Background
A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the A2Iproject, fundamental progress has been made in improving access to public services. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.
The objective of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following 4 components of the project:
Component 1: Strengthening existing e-services and launching a second generation of integrated, inter-operable e-government applications; (e-Service)
Component 2: Sensitizing government officials, training for service providers and expanding digital literacy among the general public; (Capacity and Awareness)
Component 3: Forging strong policy and strategy links to ensure implementation of needed legal and regulatory changes in support of the project; (Enabling Environment) and
Component 4: Promoting innovation in the delivery of e-services. (Innovation)
Under the direct supervision of Domain Specialist (Innovation Training) the Capacity Building Associate, who will work closely with Domain Specialist (Innovation Training) to assist him in identifying scope of financing innovations, draft strategies to launch innovation fund to encourage a citizen centric service delivery.
The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by PMO and Cabinet Division.
Duties and Responsibilities
Summary of Key Functions:
- Coordinate in formulation of program strategies
- Program management support especially capacity building unit/team
- Facilitation of knowledge building and knowledge sharing
- Conduct and or co-facilitate training/workshops for GoB officers at multilevel
- Function as an effective member of the Capacity and Awareness component of the project
- Perform other related duties and responsibilities as and when required assigned by project management
Duties & Responsibilities:
- Manage day to day routine administration of the projects training component concerning personnel & logistic support
- Prepare routine correspondence and general reference documents, organize data and information, maintain records and documents to facilitate monitoring of all trainings activities
- Organize data and collect information for relevant partners
- Manage/coordinate/conduct the training program in any level
- Maintain project and training files, documents and provide support to project management and consultants/experts
- Provide guidance in implementation of the AWP and monitoring of the implementation progress
- Manage and coordinate organizing capacity building activities
- Coordinate designing the citizen-centric training
- Guide the field level trainers’ group in the implementation of project activities specially trainings.
- Ensure documentation of training activities.
- Coordinate with others teams to support their training needs and record keeping.
- Follow-up implementation of the pilot projects
- Carry out any other job as assigned by the Project Management Team

Required Skills and Experience
Education:
Bachelor’s degree in Development Communication / Development Studies / Management / Public Administration / Sociology
Experience:
- At least 5 years relevant working experience especially in training/capacity building with national / international organizations
- Having good expertise in communication and coordination with govt. officials is desirable
- Knowledge of local government focused project is preferable
- Previous experience in working with UN, Government agencies, donor and other development partners would be an added advantage
- Excellent ICT and computer skills
