Background

As the largest developing country in the world a major emerging player in global governance, China can share its profoundly valuable experience for the entire international community and also act as a bridge-builder between institutions and nations in the sustainable development era. The timing is indeed opportune for China as it has a chance to align its G20 presidency in 2016 with the implementation of the post-2015 development agenda.

Toward this end, the Global and Regional Cooperation Team is recruiting a policy consultant in order to support UNDP’s efforts to enhance China’s domestic, regional and global engagement, with the ultimate aim of facilitating substantial, long-term progress in international cooperation.

Objectives/ Expected Results:

The main responsibilities of the Policy Consultant are to assist the Global and Regional Cooperation Team of UNDP China CO in conducting policy research and supporting various global and regional initiatives on key development issues, which include China’s engagement in the post-2015 process and G20.

Duties and Responsibilities

Under the guidance of the Senior Advisor to the UNDP Resident Representative, and with inputs from the Programme Manager, the Policy Consultant is responsible for identifying and producing and/or commissioning research and analysis on sustainable development, global governance, and G20. He/she will also support work in the area of specific global and regional initiatives. Moreover, he or she assists the Team in identifying and enhancing the policy impact of UNDP projects and programmes.

Summary of Key Functions

Produce policy research on key global and regional development issues:

  • Collect and analyze quantitative and qualitative data on China’s development in the context of other important global and regional issues, including but not limited to Post-2015, G20, AIIB, NDB, and BRICS;
  • Analyze information on research institutes on global and regional development studies; prepare substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects;
  • Prepare inputs for reports on global governance and development studies for both external and internal purposes;
  • Draft speeches for UNDP Senior Management if needed;
  • Contribute to the development and strengthening of UNDP’s research networks on global development studies.

Support to the specific global initiatives and activities of the Team:

  • Provide technical support to the preparation of specific global initiatives and relevant events, such as collecting the background information, drafting background papers, taking meeting minutes and generating summary reports;
  • Review drafts of research papers and/or speeches drafted internally and externally;
  • Provide administrative support to the preparation of the global initiatives and events, such as timely drafting and submission of the relevant donor-requested documents, and going through internal operational process of the event preparations;
  • Provide operational support to the Team’s daily housekeeping issues, such as contributing to the work plan, proposals, and reports.

Help identify policy options and initiatives on various themes including but not limited to Post-2015, BRICS, and G20:

  • Provide support to the formulation and implementation of the country office’s global programmes;
  • Assist policy advocacy and programme advisory tasks such as preparing project briefs, speeches, presentations, and strategy papers related to international development cooperation and brief visiting missions, donor agencies and national counterpart agencies;
  • Maintain good partnership with the relevant UNDP internal units and national counterparts, as well as donors;
  • Conduct missions in China if needed.

Duration:

  • Duration for the contract is 12 months.

Competencies

Functional Competencies:

  • Strong knowledge of global governance issues;
  • Excellent understanding of China, politically and economically as well as its role in the global development sphere.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Political or Social Sciences, International Studies, International relations, International Development Studies or related disciplines.

Experience:

  • At least 2 years of relevant experience at the national or international level in providing advisory services and hands-on experience in policy making and project designing.

Language:

  • Fluency in both written and spoken English required.

IT Requirements:

  • Sound IT application knowledge.
