Background
Under the direct supervision of the Deputy Resident Representative (DRR), the ARR Team Leader of the Poverty Reduction and Sustainable Development Unit acts as a programmemanager for all aspects of UNDP Tunisia programme in the area of Poverty Reduction, Millennium Development Goals/SDGs, Economic Governance, Local Development, Employment and Environment&Energy, overseeing a major portfolio of project initiatives, some of which Directly Implemented (DIM) by UNDP. The main roles of the Team Leader are to develop, position and manage thePoverty Reduction programme, to oversee and provide quality assurance to projectimplementation, and to manage the Unit. The Team Leader leads and supervises the unit team instrategic planning and identifies new programme areas while ensuring consistency with the United Nations Development Action Framework/CPD priorities and creative responses to emerging challenges and opportunities.
The ARR Team Leader works in close collaboration with the Management, the Programme andOperations teams and the Programme Support Unit to ensure effective and efficient programmedelivery within the overall strategy and approach of UNDP in Tunisia in the framework of itsTransformation Plan. He will work as well with Programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donorsand civil society to successfully implement the UNDP programme.
Duties and Responsibilities
Summary of Key Functions:
- Ensuring the strategic direction of UNDP programme on Poverty and Sustainable Development;
- Management of the CO programme on Poverty and Sustainable Development andsupervision of the unit team
- Strategic partnerships and support to resource mobilization;
- Provision of top quality policy advice services to the Government and facilitation of knowledgebuilding and management.
As a member of the Tunisia CO management team, ensures the strategic direction of UNDP Poverty Reduction and Sustainable Development programme focusing onachievement of the following results:
- Thorough analysis of the social and economic situation in the country and collaborativepreparation/revision of Common Country Assessment, United Nations Development Action Framework, Country Programme Documents, Country Programme Action Plan, Annual Work Plan and other documents;
- Identification of strategic programme areas of cooperation;
- Operationalization of United Nations Development Action Framework/Country Programme Documents in collaboration with the main partners and other UNAgencies. Identification of possibilities for joint programming;
- Analysis and presentation of UNDP policies and their implementation in the CO;
- CO business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit.
Ensures effective management of the Poverty Reduction and Sustainable Development programme and supervision of the relevant unit team focusing onquality control of the full cycle of programming from formulation to implementationachieving the following results:
- Further design and formulation of UNDP poverty reduction and Sustainable Development Programme in Tunisia, translating UNDP priorities into local interventions;
- Effective application of RBM tools, establishment of management targets and monitoringachievement of results;
- Strategic oversight of planning, budgeting, implementing and monitoring of theprogramme, tracking use of financial resources in accordance with UNDP rules andregulations. The Team Leader performs the function of Manager Level 2 in Atlas fordevelopment projects transactions approval;
- Effective monitoring, measuring the impact of the CO programme and evaluation.Constant monitoring and analysis of the programme environment, timely readjustment ofprogramme;
- Follow up on audit recommendations. All exceptions are timely reported;
- Aggregate reports are regularly prepared on activities, outputs and outcomes.Preparation of donor reports;
- Organization of cost-recovery system for the services provided by the CO to projects inclose collaboration with the Programme Support Unit and the Operations Manager.
Establishes and maintains strategic partnerships and supports the resourcemobilization focusing on achievement of the following results:
- Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes;
- Creation and coordination of partnerships with the UN Agencies, IFI’s, governmentinstitutions, bi-lateral and multi-lateral donors, private sector, civil society etc.;
- Determination of programmatic areas of cooperation, based on strategic goals of UNDP,country needs and donors’ priorities;
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
Ensures provision of top quality advisory services and facilitation of knowledgebuilding and management on Poverty reduction, Economic Governance and Sustainable Development focusing on achievement of the following results:
- Identification of sources of information related to policy-driven issues. Identification andsynthesis of best practices and lessons learned directly linked to programme country policy goals related to poverty reduction, economic governance, local development,employment and sustainable development;
- Establishment of advocacy networks at national level and linked to international networks.Relevant, high-impact advocacy campaigns are implemented with key partners;
- Sound contributions to knowledge networks and communities of practice, in particularcontributing to the UN's and UNDP's experience in the area of poverty reduction and Millennium Development Goals/SDGs;
- Organization of trainings for the Government, partners and project staff on relatedpractice areas;
- Support the development of a national Human Development report;
- Organization of trainings for the operations/ projects staff on programme.
The key results have an impact on the overall success of the country programme and reaching UNDAF/ CPD goals. In particular, the key results have an impact on the design, operation andprogramming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience
Education:
- Master’s Degree or equivalent in Business Administration, Economics, Public Administration, Political Sciences, Social Sciences or related field;
- Prince2 training and certification, RMG is an advantage.
Experience:
- 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of developmentprojects and establishing inter-relationships among internationalorganization and national governments;
- Experience in poverty analysis, aid coordination and/or development of analytical socio economic reports would be an added advantage;
- Experience in the usage of computers and office softwarepackages, expeerience in handling of web based management systems;
- Knowledge of UN is an asset.
Language:
- Fluency in Arabic and French;
- Working knowledge of English.
