Background

The United Nations Development Programme (UNDP), acting as an implementing agency of the Global Environment Facility (GEF), is providing assistance to the Republic of Belarus in the preparation of the GEF Full-Size Project (FSP) Conservation-oriented management of forests and wetlands to achieve multiple benefits.

The objective of the proposed project is to introduce conservation-centered and financially self-sustainable approach to management of forests and wetlands bearing internationally important biodiversity and important for climate and land integrity.

The project will include three components.   Component I will aim at improving the financial sustainability and management effectiveness of forest and wetland biotopes in globally important protected areas in Belarus. Component II will deal with sustainable forest and wetland ecosystem management in buffer zones and economic landscapes adjacent to Protected Areas. Component III will focus on forest and wetland restoration, targeted threat and status research and monitoring of globally important species.

Duties and Responsibilities

The principal responsibility of the international consultant is to coordinate the preparation of the UNDP/GEF Tracking Tool for the project, and coordinate the preparation of the CEO Endorsement request document and Project Document for the FSP using the standard GEF templates. The templates of the Tracking Tool, CEO Endorsement request and UNDP Project Document are provided additionally.

The international consultant will work under the overall guidance of the UNDP Belarus Country Office, in coordination with the Ministry of Natural Resources and Environmental Protection of Belarus, informed by guidance from the UNDP/GEF Regional Technical Advisor/Specialist in the IRH. While working on his/her assignment, the international consultant is expected to lead a team of national consultants composed of chief biodiversity expert, forestry and biodiversity expert, wetlands biomass use specialist, GHG calculation expert, along with specialists on European Bison management and sustainable use of floodplain pastures. The international consultant will work in close cooperation with the relevant local agencies (ministries, research institutions, NGOs) and other stakeholders relevant for the subject-matter of the project, and will strive to create conditions conducive to strengthening the national ownership of the project.

Required Skills and Experience

Education:

  • University degree in the fields of biodiversity conservation and environmental protection, natural resource management. Advanced degree is an advantage.

Experience:

  • At least 10 years of experience in protected area management, planning and/or financing, environmental protection and biodiversity/natural resources management, related scientific research, or environmental program design and implementation;
  • Prior experience with UNDP is an advantage;
  • Recent and proven successful experience in developing GEF projects under biodiversity focal area and multi focal area;
  • Working experience in the CIS region is an asset.

Language:

  • Fluent in written and oral communication in English.
