Background

UNDP supports national authorities to develop capacities to manage disaster risks in such a way as to benefit the poor, and integrate environmental as well as disaster management dimensions into poverty reduction strategies and national development frameworks. In Sierra Leone, UNDP works together with the Disaster Management Department (DMD) in the Office of National Security (ONS) to enhance legal frameworks, develop and implement Disaster Risk Management (DRM) strategies and action plans, increase capacity for centralized database management and train stakeholders to monitor, manage, and respond to disasters at the national and local level.

During the Ebola crisis in Sierra Leone, structures were established for emergency response at the national (National Ebola Response Centre) and the district level (District Ebola Response Centres). ONS and DMD are presently undergoing a transition that will enable them to absorb some of the capacities invested in the NERC and the DERCs and respond better to future crises. The consultant will support this transition process as well as longer-term capacity enhancement processes for DMD within the framework of the 2014-2017 United Nations Development Assistance Framework and the UNDP Country Programme Document 2015-2018.

Duties and Responsibilities

The consultant will work under the direct supervision of the UNDP Team Leader, Energy Environment & Natural Resource Management and in close collaboration with the Director and Deputy Directors of DMD, to perform the following key functions:

Support the implementation of DRM capacity enhancement interventions with focus on the following results:

  • Manage programme activities and support the implementation of activities related to DRM in collaboration with concern department and agencies;
  • Technical inputs for the design, development and implementation, as well as monitoring and evaluation of DRM interventions as set out in the AWPs;
  • Collate, assess and analyse methodologies best practices for DRM capacity building, and develop recommendations for future capacity enhancement interventions;
  • Assist in the preparation of resource mobilisation materials;
  • Assist in the preparation of project reports.

Build collaboration between key actors on DRM-related issues with focus on the achievement of the following results:

  • Provide technical and administrative support to coordinate planning and implementation of projects related to DRM together with key government and non-government actors.

Facilitation of knowledge building and knowledge sharing on DRM-related issues with focus on the following results:

  • Compile, analyse and disseminate information relevant for the development and implementation of strategic interventions.
  • Prepare training tools and materials;
  • Document lessons learnt, good practices and success stories, and contribute to communication outputs for national and international dissemination.

The consultant will be expected to deliver the following outputs:

  • Detailed workplan to be submitted to UNDP for approval within 3 working days upon contract signature;
  • Analysis of capacity needs and opportunities for improved DRM in Sierra Leone, submitted to UNDP and DMD within 30 working days upon contract signature;
  • Documented technical inputs for the design, development and implementation, as well as monitoring and evaluation of DRM interventions as set out in the AWPs;
  • Inputs in quarterly and annual reporting on UNDP’s support to DRM;
  • Training tools and materials relevant to capacity enhancement for DMD and its district-level structures;
  • Documentation of lessons learnt, good practices and success stories, and contributions to communication outputs for national and international dissemination;
  • Final consultancy report with summary of achievements, outputs delivered and clear recommendations for future support to DMD.

Payment Modalities:

Payment to the Consulting team will be made in three instalments upon satisfactory completion of the following deliverables:

  • 1st Instalment:  40% upon approval by UNDP of the consultant’s workplan;
  • 2nd Instalment: 30% upon approval by UNDP of the capacity needs and opportunities analyses;
  • 3rd Instalment: 30% upon approval by UNDP of the final consultancy report.

Required Skills and Experience

Education:

  • University degree in Disaster Risk Management, International Development, Social Sciences or another relevant discipline.

Experience:

  • At least 5 years of experience working on DRM-related issues;
  • Demonstrated knowledge of frameworks and processes relevant to capacity enhancement for DRM in least-developed country contexts;
  • Experience in facilitation of stakeholder consultations;
  • Demonstrated experience in advising governmental partners;
  • Experience working in developing countries, specifically in Africa, is desirable.

Language:

  • Fluency in spoken and written English.

Evaluation Criteria:

The candidate will be evaluated against a combination of technical and financial criteria. Maximum score is 100% (70% for technical criteria and 30% for financial criteria). The technical evaluation will take into account the following:

  • Background and minimum educational qualification as defined above: 20%;
  • Professional experience with respect to TOR: 40%;
  • Methodology of approach in accomplishing the consultancy: 40%.
