Background

UN Women is the United Nations’ entity for gender equality and the empowerment of women. It was established in July 2010 by the UN General Assembly to accelerate progress on meeting women’s needs worldwide and as part of the UN reform agenda, bringing together resources and mandates for greater impact. Globally, UN Women is mandated to support international political negotiations to formulate globally agreed standards for gender equality, assist UN member states to implement those standards by providing expertise and financial support, and assist other UN agencies in their efforts to advance gender equality across a broad spectrum of issues related to human rights and human development. Through Programme and Technical Assistance in countries that request its assistance, UN Women works with government and non-governmental partners to help them put in place policies, laws, services, and resources that women require to move towards equality.

Women’s Economic Empowerment is one of the key result areas under the UN Women Regional strategic plan with a focus on women in Agriculture and Extractive Industries value chains.  UN WOMEN draws from its global and regional knowledge on normative and legislative frameworks, its partnership with PWYP, EITI, the African Union and UNECA to build the institutional capacities of gender-responsive capacity building in the region on gender and EI.

Given the prevailing importance accorded the EI sector in the Region, it is opportune and urgent for gender responsive work in the EI sector to ensure that women participate in the decision-making in the sector, are engaged in the EI value chain as investors, service providers and workforce, are represented in the sector governance structures including decisions on the allocation of sovereign wealth generated by the EI.

To this end, UN Women seeks the services of a Programme Consultant to support the Regional Office in the implementation of its 2015 work plan on the Extractive Industries.

Duties and Responsibilities

Input in to the Regional Economic Empowerment Programme with a specific focus on the overall planning and implementation of those elements pertaining to Gender Equality in the Extractive Industries (EI) sector:

  • Gathering of information and knowledge relating to gender equality in the EI sector in the ESA Region; and sharing this with relevant networks and UN Women country offices in the Region;
  • Based on analysis of information gathered, identify opportunities and interventions with regards to the EI sector, in relation to the overall strategic Women’s Economic Empowerment Priorities and Regional Programme.

Support the effective management of ‘Gender Equality in EI’ component of the Regional Economic Empowerment Programme focusing on quality control in building and implementing of the programme, achieving following results:

  • Support the overall advancement of gender equality in the EI sector in Eastern and Southern Africa and ensuring UN Women’s strong leadership in the field through consistent and relevant inputs and engagements on programs, dialogues and advocacy opportunities relating to EI;
  •  Ensure the effective monitoring and reporting of all activities and results pertaining to UN Women ESARO’s work within gender Equality in EI;
  • Support the planning and coordination of the Extractives Share fair;
  • Contribute to preparation of proposals, concept notes and eventual donor reports for programs relating to gender in EI; with the support of the women’s economic empowerment manager, advisor and reporting and monitoring specialist;
  • Analyse, reports and activities from country level and identify opportunities for scale-up and dissemination of this information to other country offices;
  • Assisting in the identification of programs best practises and their translation into Knowledge Products. Identification of sources of information related to policy-driven issues;
  • Sound contributions to knowledge networks and communities of practise; especially within the EI sector;
  • Support resource mobilization towards the program.

Expected Deliverables

  • A detailed work plan outlining intended plan of activities to ensure delivery of the expected outcomes within the timelines given;
  • Coordination of planning and execution of the Extractives Share fair;
  • Biweekly updates to DRD of progress on Share fair preparations;
  • Under guidance from DRD provide support to COs on Extractives;
  • Provide timely responses to CO and partners as required;
  • Implementation and follow-up of Extractives activities in the RO AWP for 2015.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent Advanced Degree in Business Administration, Public Administration, Economics, Political Science, Social Science, Natural Resource Management or a related field of expertise.

Experience:

  • A minimum of five years of relevant program work experience in developing countries and preferably engagement and knowledge of the EI Sector;
  • At least one year experience on the Regional Programmes focusing on Development;
  • Experience in development of Knowledge Products on the Extractives Industries sector is a plus.
