Background

Organizational Context:

With the establishment of a Civil Service, Maldives is undergoing major changes in her public administration setup. The key players involved in the young democracy in the Maldives as well as in the modernization of the public sector are the Public Administration Reform Section of the President’s Office and the Civil Service Commission. Hence, both institutions play a vital role in shaping the future performance of the public administration and its relationships with citizens and other stakeholders in the Maldivian society.

As part of the public administration reform process, the need to establish a strong civil service was identified. The efficiency and effectiveness of the public sector is crucial to creating public confidence in the sector. A strong organizational structure will not only strengthen the institution internally but will also lead to an improvement in the organizations service delivery.

The Integrated Governance Programme of UNDP aims to strengthen the capacities of national and local institutions to ensure transparency, accountability and democratic processes. In this regard the IGP is supporting the Civil Service Commission (CSC) to create a professional public administration that is able to manage change and contribute to democratic consolidation. The present consultancy is intended to strengthen the public administration framework through the development of a five year Strategic Plan.

Objectives:

The objective of the consultancy is to develop the 2016-2020 Strategic Plan for the CSC. The Consultancy will lead to the overall development and effectiveness of the public administrations for better service delivery.

Duties and Responsibilities

Key Responsibilities:

Submit an inception report  based on the following:

  • Conduct a review of the current Maldives Civil Service Strategic Plan (2011-2015) including the proposed policies and strategies;
  • Assess and analyze the CSC external environment against the proposed policies and strategies in the current Strategic Plan;
  • Conduct consultations with key stakeholders to identify implementation challenges of the current Strategic Plan and ways forward.

The inception report should include status of current Strategic Plan, analysis framework for the new assessment and identification of strategic opportunities:

  • Plan and facilitate a workshop with key stakeholders including Presidents Office, line ministries and Local Government Authority on strategic directions and strategic targets for 2016-2020.

Draft and submit the Strategic Plan including the following components:

  • Executive summary  of the MCS strategic plan 2011 - 2015;
  • Strategic objectives and SWOT analysis;
  • Strategic priorities from 2016-2020;
  • Metrics to assess the progress made in the attainment of the strategic priorities;
  • Implementation Model.

Draft and submit a Strategic Action Plan 2016-2020 

  • Present the draft Strategic Plan and Strategic Action Plan to key stakeholders and incorporate feedback;
  • Submit final CSC Strategic Plan;
  • Submit final CSC Strategic Action Plan.

Outputs:

  • An Inception report including analysis framework, status of current Strategic Plan and identification of strategic opportunities;
  • Maldives Civil Service Strategic Plan 2016-2020;
  • Maldives Civil Service Strategic Action Plan 2016-2020.

Required Skills and Experience

Education:

  • Master’s Degree in management, public administration, policy development or a relevant field.

Experience:

  • Minimum 5 years’ experience in  conducting capacity assessments of institutions and planning processes;
  • Proven experience in designing and developing strategic plans and planning processes;
  • Proven ability to direct and guide organizations in the redesign and implementation of functional management processes and systems in the public sector;
  • Familiarity with the Foresight planning concept preferred.

Language:

  • Fluent in written and spoken English is required;
  • Excellent research, analytical and communication skills, both oral and written.

Location and Duration

  • The consultant will be based in the Civil Service Commission of Maldives. The consultant will be guided by the Project Coordinator – Institutional Capacity Building and Decentralization of UNDP.
  • A total of four weeks will be required to complete the specific tasks and deliverables outlined.

Financial Proposal and Remuneration Schedule:

  • The consultancy fee will be in lump sum inclusive of international travel and local living expenses to be paid in installments corresponding to deliverables.
