Background

Under the supervision of the Manager of Marketing and Outreach, the Outreach Consultant will develop creative ideas to communicate UNDP's work to different audiences, including corporate partners and donors. The Outreach Consultant will be responsible for planning and conducting UNDP’s outreach activities.

The Outreach Consultant will be part of the Marketing and Outreach team, working in close collaboration with the Media and Advocacy and with the Digital teams in the Communications Group, within the Bureau of External Relations and Advocacy.

The Bureau of External Relations and Advocacy (BERA) leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving UNDP’s mission. Within BERA, the Communications Group leads and manages external communications through strategy, media, digital communications, marketing, branding and global storytelling

Duties and Responsibilities

The Outreach Consultant will be responsible for planning and conducting UNDP’s outreach activities. The successful candidate will identify key audiences, seeking to maximize the range and impact of outreach activities and positioning UNDP as the leading voice in development.

Outputs:

  • Develop an outreach plan, identifying key audiences and opportunities to promote the organization to key constituencies;
  • Propose and seek strategic partnerships with private sector (e.g. PR companies and advertising agencies) to expand the reach of UNDP's communications activities;
  • Manage and increase network of UNDP's experts that can be tapped to provide information on key messages;
  • Seek speaking engagements and opportunities for UNDP experts to showcase and position UNDP and its work to key constituencies;
  • Give presentations on the work of UNDP to different constituencies;
  • Organize and manage live and web-based outreach events;
  • Respond to queries using standard and customized messages. Undertake research as necessary and/or forward requests to relevant UNDP units, following up and ensuring that information will be provided in a timely manner; and
  • Perform other duties related to marketing and outreach as assigned.

  • Financial proposal specifying the daily fee. All envisaged travel costs must be included in the financial proposal in a separate email.

EVALUATION:

  • Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

  • When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70%

Financial Criteria weight: 30%

Only candidates obtaining a minimum of 70 points would be considered for the Financial Evaluation.

Criteria for evaluation of candidates:

  • Experience in outreach activities for non-profit organizations or UN agencies: 80%
  • Understanding of UNDP’s mandate and demonstrated familiarity with its programme areas of work: 20%

Required Skills and Experience

Education:

  • Master's degree in communications, journalism, political and/or social science, international relations, liberal arts, publishing or development-related field.
  • First degree acceptable if an additional two years of experience in relevant field of communications and/or journalism.

Experience:

  • Minimum of 2 years of relevant experience at the national or international level in communications, advocacy, or publishing;
  • Familiarity with the UN system; knowledge and experience with outreach activities; previous experience with a multilateral or international organization is helpful.

Language:

  • Excellent command of English; fluency in French or Spanish is desirable; additional UN language is an asset.
