Background
Under the direct supervision of the Deputy Resident Representative (DRR), the ARR Team Leader Goverance acts as a programme manager and advisor to senior management on allaspects of UNDP Tunisia governance programme.
The main roles of the ARR Team Leader Governance is to provide sound leadership to the Governance Unit and to develop, position and manage the Governance programme, to overseeand provide quality assurance to project implementation, and to manage the Unit. The TeamLeader leads and supervises the unit team in strategic planning and identifies new programmeareas while ensuring consistency with United Nations Development Assistance Framework/ Country Programme Document priorities and creative responses to emerging challenges and opportunities. The ARR TL facilitates the implementation of theGovernance Programme, ensure implementation of resource mobilization strategies, strengthenstrategic partnership and donor intelligence, undertake knowledge building and sharing as well asmonitoring and evaluation of Governance programme interventions.
The ARR TL governance works in close collaboration with the Management, the Programme and Operations teams and the Programme Support Unit to ensure effective and efficient programme delivery within the overall strategy and approach of UNDP in Tunisia in the framework of its Transformation Plan. He will work as well with Programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme.
Duties and Responsibilities
Summary of Key Functions:
- Ensuring the strategic direction of UNDP Governance programme Management of the CO Governance programme and supervision of the unit team;
- Ensures effective management of the Governance programme and supervision of the relevant unit team;
- Strategic partnerships and support to resource mobilization;
- Provision of top quality policy advice services to the Government and facilitation of knowledge building and management.
As a member of the Tunisia CO management team, ensures the strategic direction of UNDP Governance programme focusing on achievement of the following results:
- Thorough analysis of the governance and political situation of the country andcollaborative preparation/revision of Common Country Assessment, United Nations Development Assistance Framework, Country Programme Document, CPAP, Annual Work Plan and other documents;
- Identification of strategic programme areas of cooperation;
- Operationalization of the Governance aspect of United Nations Development Assistance Framework/Country Programme Document in collaboration with themain partners and other UN Agencies. Identification of possibilities for joint programming.
- Analysis and presentation of UNDP policies and their implementation in the CO;
- CO business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Governance Unit.
Ensures effective management of the Governance programme and supervision of the relevant unit team focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:
- Further design and formulation of UNDP Governance Programme issues in Tunisia,translating UNDP priorities into local interventions;
- Effective application of RBM tools, establishment of management targets and monitoringachievement of results;
- Strategic oversight of planning, budgeting, implementing and monitoring of theprogramme, tracking use of financial resources in accordance with UNDP rules andregulations. The Team Leader performs the function of Manager Level 2 in Atlas fordevelopment projects transactions approval;
- Effective monitoring, measuring the impact of the CO programme and evaluation.Constant monitoring and analysis of the programme environment, timely readjustment ofprogramme;
- Follow up on audit recommendations. All exceptions are timely reported;
- Aggregate reports are regularly prepared on activities, outputs and outcomes;
- Preparation of donor reports;
- Organization of cost-recovery system for the services provided by the CO to projects inclose collaboration with the Programme Support Unit and the Operations Manager.
Establishes and maintains strategic partnerships and supports the resource mobilization focusing on achievement of the following results:
- Implementation of the CO partnerships and resources mobilization strategies to achieveprogramme outcomes;
- Creation and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.;
- Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities;
- Analysis and research of information on donors, preparation of substantive briefs onpossible areas of cooperation, identification of opportunities for cost-sharing.
Ensures provision of top quality advisory services and facilitation of knowledge building and management on governance focusing on achievement of the following results:
- Ensure the governance programme is adequately capacitated with technical expertiserequired to provide top quality advisory services to Government counterparts and otherstakeholders and partners;
- Identification of sources of information related to policy-driven issues. Identification andsynthesis of best practices and lessons learned directly linked to programme countrypolicy goals related to poverty reduction, economic governance, local development,employment and sustainable development;
- Sound contributions to knowledge networks and communities of practice, in particularcontributing to the UN's and UNDP's experience in the area of governance.Organizationof trainings for the Government, partners and project staff on related practice areas;
- Support the development of a national Human Development report;
- Provision of high quality periodic analytical reports on ongoing governance-relateddevelopments for CO and Headquarters consumption;
- Organizes trainings and learning events for the operations/projects staff on programme.
The ARR TL (Governance) supports the integration of all Governance related matters focusing on achievement of the followin results:
- Participate in relevant UN interagency task forces, working groups, and/or theme groups;Makes sound contributions to knowledge networks and communities of practice;
- Acts as Secretary to the United Nations Country Team Theme Group on Governance;
- Facilitate the process of creating and raising level of awareness of CO Governanceactivities;
- Determine appropriate media of reaching out to the public on CO Governance programmes and design strategies for reaching the targets in collaboration with the Communication team.

In particular, the key results have an impact on the design, operation andprogramming of activities, creation of strategic partnerships as well as reaching resourcemobilization targets.In specific terms, it has impacts on the following results areas:
- The ARR TL (Governance) is responsible for daily contact with national counterparts and monitoring of the UNDP programme and for recommendations to Management on necessary course correction in response to changes in the country context and new programme and resource mobilization opportunities;
- When requested by Management, the ARR TL represents UNDP in international and national fora, liaises with external clients and a broad range of constituencies and UNDP counterparts in the Government, local and international media, civil society as well as counterparts from other international organizations;
- The ARR TL (Governance) promotes good cooperation and coordination among programme and operations staff and between the CO and Government counterparts. The ARR TL (Governance) ensures strong coordination with the UN Country Team;
- The ARR TL (Governance) ensures assessment and analysis of governance targets’ achievement.

Required Skills and Experience
Education:
- Master’s Degree or equivalent in Economics, PublicAdministration, Political Sciences, Social Sciences or related field;
- Prince2 training and certification, RMG is an advantage.
Experience:
- 5 years of relevant experience at the national or internationallevel in providing management advisory services, hands-onexperience in design, monitoring and evaluation of governancepolicies and programmes and establishing inter-relationshipsamong international organization and national governments;
- Experience in the usage of computers and office software packages, experience in handling of web based management systems;
- Knowledge of UN is and advantage.
Language:
- Fluency in Arabic and French;
- Working knowledge of English.
