About UN Women Liberia:

UN Women’s programming in Liberia is developed within the framework of the gender priorities identified in Liberia’s 2012 – 2017 Agenda for Transformation (AfT) and reflected in the 2013 – 2017 UN Development Assistance Framework (UNDAF). The goal of UN Women’s presence in Liberia is to contribute to addressing gender justice and equity through sustained peace building efforts particularly addressing violence against women and girls, promoting gender equality in governance and supporting women’s economic security and rights. The following have been identified as strategic areas for UN Women’s support:

  • Increased leadership and political participation for women;
  • Increased economic empowerment of women , especially those who are most excluded;
  • Women’s leadership in peace, security and humanitarian response;
  • National planning and budgeting processes which promote stronger institutional accountability to gender equality commitments.

UN Women’s programme is implemented within the context of Liberia as a post-conflict country emerging from 14 years of armed conflict with devastating gender dimensions, which continue to pose serious challenges to the achievement of women’s human rights and gender equality in Liberia. UN WOMEN Country Office is currently implementing its 2014 – 2017 Strategic Plan, informed by gender priorities within the Agenda for Transformation (AfT) 2012 – 2017 and the 2013 – 2017 UNDAF ONE Programme.

Duties and Responsibilities

The Communications Consultant will be responsible for developing simplified materials/messages on border procedures covering topics such as: Reporting sexual harassment by border authorities; Procedures for acquiring passport, laisse passer and the strategy for distribution and public display of awareness materials at border points and other public areas for women involved in cross border trade activities and border securities and other actors in providing the requisite support and protection to the women.

Summary of key functions:

  • Conduct an information needs analysis/assessment of the target audience ( women in cross border trader, border security points and key Government Ministries and Agencies);
  • Develop simplified gender sensitive messages to be disseminated and displayed at various border crossing points and public areas of engagements for women in cross border trade;
  • Provide advice and technical support to Ministry of Gender, Children and Social Protection (MGCSP), Ministry of Information, Culture and Tourism (MICAT), Bureau of Immigration and Naturalization (BIN) through the Ministry of Justice and the Ministry of Commerce, Trade and Industry to ensure that women in cross border rights, security and privileges are protected through the use and knowledge of the simplified information materials;
  • Support the Government Ministries and Agencies to develop information materials that target cross border women and raise their awareness about the procedures at various border point;
  • Develop dissemination strategy and a mechanism to monitor the dissemination of publications produced.

Required Skills and Experience

Education and certification:

  • Advanced university degree in Journalism/Mass Communications or related fields, Social Sciences, Economics, Gender/Women’s Studies.

Experience:

  • At least 3 years of experience in working in the communication field with development organizations;
  • Practical experience in communications strategies and projects;
  • In-depth knowledge and understanding of development issues and relevant work experience.

Language:

  • Fluent in English.
