Background

Based on the Cabinet Resolution No. 04-2238, stating the “approval to start the implementation of the steps to establish the Renewable Energy and Energy Efficiency Center in collaboration with the United Nations Development Programme (UNDP)”; the Office of the Minister of Energy and UNDP signed an agreement on 26 November 2014 to establish the Sustainable Energy Unit as a first step towards the establishment of Renewable Energy and Energy Efficiency Center.  The key objective of the unit is to develop a cohesive and sustainable energy policy and to promote Renewable Energy, Energy Efficiency and Conservation in the country. The unit will also work towards bridging the legal, institutional, and capacity gaps in order for the Bahrain energy sector to meet the future challenges.
The Bahrain Sustainable Energy Unit is the entity mandated to lead and promote energy efficiency practices, transfer and diffuse renewable energy technologies and draft related policies and regulatory frameworks in close coordination with stakeholders and partners in the Kingdom of Bahrain and will work on developing the National Energy Efficiency Energy Action Plan (NEEAP) ;as per the guidelines of the League of Arab States, and Nationally Appropriate Mitigation Actions (NAMAs) or National Renewable Energy Action Plan (NREAP), with articulated targets, that will eventually be the base for developing the National Energy Policy.

The joint project has the main following outputs:

  • Establishment of Bahrain Unit for Sustainable Energy
  • Institutional capacity building of Unit for Sustainable Energy
  • Development of National energy policy paper and a framework for National Energy Strategy
  • Promotion of Energy Efficiency
  • Promotion of Renewable Energy resources

The outputs of the project as well as the deliverables of the assignment are in line with the Bahrain Economic Vision 2030 and the Government Action Plan 2015-2018.

This IC Notice is posted to acquire the services of a National Technical Coordinator to coordinate work of the unit; especially on the NEEAP and NREAP development and to provide technical advice and input throughout their formulation process.

Duties and Responsibilities

Scope of Work:

The Technical Coordinator will undertake the tasks and assume the responsibilities described in the attached terms of reference (Annex I). The Technical Coordinator will be required to:

  • Facilitate obtaining the information required by the Experts relating to the calculation of the 2020 indicative Energy Efficiency (EE) targets as well as the interim indicative EE targets;
  • Assist the technical experts and the Bahrain Sustainable energy unit in the process of preparing the first working draft of the NEEAP and NREAP based on the collected documents, information and plans.

Provide technical advice and input to the experts in the following:

  • Listing the current EE measures/activities/ initiatives and estimate Electricity saving on National levels (data collection with mandated national entity, methodology and calculation);
  • Obtaining the information pertaining to the available indicative EE targets for the Kingdom of Bahrain, as stipulated in the Arab EE Guideline (Article & II Annex A) of the Guideline (http://www.rcreee.org/node/319);
  • Collecting information data pertaining to efficiency of power systems in Bahrain (Production, Transmission and Distribution).
  • Collecting information pertaining to energy saving initiatives in Power & Desalination plants.
  • Collecting information data on last 5 year sectorial electricity/ energy consumption, existing and projected power mix, projected sectorial electricity demand up to 2020, relevant strategy papers, plans, laws and regulations, etc;
  • Communicating with the relevant stakeholders/entities within Bahrain for the introduction of NEEAP and NREAP, requesting information on relevant activities, plans and projects to be included in these policy documents;
  • Assessing the RE situation in Bahrain; through gathering the required information/data for the NREAP template during 2010-2030, by sector and technology including exiting and projected energy mix, relevant strategy, policy and mechanisms, laws and regulations, grid integration and administrative procedures as well as identify and list of projected required investments for reach technology;
  • Conducting the assessment review of the current practices governing renewable energy development in Bahrain and participation of private investments;
  • Supervise and facilitate the organization of the local workshops for stakeholders;
  • Provide technical advice to the Minister of Energy and the Sustainable Energy Unit members as and when required;
  • Prepare draft documentation including memorandums for the cabinet, parliament, ministerial entities and others;
  • Develop draft organigram of the unit and initiate legal steps for formalization;
  • Provide support to advocating for the Unit among different stakeholders;
  • AOB as deemed necessary by UNDP and SEU.

Deliverables:

  • Produce monthly progress reports. 

Competencies

Technical Competencies:

  • Excellent analytical, research, writing and communication skills;
  • Good knowledge of Bahrain and GCC and the related challenges;
  • Prior experience with United Nations agencies is an advantage, as is knowledge of UNDP policies, programmes, and procedures;
  • Experience in Strategic Planning;
  • Experience in Policy work/ Policy option formulation.  

Corporate Competencies:

  • The expert should demonstrate integrity by modeling the UN’s values and ethical standards; and
  • The expert should display cultural, gender, religion, race, nationality and age sensitivity and adaptability. 

Required Skills and Experience

Academic Qualifications:

  • A post graduate degree in engineering or related area; economics, environment, business, or similar.

Years of Experience:

  • The candidate must have at least 10 years of experience in the field of, energy technologies, energy policies, energy regulations energy efficiency, renewable energy or other energy related areas or environmental science or public policy or management.
  • Work related to establishment of similar units/ centers is an advantage.

Languages Requirements:

  • Proficiency in written and spoken English and Arabic.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
Proposal:

  • Personal CV including past experience in similar projects and at least 3 references
  • Provide a two page max. brief on your approach to the different tasks in the scope of work, explaining why he/she are the most suitable for the work.

Provide the following:

  • One pager on the energy mix (consumption and production) in Bahrain. 
  • One pager on energy efficiency and renewable opportunities in Bahrain. 
  • One pager on energy efficiency and renewable challenges in Bahrain.

Financial Proposal:

  • The financial proposal shall specify a total lump sum amount. The payment terms for this assignment will be monthly based on submission of a monthly progress report.

Evaluation:

The shortlisted applicants will be evaluated using Cumulative Analysis.
 
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight; 80%;
  • Financial Criteria weight; 20%.

Only candidates obtaining a minimum of 70 % would be considered for the Financial Evaluation.

Technical Evaluation (80%):

  • Experience related to Energy efficiency - 25
  • Experience related to Renewable Energy-15
  • Experience related to Energy sector in Bahrain -15
  • Experience in project management/ coordination -10
  • Experience in strategic Planning -10
  • Experience in Policy work/ policy option formulation - 5

Financial Evaluation (20%).

In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. 

A suggested formula is as follows:

p = y (µ/z)

Where:
p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated
The proposal obtaining the overall highest score after adding the score of the technical proposal and the financial proposal is the proposal that offers best value for money. According to the formula:
V = 0.2 (µ/z) + 0.8 (x/y)
V = value for money
x = technical score of the candidate
y = highest technical score
