Background

Under the guidance and direct supervision of the Humanitarian Affairs Officer and overall guidance of the Head of Office, the Communications Associate supports the formulation and implementation of the communications and advocacy strategies to increase the standing and awareness of OCHA with partners, the media and the public in the Caucasus and Central Asia.                        

The Communications Associate works in close collaboration with communications staff of other UN Agencies, Red Cross / Red Crescent Movement and NGOs and OCHA HQs staff.

Duties and Responsibilities

Summary of key functions:

  • Support to formulation and implementation  of communications and advocacy strategies
  • Maintenance of websites and databases

Supports the formulation and implementation of OCHA communications and advocacy strategies, focusing on achievement of the following results:

  • Provision of inputs and information for communication and advocacy strategy;
  • Support to increased awareness of OCHA’s mandate and goals through development of high-quality public information products, including publications, reporting, briefing materials, press releases, op-eds, articles, web information, etc., and their dissemination to relevant audiences;
  • In support of the advocacy functions of the office, ensure evidence-based high-quality reporting on the humanitarian situation and vulnerabilities in the region reflected in regular reporting products such as weekly and monthly reports, regional humanitarian funding updates and regional humanitarian bulletins;
  • Provide thorough support to high-level visits by drafting talking points, speeches, preparing briefing packs, developing, editing and facilitating thematic presentations as required;
  • Review of reference materials and identification of reference materials for retention. Maintenance of information database and photo library;
  • Research and retrieval of data from internal and external sources;
  • In accordance with guidance from OCHA HQ and in cooperation with UN information offices in the region, mark the World Humanitarian Day on 19 August; contribute to joint UN information campaigns (UN Day, World AIDS Day, etc.)
  • Develop and implement social media strategy to promote preparedness for emergencies and risk reduction in Caucasus and Central Asia, to increase visibility of OCHA’s mandate and work in the region and globally;
  • Identify relevant OCHA flagship publications for translation into Russian for improved awareness-building among humanitarian partners in the region;
  • Engage Humanitarian Advisor Teams in implementing communications strategy and stand ready to provide communications support to HATs in Armenia/Georgia, Kyrgyzstan and Tajikistan, as well as humanitarian partners in the region;
  • English-Russian and vice-versa translation of the required documentation;
  • Communications Associate must be ready to deploy to sudden-onset crises in the region at short notice and for extended periods of time if necessary.

Provides communications expertise to Information Management Unit in implementing IM strategy, focusing on achievement of the following results:

  • Provide the Information Management Unit with content and editorial support in developing key IM products, including humanitarian snapshots and thematic maps;
  • Support the Information Management Unit in the design and implementation of a structured dissemination plan for all information products and services (e.g. reports, data, maps) through hard copy, Mailchimp,  and websites (ROCCA website, reliefweb.int);
  • Assist in the further development and management of  the ROCCA website www.unocha.org/rocca;
  • Regular monitor and research story ideas for the website (including OCHA corporate photo gallery on OCHA SmugMug); undertake regular missions for material collection and photography;
  • Support the development of informational material on OCHA tools and services and the international humanitarian system
  • Any other duties as may be requested by IMO

Supports HAO in carrying out ROCCA’s resource mobilization and partnership strategy by implementing the following activities:

  • Closely monitor media and regularly liaise with donor governments to track flows of humanitarian funds in and out of countries in the Caucasus and Central Asia.
  • Regularly provide updates on humanitarian funding flows in the region to fts.unocha.org team in Geneva
  • Organize bi-annual donor briefing in Astana with participation of donor governments and agencies based in Astana
  • Draft tailored letters to emerging donors in the region with requests for support to L3 emergencies and Strategic Response Plans
  • Any other duties as may be requested by the OCHA Head of office and HAO.

Required Skills and Experience

Education: University degree. Journalism, public/media relations, mass communications, social sciences or related degree or equivalent combination of education and experience in a related area.

Experience: A minimum of 6 years of progressively responsible experience in public information, journalism, media relations or related field is required. Experience with international humanitarian and/or development organizations is an advantage. Experience with crisis communications is desirable. Good knowledge of office and marketing software (MS Word, Excel, Mailchimp etc). Knowledge of and experience in graphic design, multimedia, photography and videography is an advantage.

Language Requirements: Fluency in oral and written English and Russian. Knowledge of Kazakh is an asset.
