, disability and elderly.  On a conceptual level, a concept note is expected to be developed to present bottlenecks and propose solutions for implementing the three strategies, which could be done in pursuit of meeting different stakeholders. Please refer to the section of “Deliverables” for further details of the expected outputs.  
The Consultant will work in close cooperation with UNDP Project focal point, MOSD’s senior staff including Assistants Undersecretaries responsible of the (Childhood, Disability and Elderly) sectors, and representatives from the three National Committees.

Duties and Responsibilities

  • Start a consultative process with all relevant stakeholders (governmental and non-governmental) on the possible models and organizational arrangements for the implementation of the three strategies
  • Design a mechanism for the participation of non-governmental structures in the implementation of the three strategies.
  • Develop a framework to:Produce a catalogue of all social services in the country, including information about access to each service, Develop a Client Services Charter (based on the catalogue of social services).
  • Map the organizational arrangements and institutional architecture of the implementation of the three social strategies; and identify international linkages that can produce cost-saving measures or enhance quality of services.
  • Develop a roadmap for an impact methodology assessment for the measurement of social services delivery.
  • Conduct a review of best international practices in the establishment and functioning of “research and analysis units” in the areas of child, disability, elderly and other social issues.
  • Develop a detailed action plan in close cooperation with MoSD for establishing a Research and Analysis Unit, including identifying Unit’s objectives and mandate; and prepare TORs for a follow up expert to support implementation of action plan and developing of business plan and job descriptions.
  • Draft two concept notes on:
  • Reengineering & enhancement of existing social services.
  • Removal of bottlenecks and proposing of solutions for implementing strategies of Elderly, Childhood and Disability.
  • The Government work plan 2015-2018 should be used as a reference, among other documents from UNDP and MoSD.

Required Skills and Experience

Education:

  • Graduate university degree in Social Sciences, Public Policy/Administration, Development Studies, or other relevant fields;

Experience:

    • A minimum of 10 years of work experience in an international development context.
    • Work experience in the social sectors (child, disability, elderly) is a must.
    • Previous working experience with, or good understanding of, the UN system, procedures and principles (and in particular UNDP regulations) is required. 
    • Working experience in a Ministry of Social Affairs will be an asset.
    • Knowledge of social issues and gender principles;
    • Ability to produce deliverables in due time and with quality standards;
    • Strong interpersonal and communication skills;
    • Previous working experience in Bahrain is a great plus.
    • Ability to explain complex concepts in a simple manner;
    • Strong analytical skills, oral and written communication and team building skills; 
    • Excellent working level of English language in both writing and speaking.
    • Working knowledge of Arabic will be an asset.
    • Good understanding of Bahraini family values;

    Language:

    • Fluent in English and Arabic (written, spoken, reading).
