Background

UNDP is an Implementing Agency operating under the Multilateral Fund for the Implementation of the Montreal Protocol (MLF). UNDP is also an Implementing Agency of the Global Environment Fund (GEF) for the Chemicals and Waste Focal Area. UNDP’s Montreal Protocol and Chemicals Unit (MPU/Chemicals) works with public and private partners in developing countries to assist them in meeting the targets of the Montreal Protocol (MP) on Substances that Deplete the Ozone Layer (ODS), and the Stockholm and Minamata Conventions in the reduction and elimination of POPs and Mercury, respectively. With regards to its Montreal Protocol programme, MPU/Chemicals focuses on assisting countries in phasing-out HCFCs with funding support from MLF and the GEF. MPU/Chemicals unit in the Asia- Pacific region is located in Asia Pacific Regional Center  (APRC) in Bangkok and provides support to countries in the region, including Bangladesh, Brunei, Cambodia, China, Fiji, India, Indonesia, Iran, Lebanon, Malaysia, Maldives, Nepal, Pakistan, Sri Lanka and Timor Leste.

MPU/Chemicals is seeking  a consultant to provide the services listed below for technical support on project implementation in Maldives and Sri Lanka.

Duties and Responsibilities

The Technical Expert will provide technical support to projects that would include Feasibility Study for District Cooling in Maldives, Demonstration project for Fisheries sector in Maldives, HFC survey in Sri Lanka and HPMP Stage-I in Sri Lanka including verification of HCFC consumption for 2013, 2014 and 2015 in Sri Lanka (“Project activities”).

  • Review project activities in the identified countries and the implementation plan for the years 2015 and 2016.This will include Montreal Protocol projects and projects under CCAC and supported by the US Government.
  • Assist UNDP country office on finalizing Terms of Reference (TOR) of consultant, in line with their requirements for recruitment of project technical consultants for different projects under implementation in the identified countries;
  • Provide guidance on project implementation steps and monitoring to ensure timely completion of the project activities;
  • Provide guidance on policy inputs for assisting the countries in achieving HCFC phase-out in an effective manner;
  • Submit quarterly progress report on implementation status of project activities in these countries;
  • Provide technical guidance on end-of-life programmes of equipment containing CFCs and HCFCs in Maldives and Sri Lanka;
  • Any other activities related to the projects assigned by the Regional Programme Coordinator including GEF related projects.

Required Skills and Experience

Education:

  • Bachelor’s Degree in chemistry, chemical engineering, business administration; Master’s degree in related field is desirable,

Experience:

  • At least 5 years of relevant technical and managerial experience in ODS reduction activities and extensive experience in the application and use of non-ODS substitutes in the context of the Montreal Protocol;
  • Minimum 5 years of work experience in Montreal Protocol activities in the foam, refrigeration, and air-conditioning sectors, specifically in the context of field survey and analysis, project management and monitoring and reporting on project progress;
  • Previous experience with the Multilateral Fund for the Implementation of the Montreal Protocol (MLF) in Asia-Pacific region projects is desirable;
  • Minimum 2 years of relevant work experience in the reduction and elimination of persistent organic pollutants including development of projects under GEF;
  • Minimum 5 years work experience in developing countries, including project implementation, monitoring and evaluation activities, including interactions with Government institutions for project implementation coordination;
  • Experience in working with UNDP projects and familiarity with UNDP procedures.Familiarity in working with UN Programmes is desirable;
  • Familiarity with MLF and GEF policies and procedures;
  • Knowledge and experience in other cross-cutting environmental conventions and mechanism such as Montreal Protocol, GEF, Kyoto Protocol, Sound Chemical Management policies etc. is desirable.

Language requirements:

  • Fluency in both written and spoken English is required.

Duration

  • The contract will enter into effect upon signature of both parties and is expected to last for six months with a maximum of 25 working days.

Fees

  • The consultant will quote his/her fee based on an all-inclusive daily rate (i.e. inclusive of all foreseeable expenses, travel, insurance, communications, etc.).

Payment

  • Payments will be made upon satisfactory completion and certification by UNDP.

Travel

  • The consultant will undertake one mission to Sri Lanka and Maldives spanning 5 days each, including travel date, for this assignment;
  • Missions not foreseen shall be paid to the consultants as per IC Rules and Principles.

Evaluation Method

Best value approach will be used

  • Consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants’ technical capabilities and financial proposal;
  • Combined weighted scoring: Technical (70%); Financial (30%);
  • Final Score = (Technical Capabilities) + (Economic Proposal.
