Background

As of 2010, the Office of the Global Information Advisor (GIA) under Bureau of Management, Office of Information Systems and Technology (BOM/OIST) is responsible for ICT support to its Country Offices in more than 160 countries.

To be able to efficiently manage the support to Country Offices, the GIA Unit developed the ICT Registry, which depicts the status of the various elements of the ICT infrastructure and set-up in each office. The ICT Registry is a useful tool for continuous service improvement in Country Offices (CO) as it provides a dashboard of CO’s compliance against minimum standards and is a repository of information for Configuration Management purpose. The benchmarking of the CO against these minimum standards are analyzed and used to improvement ICT service in CO.

The ICT Registry was developed under the ASP.NET MVC 5 Framework and is hosted at UNDP’s internal infrastructure. The system uses Entity Framework to access MySQL database. It also features several data interconnection modules to the UNDP’s SharePoint Services.

Duties and Responsibilities

BOM/OIST/GIA is looking for a web application developer for maintenance and further update of the ICT Registry. The task will include the design of database structure and development of application layer above this database. It is also planned that the ICT Registry will be moved to the SharePoint platform. In such case, the role of the developer will also be to migrate the current system to the SharePoint and development of new modules under the UNDP corporate SharePoint platform.

The design of new modules and features must be attractive and simple to use. The design must follow already defined layout of the current system, while adopting new trends and technologies, where appropriate.

The application must be available in English language and programmed according to the following necessities:

  • SharePoint 2010 or .NET will be the underlying platform;
  • Development and design of the application will be under the supervision of the GIA Unit;
  • The design of the system will follow UNDP web Application Security Standards. (the document will be made available to the successful candidate)

Migration of the ICT Registry from the local hosting to the Outsourced solution of MS Azure.

The system to be fully migrated to MS Azure virtual hosting.

Further development of the existing  ICT Registry tool with the following characteristics:

  • Ability to synchronize the data captured by the application with other ICT systems of UNDP. This refers to the SharePoint 2010 based Intranet within the context of UNDP’s overall Content and Collaboration Architecture;
  • Ability to integrate with the UNDP ICT infrastructure and follow organization’s standards and policies;
  • Scalability and dynamism: It is necessary that the developed tool permits simple inclusion of new data fields, reports, and features to adhere with evolving requirements of the organization;
  • Capability of extracting data for reporting or future processing. The system must also be prepared for other external applications to connect to it and extract data captured in the ICT Registry;
  • Every functionality or module should allow updating, creation or elimination as well as documentation where applicable.    July 2016.

  • December  2015.

New features incorporated into the ICT Registry, including but not limited to the following:

  • The Total Cost of Ownership (TCO) Module;
  • Inclusion of new managed services to the E-Store;
  • New standard and custom reports;
  • ICT Index 2015 (An index measuring ICT related metrics of UNDP Country Offices);
  • Additional ad-hoc  modules and features according to emerging requirements.

  • July 2016.

Several data connection interfaces developed allowing the tool to connect to external sources of data in UNDP to avoid data duplication. In order to achieve this, several data connection interfaces will need to be developed.

Required Skills and Experience

Education

  • University BA degree in computer science or related area;
  • Relevant certification or training is an asset.

Experience:

  • 3 years of working with relevant programming platforms used for portal development: .NET, MySql, Javascript, CSS, HTML;
  • 3 years of experience in information and communications technology in the ICT applications area and web-based ICT solutions;
  • Proven experience with similar projects for large organizations, preferably international organizations.

Language:

  • Fluent writing, editing, and oral communication skills in English.

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk review and interviews) and financial criteria specific to the solicitation.

Only the highest ranked candidates will be invited for interviews and only candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 70 points:

  • Criteria A – max points: 10 - Education & qualification;
  • Criteria B – max points: 15 - Proven experience with application development in .NET environment;
  • Criteria C – max points: 15 - Proven experience with design of complex databases, preferably in MS SQL or My SQL;
  • Criteria D – max points: 10 - Proven experience with development of database driven portals and CMS system;
  • Criteria E – max points: 20 - Interviews - Reference projects, communication skills.

Financial Criteria - 30% of total evaluation – max. 30 points
